Fisheries Management
  • The same rules of fishing and the same standards for reporting catches should apply to all commercial fishers. The Department of Fisheries and Oceans (DFO) should have authority to specify the maximum number of vessels that may participate in any opening of the salmon fishery. Area Harvest Committees should have authority to determine how the number of vessels in any fishery opening is to be selected. Failure to comply with DFO’s limit on the number of vessels should result in closure of the fishery.

    Time and again, fishers and organizations we consulted were critical of the way fisheries are managed. Indeed, we found a general lack of confidence in the ability of the Department of Fisheries and Oceans (DFO) to manage fisheries. These concerns, together with new challenges to management posed by treaty settlements and conservation needs, have led us to focus particular attention on the question of management. In this chapter we examine the way in which fisheries are managed, especially the salmon fishery, and consider ways in which management can be adapted to meet these challenges. Our discussion focuses on the need to move towards co-management arrangements.
    Alternative Models of Fisheries Management
    In the fisheries, management refers to the full spectrum of activities: conservation of fish stocks and their habitats, control of catches, provision of rights of access to resources, allocation among fishers, monitoring of harvests and regulatory compliance and enforcement. DFO has primary responsibility for all these.

    PRESS STATEMENT 8202 CANADIAN GRANTS FOR PACIFIC FISHERY PROJECTS The Canadian government is offering two grant schemes to help support fisheries associations in the Pacific Islands as well as fish exports to the United States and Canada. The grant schemes are part of Canada’s extensive aid and development programme covering the Pacific region called the Canada-South Pacific Ocean Development Phase II Programme or C-SPOD II. The Pacific Islands Forum Secretariat chairs the Program Management Committee for C-SPOD II. Under the first activity, a grant is provided for strengthening national fisheries associations and their role in fisheries policy development. The fund is designed to address three essential areas of concern to national fisheries associations: The Fisheries Association Development Grant (FADG) offers funds up to a total maximum of FJ$16,000, from the scheme to any one Forum Island Country within one calendar year. It should be applied for by private sector fishing associations including co-operatives. The association should have been active at a national or a provincial level and, ideally, be incorporated or otherwise registered under the national laws.

    HISTORY
    During late December, 1989, several swordfish management schemes were unveiled that would have meant the end of U.S. commercial swordfishing. A group of tuna and swordfishermen decided that an organization of the entire highly-migratory fishery from Maine to Texas was necessary to combat these schemes and to try to shape future management plans for a more reasonable, responsible and effective result. This effort culminated in the February, 1990 incorporation in Washington, D.C. of Blue Water Fishermen's Association. Blue Water Fishermen's Association is a not-for-profit organization of individuals and companies involved in various aspects of the commercial fishery of Atlantic highly-migratory species. BWFA represents fishermen, Captains, vessel owners, docks, dealers, suppliers, and related service businesses. If you have any connection to this industry - this organization is for you.
    PURPOSE
    The fundamental purpose of the Blue Water Fishermen's Association is to advance the common interests of individuals and companies involved in the utilization of offshore fishing resources for commercial purposes and to provide an effective medium to promote the rights of participation of fishery resource harvesters and their support services in fishery conservation and management plans.

    The Fisheries Council of Canada (FCC) is a non-profit private sector trade association representing firms, grouped in associations, that harvest, process, handle, distribute, and market fish and seafood. We are a federation of like-minded associations and enterprises that support some shared fundamental principles about the fishery. We are guided in all our activities to ensure that the conservation of the resource will be the basis of a sustainable fishery. Interested in joining FCC? Any association, organization, or group lawfully engaged in Canada in the commercial fish and seafood business shall be eligible for membership in FCC, subject to Board approval. Corporate memberships for processor firms shall be available where no provincial processor association exists or where a provincial processor association is not a member of FCC, subject to Board approval. Any individual, firm, corporation, company, or institution, either in Canada or outside Canada, unless otherwise applicable for membership in the above section, engaged in any business or profession connected with the production, processing and marketing of Canadian fisheries products and who/which is not eligible for membership in any of the provincial processor associations of Council shall, subject to Board approval, be eligible for Associate membership in the Council.

    London, 10 June 2002 Ladies and Gentlemen, I welcome this opportunity to meet with you all today from the various corners of the United Kingdom. I am delighted to welcome the representatives of the fishing sector from England, Scotland, Northern Ireland and Wales. I took the initiative to come to London to present to you the Commission's proposals for the reform of the Common Fisheries Policy. The seafaring tradition of the UK is world famous and it is therefore not surprising that fisheries represent such an important part of the socio-economic fabric of many of the UK coastal areas.

Fish has always been an important food item, particularly in Asia where fish and rice form the major component of our diet. However, global fisheries production has been declining as fishery resources in the sea are limited and there are signs of over fishing. 2. Fortunately, aquaculture, both on land and in the sea, is showing great potential for fish production worldwide. According to the FAO, world aquaculture production is estimated to reach 40 million tonnes by 2010, accounting for about 30% of the total fish production of about 140 million tonnes, compared to about 23% today. ASEAN Fisheries 4. The trade in fish and fishery products is big business. Exports from ASEAN countries totaled US$ 7.7 billion or 14.7% of world exports in 1996, while imports were US$ 2.1 billion. This represents net foreign exchange earnings of over US$ 5 billion. The fisheries sector is also a major source of employment for some ASEAN countries. In 1996, there were about 1.7 million people involved in full-time fishing activities in ASEAN, with another 3 million people involved in part-time fishing activities.
