Dear Mr. Regan, DFO has committed a grave error in putting the ocean in the back seat, while single-mindedly pursing the goals of fisheries. Mr. Regan, I am dissatisfied with your reply to my earlier correspondence. In November, 2003, I sent to your office my concerns regarding serious shortcomings of DFO Science. However, presumably on the advice of the science branch, you deflected my input with “I would suggest that you have your work submitted to a relevant scientific journal.” Perhaps I was too abstract in my cover letter to you, but I doubt it. I had sent to you eleven written articles and a videotape, with the request that DFO Science review the concerns raised within. While some of my work I might reasonably choose to send the route of standard scientific publication, I have raised some very specific points that require answers now from the DFO Science branch. The focus of my concern is specifically “oceans” health rather than “fisheries” health. DFO’s mandate includes both, in an arrangement that now appears to have been surprisingly inappropriate I am now formally requesting you to direct the appropriate members of your scientific staff to respond to the following concerns:

For those young salmon smolts that make it downstream past Bonneville Dam, the dangers are not over. Gulls and Caspian Terns feed upon thousands and thousands of salmon smolts in the lower Columbia estuary. The Pacific Ocean off the coasts of Oregon and Washington is not safe for salmon either. Sometimes, it is too warm possibly due to affects of El Nino. Under these warm water conditions, food is harder to find when cold water upwelling that brings nutrients to plankton and small forage fish is capped by the warmer El Nino waters. And there are strange predators brought north by the warm currents including mackerel that pounce upon young salmon weakened by lack of food. Once in the ocean a new life begins for the young salmon. Many will migrate through the coastal waters of the Pacific all the way to the shores of Alaska. Salmon spend several years in these waters going from pea size at hatching to some topping 50 lbs. Commercial fishing for salmon is big business in this region.

In 1978, New Zealand declared a 200 nautical mile Exclusive Economic Zone (EEZ) and has exclusive management rights to this area. Because of our mid-ocean position and outlying islands, our EEZ is very large - in fact it is the fourth largest in the world, and equal to about 15 times our land area. 1. How deep do bioluminescent creatures live underwater? Captain Nelson answers:
Most of the common occurrences of bioluminescence in the ocean are observed right at the surface or in the surface layers (several meters to tens of meters, within the euphotic zone). In its most familiar form, bioluminescence, which is a biochemical reaction in certain marine organisms, appears as a bluish-green fluorescent glow in the water as the surface is disturbed by the bow wave or wake from a ship or by cresting or breaking waves. Bioluminescence is quite often observed on a ship itself, as most ships are equipped with a salt-water system for flushing toilets. If a toilet is flushed in a dark bathroom (called a "head" on ships) the toilet bowl will often glow because of the bioluminescent microscopic organisms in the sea water used for flushing.
Bioluminescent displays may occasionally take on more spectacular forms, such as appearing as parallel lines or like spiraling spokes of wheels, of pulsating light that extend to the horizon. In the surface layers of the ocean, the group of single-celled marine organisms called dinoflagellates (including one microscopic organism called noctiluca) are likely one of the primary sources of the bioluminescence observed in the ocean.
However, a variety of other, larger marine organisms, that inhabit the abyssal depths of the oceans also display bioluminescent characteristics. Within the deep-scattering layer (mid-ocean depths between 200 and 1000 meters) certain species of myctophids, lantern fish, euphausids (shrimp-like crustaceans), and jellyfish all display certain forms of bioluminescence. Even in depths exceeding the average depths of the world's ocean basins (~ 4000 meters), bioluminescent organimsms have been collected and observed in such situations.

Ocean and Oceanography:
A great body of salt water comprising all the oceans and seas that cover nearly three-fourths of the surface of the earth, and the scientific study of the physical, chemical, and the biological aspects of the so-called world ocean. The major goals of oceanography are to understand the geologic and geo-chemical processes involved in the evolution and alteration of the ocean and its basin, to evaluate the interaction of the ocean and the atmosphere so that greater knowledge of climactic variations can be attained, and to describe how the biological productivity in the sea is controlled.
The world ocean covers 71 percent of the earth's surface, or about 361 million square kilometers, or about 140 million square miles. Its average depth is 5000m or 16,000 ft., and its total volume is about 1,347,000,000 cubic km, or 332,3000,000 cubic miles!

Americans love fish. Each year, U.S. consumers spend almost $50 billion on seafood. To most seafood lovers, there appears to be an ever-growing abundance and variety of seafood in their favorite restaurants and in their local supermarket. Contrary to the perceptions of most consumers, however, fish and other seafood are a finite resource. Rising consumer demand here and abroad is depleting fishing stocks around the world. Currently, two-thirds of the world's major marine fisheries are already overfished, fully fished or depleted. Forty years ago that figure was less than 5%. Ironically, much of the fish caught never makes onto the dinner plate. Almost one-third of the total world catch–over 27 million metric tons–is made up of "untargeted" fish, marine mammals, sea turtles and seabirds that are caught unintentionally as the result of unselective fishing gear and practices. The vast majority of this "bycatch" is discarded, either dead or dying. Certain fishing practices also damage marine habitats vital to fisheries, marine life and coastal communities. Bottom trawling and dredging destroy the fragile sea floor habitats that serve as living, breeding and nursery areas for many marine species.

ASSOCIATED PRESS An unprecedented census of life in the world’s oceans is discovering three new fish species a week on average and predicts as many as 5,000 unknown fish species may be lurking undetected, according to the first interim report.
Scientists believe the oceans hold about 20,000 species of fish and up to 1.98 million species of animals and plants.
Three hundred scientists from 53 countries participating in the $1 billion study reported their first findings Thursday, three years into the decade-long project. So far, the Census of Marine Life

Located in Atlantic City’s historic Gardners Basin, the Ocean Life Center offers a fun and educational look into more than 100 varieties of fish and marine animals. The Ocean Life Center eight tanks totaling to 29,800 gallons of live exhibits. Highlights include the Fish of the New Jersey Coast Aquarium, which holds 23,000 gallons and teems with sea bass, lookdowns, sand tiger sharks, northern stingray, bluefish, weakfish, and kingfish. The 750-gallon Touch Tank allows visitors to handle green, horseshoes, hermit and spider crabs, sea urchins, seastars, common periwinkle, channel and knobbed whelk, horse and blue mussels, and common shore shrimp. Each exhibit features computer-enhanced information stations for self-tours, in addition to a 16-station Ocean Life Education Center for personal, in-depth exploration by visitors.
