Buildings destroyed by the earthquake in Adana. In the aftermath of an earthquake and floods in Asia, and as the threat of un-controllable wildfires increases in Brazil, the Bank recently moved forward with a number of emergency projects. This week, the Bank approved two emergency projects to help countries grappling with the consequences of weather-related emergencies. (The Bank has offered assistance to Bangladesh and China in the wake of the devastating 1998 floods.) This past spring, the northwestern and eastern parts of Turkey were inundated by heavy rains that caused severe flooding and landslides. Twenty people died. Bridges, roads, houses, schools and other infrastructure suffered major damage. Access to hundreds of villages was entirely cut off or extremely difficult. The farm economy suffered a heavy blow as livestock died and crops and irrigation systems were destroyed. It was possibly the worst flooding in 500 years, and certainly in the last century. Then a second disaster shook the country. "While we were preparing the project to help Turkey recover from the floods, we learned that an earthquake had hit in the south," says Piotr Wilczynski, a senior environmental economist and the Bank's point person for a $685 million emergency project to help rebuild affected areas of Turkey.

1933 Long Beach Earthquake At 5:54 P.M., March 10, 1933, the City of Long Beach suffered a major earthquake, followed by several days of intermittent shocks. Fire Stations 1, 5, 7, and 9 were demolished and others were badly shaken. A large circus tent housed Station #1, another tent housed Station #9 and Engine companies 5 and 7 used the garages at the rear of the stations.
Hancock Oil Fire At about 1:54 P.M. on May 22, 1958 a rumbling noise was heard from the vicinity of the Hancock Oil Refinery on Signal Hill. About 30 seconds later violent frothing tore a section of the roof from the shell of the tank on the north side. This wave of oil froth reached a level of 3 1/2 feet, then was quiet for a time. Eight to ten minutes later a second frothing occurred and this wave of oil froth was ignited. The burning froth took five minutes to travel 2,000 feet and was 1 1/2 to 2 feet deep as it entered a nearby storm drain. the wave of burning oil swept through 70% of the refinery - with men being caught in it's path. Burning oil spread so rapidly that no emergency shutdown measures could be taken - steel supports, piping, instruments and wiring were all destroyed. Within two hours the fire was extinguished or had burned all the fuel in all areas except for the fires in the tank farm - it was 40 hours later before the last tank fire burned out.

What Have We Learned?

Every once in awhile, we need to pause and reflect on who we are and what we stand for. As the American Fire Service pauses to celebrate an illustrious history dating back 350 years, let us reflect for a moment on some of the great lessons learned from fire. Some of our greatest progress has occurred just after someone's town was devastated or many lives were lost. This is not a recent phenomenon. The earliest recorded fire prevention efforts come from ancient Rome. It was surely noted after a major fire that something should have been done to prevent the disaster or at least, have somebody to protect the citizens. This may also be the earliest recorded uttering of the phrase, "How long has this thing been going on?" Rome continued to tinker with its fire forces. When the slaves who were serving as the firefighting force became unruly, the response was to form the equivalent of what we now term a fire department. Once again, this was a reaction to a problem. The pages of history are strewn with stories of great cities that were destroyed by fire:

    In the halcyon years of wealth of the 1970s, every form of development seemed possible in Nigeria. Suffused in oil wealth that it did not know how to manage, the Nigerian economy was experimenting with all types of new ideas. One of these projects was the uploading of oil to the politically privileged North by means of pipes. An oil refinery at Kaduna, the informal political capital of Northern Nigeria, is the main beneficiary of this expensive operation covering many hundreds of miles. The valuable mineral oil from the Niger Delta is mined by powerful international oil companies in close alliance with the Federal Government of Nigeria. The pipes that drained oil from the western Niger Delta in south most Nigeria run through farmlands and near homes of ordinary people. Urhoboland in the western Niger Delta is not only a main involuntary "supplier" of mineral oil; the pipes that carry the crude oil to Kaduna run through its territory. Idjerhe is an Urhobo division on the western side of River Ethiope through which the Federal Government's oil pipes run from the western Niger Delta to the North. These pipes were laid more than twenty years ago. They are ageing, with little maintenance to help prolong their service lives. There have been many incidents of oil leakage from these pipes.
