It should include all annotations, historical notes, congressional and advisory committee reports and notes, cross-references, etc., in the GPO's expensive Multi-volume printed version. Much of these are absent in the few on-line html versions there's one at Cornell's Legal Info Institute and another at www.house.gov/Laws.html Note that while most is still effective there have been substantial revisions, additions and deletions to certain sections since 1993. Therefore, as with everything else in the Library, if it's important, Check Its Current Status Before You Rely On Anything!

There is a self-evidence to the laws of the land that makes them suggestive of many things at once: records of asserted national identity, the practical answers to questions that urge a nation toward not only what it hopes to be but what it thinks it is; the framework of a nation, in regard both to its legal bounds as well as to its explicitly sanctioned moral norms; institutional records, the tracks of its attempt to keep up with the society it governs, and to contain the social and economic forces in directing them as national purpose. The following are given as an indication of how federal laws attempted to apply structure to the sense of geographical bounds within the United States during the 19th century, as it developed from the protean confusion of who owned what and where , to the increasingly directed and clarified sense(s) of purpose regarding the establishmentin legal, economic, and cultural termsof the West.     On the Mutual Permeability of Myth and Law
    W hat these statutes represent are an indication of the societal borders of the United States from early to late 19th century; they are the product of what can be in a sense considered our primary institutionalizing institutionwhich is to say, Congress. Coming from the national legislature they then come as a primary text in the crucial dialogue for the United States then (if not now): the dialogue of "civilization." Virgin Land may deal with "symbol and myth" as informative forces of Western "meaning," but popular understanding is nonetheless circumscribed by the equally "popular" force of elected government. Of course, as Smith points out, there is a certain interpenetration, or mutual permeation, so that traditional ideas of agrarian society can continue to play a role in the formation of law, by animating the struggles in Congress around the bill. Such is the case with the development and proposed reform of the Homestead Act General Land Office an agency which, as Smith points out, was "notoriously corrupt and inefficient" (p. 196). On the one hand, politicians and anyone else who hoped to gain from such rhetoric might then continue to point to "family" as the focus of all that was ideologically

    LOCATING STATUTES
    GENERAL COMMENTS A statute is a law enacted by the legislature, be it federal legislature (the Congress), a state legislature in one of the fifty states (Indiana General Assembly), or some other entity such as a territorial legislature (Guam) or a foreign nation (Japan or France). In the United States, statutes are enacted one at a time, each one as an individual entity (examples: Public Law 99-1; P.L. 99-2; P.L. 99-3; and so on). For example, P.L. 99-35 would indicate the 35th law enacted by the 99th Congress.) Each individual statute may be divided into many sections (example: sections 101, 102, 103, or 301, 302, 303). A single statute may deal with many related (and sometimes even unrelated) topics. The reason we say statutes are enacted "as an entity" is that shortly after enactment most statutes are reorganized and each section renumbered in a subject arrangement (code, codification, or compilation).     Florida Firm Accused of Circumventing Federal and State Laws While Posing as "Surveyors" January 12, 2004
    FOR IMMEDIATE RELEASE
    (SACRAMENTO) – Attorney General Bill Lockyer today filed a complaint against L.M.A. Marketing, Inc., doing business as Mortgage Concepts, for violating national "Do Not Call" laws by pretending to conduct surveys in an effort to contact California consumers about refinancing their mortgages.
    "Federal law makes it clear that commercial calls are off limits to consumers who have placed their names on the national Do Not Call Registry," Lockyer said. "This lawsuit should serve as a warning to telemarketers who think they can evade this important consumer protection law by pretending to conduct a ‘survey' while harassing Californians in the privacy of their homes."
    Filed in U.S. District Court in Sacramento, the Attorney General's complaint alleges that since November 2003, the New Smyrna Beach, Florida-based company has placed automated calls to California consumers under the guise of conducting a "survey." In a pre-recorded message, the company asks questions relating to whether the consumer is interested in refinancing. If the consumer presses the correct buttons, a company representative calls the consumer back to pitch the company's refinancing service.
