Introduction [Top of Page] Background: Fiji became independent in 1970, after nearly a century as a British colony. Democratic rule was interrupted by two military coups in 1987, caused by concern over a government perceived as dominated by the Indian community (descendants of contract laborers brought to the islands by the British in the 19th century). A 1990 constitution favored native Melanesian control of Fiji, but led to heavy Indian emigration; the population loss resulted in economic difficulties, but ensured that Melanesians became the majority. Amendments enacted in 1997 made the constitution more equitable. Free and peaceful elections in 1999 resulted in a government led by an Indo-Fijian. Fiji has been a major contributor to UN peacekeeping missions in various parts of the world. The Executive Authority of Fiji The executive authority of Fiji is vested in His Excellency the President and exercisable by him or by Cabinet or any Minister authorised by Cabinet. The Cabinet consist of members of Parliament chosen from the party commanding a majority in the House of Representatives. The President, acting in his own deliberate judgment, appoints as Prime Minister the Fijian member of the House of Representatives who appears to him best able to command the support of the majority of the members of that House. The function of the Cabinet is to advise the President in matters of the government of Fiji an dthe Cabinet, collectively, is responsible to Parliament for any advice given to the President by or under the general authority of the Cabinet and for all things done by or under the authority of any Minister in the execution of his office. Cabinet's decisions are carried into effect by individual Ministers. Every Minister is allowed considerable discretionary power in the ordinary affairs of a department.     Kula Eco Park Book Air, Car or Hotel Kula Eco Park Viti Levu Travel Tip Text and photos used with permission from Kula Eco Park Imagine, if you will, a cool green forest nestled in a small valley. A stream wanders between the trees, making its way through the valley to the Pacific Ocean. Trees bearing strange fruits, nuts and blossoms have names like Dawa, Ivi, Vutu and Vesi and tower above the valley floor filtering the sun. The banks of the stream are dotted with brightly colored flowers and shrubs. As you wander over the many bridges spanning the sparkling ribbon of water, you're greeted by the call of a barking pigeon, the shrill of honey eaters and the constant, pulsing concert of unseen forest dwellers. This is the South Pacific. This is the wild side of Fiji and you've arrived at Kula Eco Park. Literally hundreds of islands make up the Fiji Group although fewer than 325 are considered large enough for habitation and only 106 actually have people living on them. The largest of these is Viti Levu.

    Higher Education.
    The University of the South Pacific, owned by 12 different member countries including Fiji, is the only university in Fiji. Other institutions of higher education include teacher-training colleges, technical, agricultural and medical institutions. First degree programs are open to those who pass a Form 7 examination or USP Foundation Year program or an equivalent program. The first stage of higher education leads, after three years of study, to the bachelor's degree of arts (BA) or Science (BSc) or Agriculture (BAgr). Graduate courses are offered for the Postgraduate Certificate in Education and Postgraduate Diploma. The University of the South Pacific is funded by tuition fees and by grants from regional governments and the governments of Australia, New Zealand and the United Kingdom. Course grades are assessed continually on the basis of assignments, tests, discussions and a final examination. The grade scale is as follows: A+, A (Pass with distinction); B+, B (Pass with credit); C+, C (Pass); R, Aeg (Pass); I (Incomplete Results, or results pending); IP (In progress); D (Work below the standard required for a pass); E (Very weak performance or failure to complete to the satisfaction of the examiner).

    Asia-Pacific Regional Press Freedom Seminar Country Report - Fiji Fiji has three daily newspapers publishing seven days a week - the SUN, Daily Post which is partly owned by the Government and the Fiji Times owned by News Limited - which is the oldest and biggest in terms of circulation and staff numbers. The Fijian weekly Nai Lalakai and the Hindi weekly Shati Dut are both part of the Fiji Times group. The other Fijian weekly is published by the Post. There are two radio stations - the privately owned Communications Fiji Limited which runs FM96, Viti FM and Radio Navatrang, and the Government-sponsored Radio Fiji which also has stations in English, Fijian and Hindi. Fiji Television operates the only TV station in the country. Fiji's media was recently rated in a World press freedom review as among the most free and robust in the South Pacific. Visiting independent media consultants and organisations have expressed similar sentiments. Despite the political upheavals which has becoming a regular feature of life in Fiji for a decade journalists in Fiji enjoy a considerable amount of freedom in their work. But there have been numerous attempts by Governments - which has changed hands eight times in the past 18 years - to control the media through legislation. These have been strongly resisted by the Fiji media which have formed a united front to fight any Government intervention.

    The major economic activities are tourism, small-scale agriculture and commercial fishing. GDP is estimated at US$ 1,474 (1994) per capita. Under its Compact of Free Association, The FSM receives substantial financial assistance from the US and is eligible to participate in many domestic programs related to health, education, libraries, and other areas. The treaty providing this assistance is currently expiring and a new one is being renegotiated. The population of the FSM is about 116,000 people inhabiting seventy-one of the islands spread across the FSM’s territorial waters. There are dozen languages, some with dialect variations, spoken in the FSM. No two states share the same language however many citizens converse in more than one FSM language. English is the language of communication of government and business. The literacy rate is reported around 88%. Currently over 40 % of the population is below the age of 14 years.

    Introduction
    The regional delegation kept up its relations with National Societies and governments in the region to encourage adhesion to the Geneva Conventions and their Additional Protocols by those Pacific States which had not yet done so. In September the Federated States of Micronesia acceded to these treaties, which were ratified by Palau's parliament in August. At the end of the year, however, the relevant instruments had not yet been deposited with the Swiss government. Other topics of discussion included the 1980 UN Weapons Convention, the ICRC's activities worldwide and the 26th International Conference of the Red Cross and Red Crescent. The ICRC also offered support to the National Societies in their efforts to promote knowledge of and respect for humanitarian law.

He discussed the ICRC's activities and mandate with members of the Australian Red Cross Society (ARCS), the Federation's representative in Sydney, reporters from radio and television stations, and members of the written press.

    Introduction
    The ICRC maintained contacts with National Societies and governments in order to encourage ratification of the Geneva Conventions and the Additional Protocols by those Pacific States which had not yet done so, and to support the National Societies in their dissemination efforts. In December the ICRC opened a media liaison office in Sydney, Australia.

    The regional delegate carried out three missions to Australia in the course of the year. He went to Melbourne, Canberra and Sydney to pursue the dialogue with the government and the National Society, to take part in a basic training course for future Australian Red Cross delegates and to prepare the Second Regional Conference on International Humanitarian Law.
    In May delegates went to Canberra and Melbourne to brief the Australian Red Cross and government officials on the ICRC's activities in the region and to discuss the government's contribution to the institution's budget. In July delegates took part in a conference organized by the armed forces in Townsville (Queensland) on the impact of international humanitarian law on the conduct of operations by land commanders.
