Statutes Session Laws Session laws are legislative enactments published in chronological order, usually compiled for each session of the legislature. Session laws for Maine are published as the Laws of Maine with the volumes bearing the year of the beginning of the first regular session. Before the bound volumes are published, the Maine session laws are available in paper in two versions: individually published "slip laws" (Chapter Laws) and the Maine Legislative Service published by West as a supplement to the Maine Revised Statutes Annotated (M.R.S.A.). Each year of session laws includes a subject index for that year and numerous tables, including a table of laws amended or repealed. The Garbrecht Law Library subscribes to session laws for all 50 states; microfiche versions are available from around 1950 on. Codes
A code is a subject arrangement of laws. Codes usually include only laws of a public, permanent nature that are currently in force. Notes at the end of each section indicate the session law origin of the statute and amendments (statutory history). Some states produce an official code published by the state. Some states rely on unofficially published annotated codes. The Maine code is the M.R.S.A. Annotated Codes
Annotated codes contain notes referring the reader to cases interpreting the statutes. Many annotated codes also include references to law review articles and other legal materials, including notes on the effect of amendments.

THE FEDERAL ODOMETER TAMPERING STATUTES Altering the mileage reading on a motor vehicle is a felony. Effective July 5, 1994, the odometer tampering statutes were recodified from Title 15, U.S.C., to Title 49. The change was not substantive, though the statutes were reworded. Some of the old and new statutes are:
  • Tampering prohibition: moved from 15 U.S.C. § 1984 to 49 U.S.C. § 32703(2). False odometer statement prohibition: moved from 15 U.S.C. § 1988 to 49 U.S.C. § 32705(a)(2). Odometer fraud conspiracy prohibition: moved from 15 U.S.C. § 1986 to 49 U.S.C. § 32703(4). Criminal penalty provision: moved from 15 U.S.C. § 1990c to 49 U.S.C. § 32709(b).
USAOs should contact OCL when an odometer fraud investigation is opened so that information regarding potential overlaps with other cases can be shared. ORGANIZING FEDERAL LAWS AND REGULATIONS
Introduction
The following material serves as an entry level introduction to the compilation of Federal laws and regulations, their relationship to each other and where they may be found. The internet sites shown below may be accessed to obtain more detailed or specific information about Federal laws and regulations.
The Distinction Between Laws and Regulations
The difference between laws and regulations are sometimes misunderstood. Congress, and only Congress, enacts laws. Federal executive departments and administrative agencies write regulations to implement the authority of laws. Regulations (as well as Executive Orders and Proclamations) are ancillary or subordinate to laws but both laws and regulations are enforceable. The U.S. Code is the official compilation of codified laws by subject, the U.S. Statutes-at-Large is the official chronologic compilation of all laws, and the Code of Federal Regulations is the official compilation of regulations.
Slip Laws
When Congress enacts a law (titled "An Act"), it is first published as a slip lawa pamphlet print of each law enacted by Congress issued a few days after a bill becomes law. Slip laws carry the Statutes-at-Large page numbers that will be their permanent citation in a future Statutes-at-Large volume, marginal notes and citations, including U.S. Code classifications of current legislation, and guide to legislative history which also contains dates of related Presidential statements.

RELIGIOUS FREEDOM RESTORATION ACT OF 1993 Until 1990 courts interpreted the Free Exercise Clause as mandating an exemption from a generally applicable statute, ordinance, or regulation which burdened the free exercise of religion unless the law was supported by a government interest of the highest order which was effected by a legislative program which had the least possible burden on the free exercise of religion.  See e.g. Sherbert v.
