SAN DIEGO - On May 19, the Pacific island nation of Fiji, known more as a South Seas paradise than a Third World trouble spot, erupted in violence. Hundreds of shops were looted and burned, homes sacked, the nation's new television station trashed and a policeman killed. Armed followers of a bankrupt businessman marched past what remains of the U.S. Embassy in Suva, the capital, to Parliament, where they took Prime Minister Mahendra Chaudhry and his cabinet hostage. As events escalated to a full-blown coup, its enigmatic leader, George Speight, seized power on behalf of indigenous Fijians in opposition to a government dominated by Fiji's Indian minority. Speight wants the constitution changed so that only indigenous Fijians can hold the country's top political jobs. Fiji's 1997 constitution had enabled Chaudhry to come to power. Fiji, like many small nations emerging from the ashes of poverty and colonialism, was an accident waiting to happen. It also occurs at a time when U.S. policy emphasizes trade and open markets over the development of democratic institutions.

Organisation Formed in 1981, the Pacific Regional Branch International Council on Archives (PARBICA) is a volunteer organisation representing government agencies, non-government organisations and individual members from over 20 nations, states and territories in the North and South Pacific. It is one of the ten branches of the International Council on Archives (ICA), and it covers the most diverse and largest geographic area. 1.2 A BRIEF HISTORY

The Fiji islands were settled some 3,500 years ago by Melanesian and Polynesian voyagers. As in other South Pacific islands, the first European settlers were sandalwood traders, missionaries and shipwrecked sailors who arrived in the 19th century. Foreign influence brought diseases and divisiveness to Fiji and intensified local conflicts, which reached unprecedented heights by the 1850s when Ratu or Chief Seru Cakobau gained tenuous control over the western islands. To maintain control, Cakobau turned to Britain for aid and eventually ceded the islands to Britain, which formally proclaimed Fiji a British colony in 1874. The Island of Rotuma and its dependencies were added to the colony in 1881. Nearly a century later in October 1970, Fiji became an independent member of the British Commonwealth. Fiji left the Commonwealth when it declared itself a republic after the 1987 coups, but rejoined it in late 1997 after recognizing the economic advantages of Commonwealth membership. Fiji’s racial and ethnic mix is a legacy of the colonial era, when the British brought in Indian laborers to grow sugarcane. Over the past century Indian sugar growers, who lease the land from native Fijians, have controlled sugar production. They produce 90 percent of Fiji’s sugar, the country’s largest export commodity. Until the 1960s Indians were poorly represented politically while native Fijians controlled the country’s politics, government and judicial system.
