On Thursday, April 6th, at 10:00 am, the CA Fish and Game Commission will again hear the ferret issue. The meeting will be held at the Resources Bldg. Auditorium (first floor) at 1416 9th St., Sacramento. Expected to testify against this issue is the CA Waterfowl Association, the National Audubon Society and possibly the Sierra Club and Farm Bureau.

A TINY, BLACK NOSE darts up through a prairie dog hole and back down so fast it seems imagined. A few seconds later, an entire head pokes up, and a pair of curious black eyes gaze out. Picture a furry eel with legs and a face resembling a baby raccoon's, and you get a sense of the black-footed ferret. This one can smell today's meal-prairie dog-resting on the soil just beyond the safe reaches of the burrow, but it hesitates, scanning the scene for signs of danger. Finally, it makes its move. With the grace of a snake and the speed of a cheetah, it snatches the rodent in its teeth and yanks it into the burrow. The whole process is over in the blink of an eye. This is no wild ferret, however. It was born here at the National Black-Footed Ferret Conservation Center run by the U.S. Fish and Wildlife Service (FWS) in Sybille, Wyoming, northeast of Laramie. And presently it is attending a boot camp of sorts. The prairie dog it snatched was already dead, and the entire food-catching exercise is part of a training program to give the ferret a taste of the wild before it's shipped off to the real world-to Mexico, for what scientists say is the most ambitious attempt yet to save North America's most endangered mammal.

NWF, long involved in efforts to restore endangered black-footed ferrets to the wild, has helped engineer the second reintroduction of ferrets on a tribal reservation. The U.S. Fish and Wildlife Service recently released more than 100 ferrets onto Chey-enne River Sioux lands in South Dakota. NWF also was involved in the only previous release onto tribal lands at Fort Belknap Indian Community in Montana. "NWF has long advocated that tribes be factored into the recovery program," says Steve Torbit, NWF senior staff scientist. "We believe the tribes not only have the biological resources necessary for wild- life conservation, but they also have the institutional and technical capability to successfully manage endangered species." Torbit and Tom Dougherty, senior adviser to the NWF president, have served on the ferret recovery implementation team for several years, helping to plan releases into the wild, find funding for the recovery program and facilitate cooperation among federal and state agencies involved.

Pet Ferrets Banned in the Name of Conservation
In the past, a license was required in order to breed or sell ferrets, or to keep more than 3 ferrets as pets (there were also some localized restrictions on ferret ownership). Under new regulations, owners will be able to keep their current ferrets . However, it will be illegal for ferrets to be "bought, sold or bred." Existing farms that sell ferrets overseas will be exempted and allowed to continue overseas sales (no ferrets are to be sold in New Zealand), and no new farms will be allowed. With the breeding and selling of ferrets stopped there will theoretically be a decline in the population of pet ferrets to zero over the next several years.

Ferrets ( Mustela furo ) are the domesticated variety of the European polecat and were originally introduced to New Zealand to control rabbits - a case of biological control gone seriously wrong Ferrets are now found throughout the North and South Islands, and New Zealand has the largest known population of feral ferrets in the world. In the 1980s a fitch (farmed ferret) industry was established in New Zealand and in 1985 the Wildlife (Farming of Unprotected Wildlife) Regulations were passed, allowing people to keep ferrets in farms or as pets. However the fitch industry collapsed in the late 1980s, leading to the release or escape of many farmed ferrets and a fad for keeping ferrets as pets. The threat of 'pets'

In 1998 in Palmerston North a pet ferret came in through the cat door of a house and attacked a sleeping toddler, and his mother who tried to remove the ferret. Ferrets can carry bovine tuberculosis (Tb), and transmit the disease to cattle. Surveys have found up to 30 percent of ferrets in New Zealand test positive for Tb. Ferrets can also contract the human influenza virus, and transmit the disease to people who come in contact with them.

Ferrets and the Law
It is legal to own ferrets as domestic pets on the North and South Islands of New Zealand, however ownership is controlled by the Wildlife (Farming of Unprotected Wildlife) Regulations 1985, which are issued under the Wildlife Act 1953. The regulations require that a license be obtained by anyone who:
  • Keeps more than three ferrets in captivity, Breeds a ferret, Sells a ferret, Conveys a ferret for the purposes of farming, breeding or selling, or Keeps a ferret in captivity for the purposes of farming, breeding or selling.
  • It should be noted in connection with points (c) and (d) above that licensed owners may provide up to three ferrets to people intending to keep them as domestic pets, but may otherwise only sell or convey ferrets to other licensed owners. Licenses are issued by the Department of Conservation (DOC). Criteria applied by DOC when considering applications for licenses may include:
  • That the applicant has the approval of the local council That the applicant has suitable fencing or caging to contain the ferrets The proximity of wildlife refuges, nature reserves, national parks or other areas where ferrets may significantly threaten the protection of rare, endangered or threatened species of wildlife.

    This is their report on the ferret issue in California.

    This is a selective review background and issues, drawn primarily from existing documents and articles, supplemented by interviews with state and federal personnel in several states.
    What is a ferret?
    "Ferret" is the common name for Mustela putorius furo, a subspecies of the polecat, Mustela putorius. (The sincorrectly called a 'polecat' led a 'polecat' is a different species from the polecat, although both species emit a malodorous spray.)
    The black-footed ferret, Mustela nigripes is a different species, and is endangered. In 1986, only 18 individuals of the species remained, although an effort is under way to breed and reintroduce the species into the Midwest area of the U.S.
    Except as otherwise specifically noted, the information below refers to the domesticated ferret, often kept as a pet where allowed (currently in all states but California and Hawaii) and sometimes used for hunting and rat control. This discussion does not encompass the black-footed ferret or the polecat except as explicitly mentioned.
    Ferrets are sometimes humorously called "carpet sharks" and described as "fur-covered Slinkies" in recognition of their flexibility) or "sock-puppets with legs." They are widely viewed as playful, curious, highly active, and sociable, although not inclined to become attached to a home ("lacking a homing instinct"). They are carnivores and require a meat-based diet. Their teeth are unusually sharp, even when they are quite young and they tend, as one biologist put it, to "explore the world with their mouths."

    Prairie Wildlife Research collaborates with Smithsonian National Zoo on ferret recovery The worlds of black-footed ferret captive breeding and field reintroduction are closely linked and the combination of those efforts is having a significant impact. Reproductive experts from the Smithsonian National Zoo in Washington, D.C. have found reduced reproductive output in black-footed ferrets in captivity. In order to address the reproductive problems in captivity the zoo experts need an understanding of reproduction in the wild, thus a "bio-medical" survey of wild black-footed ferrets was initiated in 2002. In September 2002, Drs. JoGayle Howard, Samantha Wisely, Rachel Moreland and Mitch Bush of the Smithsonian National Zoo traveled to Conata Basin, South Dakota to work with Prairie Wildlife Research and the U.S. Forest Service. Over a period of eight nights more than 100 wild black-footed ferrets were live-captured and samples were taken to compare with the captive ferrets. Samples including blood, feces and hair and were used to determine disease susceptibility, parasites, and genetics. The second phase of the "bio-medical" survey began in March 2003 when the zoo experts once again traveled to Conata Basin to take reproductive samples. Working with Prairie Wildlife Research and the U.S. Forest Service, sperm samples were taken from the wild ferrets to compare with captive ferrets. What they found was amazing. The percentage of normal sperm in wild ferrets was almost twice as high as the captive ferrets.

    Fall 2003 Prairie Wildlife Research accomplishments and collaborations It was a busy fall for Prairie Wildlife Research and black-footed ferrets as well as a season full of accomplishments and collaborations. PWR participated in spotlight surveys for ferrets in three states, Colorado, South Dakota, and Wyoming, and also in Mexico. The Wolf Creek Managment Area in northwestern Colorado contains thousands of acres of white-tailed prairie dogs and has had ferrets reintroduced since 2001. The Bureau of Land Management, Colorado Division of Wildlife, PWR and several volunteers spent 10 nights with backpack spotlight units surveying the area. Several probable ferret sightings occurred but not confirmed, a testament to the elusive nature of the animal and the difficulty of searching in rough terrain. The Colorado ferret project released several more captive-born ferrets in Fall 2003 and also released 10 wildborn ferrets from Conata Basin, South Dakota. 2003 was a successful year for PWR and more importantly for black-footed ferret and prairie dog conservation. We look forward to a prosperous 2004, continuing to build partnerships, gathering useful scientific information, and accomplishing on-the-ground conservation of prairie wildlife species.
