When the Whigs came into national power in 1840, Fillmore became prominent in his party. As chairman of the Ways and Means Committee, he promoted the high tariff of 1842. He was considered (1844) for the vice presidential candidacy, but instead became Whig candidate for the governorship of New York. His defeat by Silas Wright in a close contest was caused by the split between proslavery and antislavery Whigs. With Henry Clay's backing, Fillmore was nominated (1848) for Vice President on the Whig ticket with Zachary Taylor . As Vice President, Fillmore presided with notable fairness over the Senate during the turbulent debates of 1850. Succeeding to the presidency upon Taylor's death, he encouraged and then signed the Compromise of 1850, which included the Fugitive Slave Act. He tried to enforce the measures despite the criticism his course evoked from the North. Cheaper postal rates were introduced during his administration. He appointed Daniel Webster Secretary of State, emphasized nonintervention in foreign disputes, and approved the treaty that opened Japan to Western commerce. He unsuccessfully tried to make the Whigs a national party that, by occupying middle ground on the issue of slavery, could conciliate North and South and prevent extremists from gaining power. Neither he nor Webster could win the support of the Whig convention in 1852, and the nomination went to Gen. Winfield

Holt, University of Virginia Biography: A Life in Brief Born into desperate poverty at the dawn of the nineteenth century, Millard Fillmore climbed to the highest office in the land and inherited a nation breaking into fragments over the question of slavery. Despite his best efforts, the lines of the future battles of the Civil War were drawn, and Fillmore found himself rejected by his own dying party and denied renomination. After almost a quarter of a century out of the White House, he died in New York state in 1874. Fillmore, the second of eight children, was born into an impoverished family on January 7, 1800. His family's small farm in upstate Cayuga County, New York, could not support them, and Fillmore's father apprenticed his son to a clothmaker, a brutal apprenticeship that stopped just short of slavery. Fillmore taught himself to read, stealing books on occasion, and finally managed to borrow thirty dollars and pay his obligation to the clothmaker. Free, he walked one hundred miles to get back home to his family.

Biography
Born in extreme poverty, he worked his way up through the Whig party, eventually being selected as Zachary Taylor 's running mate. It was thought that the obscure, self-made candidate from New York would complement Taylor, a slave-holding military man from the south. Nevertheless, the two men came to a head on the slavery issue in the new western territories taken from Mexico in the Mexican-American War . Taylor wanted the new states to be free states, while Fillmore supported slavery in those states in order to appease the South. In his own words: "God knows that I detest slavery, but it is an existing evil ... and we must endure it and give it such protection as is guaranteed by the Constitution." Fillmore presided over the Senate during the months of nerve-wracking debates over the Compromise of 1850. He made no public comment on the merits of the compromise proposals, but a few days before President Taylor's death, he intimated to him that if there should be a tie vote on Henry Clay's bill, he would vote in favor of it.

Served as president from 1850 to 1853 Millard Fillmore (1800-1874), the second vice president of the United States to inherit the nation's highest office, became president when Zachary Taylor died. During Fillmore's 32 months in office as president, his most important action was his approval of the Compromise of 1850. This series of laws helped delay the Civil War for more than 10 years.
A self-made man, Fillmore had been a poor boy who was once a clothmaker's apprentice. He studied law, then won election to the New York state legislature and to Congress. He became known nationally only after the Whig Party chose him to be Taylor's vice presidential running mate in 1848.
    Filmore's presidency
As vice president, Fillmore presided coolly over the heated Senate debates between slavery and antislavery forces. The Compromise of 1850, which he helped achieve, had been opposed by President Taylor because of its concessions to the South. But when Taylor died, Fillmore urged passage of the compromise and quickly signed it into law. Fillmore personally did not approve of slavery. But he loved the Union and preferred compromise to the risk of war.
Fillmore faithfully enforced the compromise, including its provision for the return of runaway slaves. This policy lost him the support of most Northerners, and he was not nominated for president in 1852.

    FILLMORE, MILLARD
, thirteenth president of the United States. Unlike most presidents, Fillmore knew poverty as a boy. Of old New England stock, he was born in western New York, where his father scraped out a living as a tenant farmer. In his youth he received only a limited education before being apprenticed as a clothier. His prospects brightened when he was offered the chance to read law with a local judge; after moving to Buffalo, he continued his legal training and in 1823 was admitted to the bar. In 1828 Fillmore was elected to the New York legislature as an Anti-Mason and served three terms. He eventually joined the Whig party and served four terms in the U.S. Congress. As chairman of the Ways and Means Committee, he played a leading role in framing the tariff of 1842. Deciding to retire from Congress in 1844, he was selected as the Whigs' gubernatorial candidate but was narrowly defeated. In 1848, while serving as state comptroller, he received the Whig vice-presidential nomination and was elected in November. Despite his support for President Zachary Taylor's policies, Fillmore had little influence in the new administration, and in 1850, after much hesitancy, he backed Henry Clay's compromise proposals rather than the president's plan for settling the sectional conflict. When he became president following Taylor's death in July, Fillmore, displaying rare decisiveness, threw his influence behind the compromise movement in Congress. By September, he had signed the various compromise measures into law, and in his annual message in December, he hailed them as a final settlement of the sectional controversy.

Keep in mind that in the table above, the % of the U.S. population for religious groups are current figures. Religious groups have had much different proportions at various time in U.S. history. One of the most over-represented religious groups among U.S. presidents is Unitarianism. Despite merging with Universalism in the 1960s, the combined proportion of Unitarian Universalists in the U.S. population is just 0.2% of the population (one in every 500 Americans). Yet there have been 4 Unitarian presidents. Another over-represented religious group among U.S. presidents is Dutch Reformed, by virtue of having two U.S. presidents, yet having only a small number of people left in the country who identify themselves as Reformed. The contemporary heir to the Dutch Reformed churches is the "Reformed Church in America," which has about 300,000 members in the U.S. and Canada. (Alternatively, one might count only a single president as Dutch Reformed, if Theodore Roosevelt is counted as an Episcopalian sources differ on this subject . Even only one Dutch Reformed president would constitute statistical over-representation.) After that, Disciples of Christ, Episcopalians, and Quakers have also had representation in the White House far outstripping their proportion of the U.S. population.
