Introduction Following a major disaster, first responders who provide fire and medical services will not be able to meet the demand for these services. Factors as number of victims, communication failures, and road blockages will prevent people from accessing emergency services they have come to expect at a moment's notice through 911. People will have to rely on each other for help in order to meet their immediate life saving and life sustaining needs.
One also expects that under these kinds of conditions, family members, fellow employees, and neighbors will spontaneously try to help each other. This was the case following the Mexico City earthquake where untrained, spontaneous volunteers saved 800 people. However, 100 people lost their lives while attempting to save others. This is a high price to pay and is preventable through training. If we can predict that emergency services will not meet immediate needs following a major disaster, especially if there is no warning as in an earthquake, and people will spontaneously volunteer, what can government do to prepare citizens for this eventuality?

Standard First Aid, a core module of our Workplace Training Program, meets OSHA-identified training guidelines. Adult CPR/AED Training Our new program combines instruction in Adult CPR with the use of an automated external defibrillator. These are the two skills needed to save the life of a sudden cardiac arrest victim. Adult CPR/AED Training is a 6.5 hour course designed for the lay rescuer in the Workplace. Job Placement ELP Course Overview In the Electrical Lineworker Program, students learn how to climb wood poles, install cross arms and hardware on poles, install underground systems, install conductors and pole-line equipment, operate the equipment, and learn to use various tools of the trade in simulated conditions. Student/teacher ratios are 16:1 in a classroom environment and 16:1 in a field environment. Students will work in crews and learn that individual success depends on teamwork. The Electrical Lineworker Program is offered three terms per year and they begin in January, May, and September. Students will participate in academic and field learning activities four days per week, Monday through Thursday, from 8 am to 4:30 pm with a one-half hour lunch break. The normal length of time to complete the Electrical Lineworker Program is 4 concurrent months (15 weeks) of full time enrollment. The Program is not flexible enough to accommodate part-time students. This program is approximately 500 clock hours in length. Students will start each morning in the classroom from 8:00 AM until 10:20 AM. Students will work in the field every day from 10:30 AM to 4:30 PM with 1/2 (one-half) hour lunch.

Farming is a dangerous occupation, not just in the number of deaths but also the high rate of injuries that occur on the job. Many injuries are the result of modern farm equipment that is more powerful and specialized to handle specific tasks. To deal with these dangers, farm workers must be prepared to handle medical emergencies. According to the Iowa Department of Public Health, 2,433 farm-related injuries received medical attention in 1994. Although farm-related injuries vary according to season and type of operation, the three most common causes are livestock, machinery, and slips or falls. More than half of all farm injuries (54 percent) in Iowa are caused by these hazards. How you respond to farm-related injuries is critical. Certain conditions exist on a farm that can turn a minor injury into a life-threatening situation before professional medical treatment is available. Agricultural accidents often occur in remote locations and go undetected for long periods of time. Being prepared for medical emergencies and knowing the basics of first response can help minimize the extent of injuries.

1. Political background and economic development
Since the outbreak of the 'Al Aqsa Intifada' in late September 2000, the Palestinian Territories of the West Bank and Gaza Strip have been in a constant state of political turmoil. Official negotiations between Israel and the Palestinian Authority (PA) for a peaceful resolution to the conflict collapsed soon after the Taba talks and violence and terrorist attacks increased dramatically. There have been regular Israeli incursions into and reoccupation of the larger part of Palestinian controlled towns and villages, curfew and severe restrictions imposed on the movement of persons, in both the West Bank and the Gaza Strip. The violence associated with the ongoing conflict had, by the beginning of 2004, claimed the lives of over 3300 people and over 24,000 people had sustained injuries.
