I know how difficult it is to determine what is and what is not in order, to restrain improper language, and yet not abridge the freedom of debate. But all must see how important it is that the first departure from the strict rule of parliamentary decorum be checked, as a slight attack, or even insinuation of a personal character, often provokes a more severe retort, which brings out a more disorderly reply, each Senator feeling a justification in the previous aggression. There is, therefore, no point so proper to interpose for the preservation of order as to check the first violation of it. —Millard Fillmore, April 3, 1850 The new vice president needed a clerk.

Fillmore's Presidency was marred by the continual debate over slavery, to which he added little. His most noted accomplishment was sending Admiral Perry to open trade with Japan.
The Early Years
Millard Fillmore was born in a log cabin in Locke Township, New York. As a young boy, Fillmore helped his father on the farm. At the age of 14, he became an apprentice clothmaker. Until the age of 17, he had very little schooling. When a circulating library was created in his town, he began to teach himself. At the age of 19 he enrolled in a recently established academy where he was a favorite of one of his teachers, Abigail Powers, whom he later married. In 1819, he became clerk with a local judge, Judge Wood. In 1823, he was admitted to the bar. From 1829-1831, Fillmore served as a New York State Assemblyman. From 1833-1835 and then again from 1837, Fillmore served in the US House of Representatives. In 1843 Fillmore became chair of the powerful House Ways and Means Committee. In 1848 Fillmore was elected Vice President.
Accomplishements in Office
Millard Fillmore was a born compromiser. While Taylor had remained immune to threats of Southern secession, Fillmore readily agreed to a series of Congressional compromises. California was admitted as a free state and the empty territories of New Mexico and Utah were created without restrictions.

    Fillmore, Millard Fillmore, Millard, Whig party and was reelected three times (1836, 1838, 1840) to the House. When the Whigs came into national power in 1840, Fillmore became prominent in his party. As chairman of the Ways and Means Committee, he promoted the high tariff of 1842. He was considered (1844) for the vice presidential candidacy, but instead became Whig candidate for the governorship of New York. His defeat by Silas Wright in a close contest was caused by the split between proslavery and antislavery Whigs. With Henry Clay's backing, Fillmore was nominated (1848) for Vice President on the Whig ticket with Zachary Taylor . As Vice President, Fillmore presided with notable fairness over the Senate during the turbulent debates of 1850. Succeeding to the presidency upon Taylor's death, he encouraged and then signed the Compromise of 1850, which included the Fugitive Slave Act. He tried to enforce the measures despite the criticism his course evoked from the North. Cheaper postal rates were introduced during his administration. He appointed Daniel Webster Secretary of State, emphasized nonintervention in foreign disputes, and approved the treaty that opened Japan to Western commerce. He unsuccessfully tried to make the Whigs a national party that, by occupying middle ground on the issue of slavery, could conciliate North and South and prevent extremists from gaining power. Neither he nor Webster could win the support of the Whig convention in 1852, and the nomination went to Gen. Winfield

Early Political Career.

Later Life. top In 1852 the badly split Whigs nominated Gen. Winfield Scott for the presidency instead of the reluctant incumbent, and they were badly beaten at the polls. After his retirement, Fillmore traveled widely and attempted to revive the disintegrating Whig party by collaborating with the growing anti-Roman Catholic and anti-foreign Know-Nothing movements. In the 1856 presidential election he became the standard-bearer of the Know Nothings, now dubbed the American party, but in spite of the endorsement of the remnant of the Whigs, he ran third behind James Buchanan For the remainder of his long life, Fillmore lived in Buffalo, where he was active in civic affairs. Although he supported the Union during the American Civil War, he was highly critical of the Lincoln administration. He died in Buffalo, on March 8, 1874. Dignified, modest, and well liked by his associates, Fillmore helped calm the North-South controversy that marked his accession to the presidency. Unable to appreciate the moral dimensions of the antislavery struggle, however, he was not strong enough to provide permanent leadership to the deeply divided nation.

Summary of Religious Views:
Fillmore had no formal religious ties, and indeed had shown relatively little interest in religion, until he joined the Unitarian church in about 1831.
Fillmore strongly supported the separation of church and state. In the early 1830s, he labored to overturn the New York test law that required all witnesses in New York courts to swear an oath affirming their belief in God and the hereafter. Among other actions, Fillmore wrote a series of public letters opposing the the test law.
