The fisheries of the world have been a major source of primary food for many people for a long time. The production and trading of seafood products has also had a long history. In 1978, the expansion of Exclusive Economic Zones by most nations lead to great changes in the world's fisheries.
Most stocks came under sovereign state fisheries conservation and management systems. Since then, stocks that bridge both coastal zones and the high seas, so-called "straddling stocks," have been governed under a United Nations treaty, and multilateral management regimes have developed for high seas fish stocks harvested to many nations.
It was in this new fisheries management environment that the International Coalition of Fisheries Associations (ICFA) was formed in 1988 to give fishery organizations the ability to advance conservation-based sustainable-use policies and action plans for fisheries at the national and international level.
Coalition members attend and participate in many forums that can encourage and lead to fishery protection, conservation, and the enhancement and efficient utilization of the world’s marine resources that are so critical to mankind as a food source.

    Adopted by the FAO Ministerial Conference on Fisheries
    Rome, 14-15 March 1995
    On 14 and 15 March 1995 a Ministerial Meeting on fisheries was held in Rome at the invitation of the Director-General of FAO to review the state of world fisheries and the FAO follow-up to the United Nations Conference on Environment and Development (UNCED). The meeting unanimously adopted the Consensus on World Fisheries, which urged that governments and international organizations take prompt action to:
    reduce fishing to sustainable levels in areas and on stocks currently heavily exploited or overfished; adopt policies, apply measures, and develop techniques to reduce by-catches, fish discards and post-harvest losses; review the capacity of fishing fleets in relation to sustainable yields of fishery resources and where necessary reduce these fleets; strengthen and support regional, sub-regional, and national fisheries organizations and arrangements for implementing conservation and management measures; keep under review the effectiveness of conservation and management measures for ensuring the long-term sustainability of fisheries and aquatic ecosystems;

    Regarding the research activities on impact by fisheries (1) Purpose of establishment @The Association is a nonprofit organization established in 1963 with the explicit purpose to protect and nurture fisheries resources and preserve fishing grounds. As a corporate juridical person, it engages in various types of projects for the interest of its members. However, it does not engage in any profit-making activities. (2) Members @According to the articles of corporation, the Association is composed of full members consisting of prefectural governments, municipal authorities, the National Federation of Fisheries Associations, prefectural federations of fisheries associations, fisheries cooperative associations, as well as supporting members who consent with the intent of the Association's activities. (3) Research on the impact on fisheries @The Association, on the strength of its status as a nonprofit foundation fully prepared to cater to the request for research from the Fisheries Agency, the Government of Japan, is expected to cope positively with and rigorously maintain the principle of neutrality in its research on the impacts on fisheries.
    @Unlike the research implemented pursuant to the public laws on the basis of environmental impact assessment methods, research on the impacts of fisheries requires the cooperation and participation by local fishers in field studies. It is therefore essential to maintain a relation of trust with fishing communities.

    State fisheries associations endorse code of ethics
    KINGSTON, R.I. October 23, 2000 All four fishing industry associations in Rhode Island endorsed a code of responsible fishing recently in an effort to demonstrate their commitment to sustainable fisheries and to improve the public perception of the commercial fishing industry. According to David Beutel, a fisheries researcher at the University of Rhode Island who played a key role in generating support among the fishermen, "the code standardizes the concept of responsibility and unites people behind responsible fishing methods." The Rhode Island Fisheries Industry Principles for Responsible Fisheries is based on guidelines established by the United Nations Food and Agriculture Organization in 1996 and adopted by the Rhode Island General Assembly in 1997. In the last few months, the code was adopted by the Ocean State Fishermen's Association, the Rhode Island Shellfishermen's Association, the Rhode Island Lobstermen's Association, and the Rhode Island Commercial Fishermen's Association. The Rhode Island Seafood Council, which represents the fish processing and handling sector of the fishing industry, also endorsed the code. The intent of the U.N. code was to have it filter down to state and local organizations. So Beutel, a former commercial fisherman, and his colleagues at the Rhode Island Sea Grant Program took the initiative to contact the industry groups.
