EXECUTIVE SUMMARY
The principal implication for fathering programs is that these programs should involve a wide range of interventions, reflecting the multiple domains of responsible fathering, the varied residential and marital circumstances of fathers, and the array of personal, relational, and ecological factors that influence men as fathers. In particular, fathering programs should:
  • involve mothers where feasible and, especially for unmarried fathers, families of origin;
  • promote collaborative coparenting inside and outside marriage;
  • emphasize critical transitions such as birth of the child and divorce of the parents;
  • deal with employment, economic issues, and community systems;
  • provide opportunities for fathers to learn from other fathers; and
  • promote the viability of caring, committed, and collaborative marriages.

    Sociological and historical work on fathering makes it clear that fathering (at least beyond insemination) is fundamentally a social construction. Each generation molds its cultural ideal of fathers according to its own time and conditions, and each deals with the inevitable gap between what LaRossa (1988) terms the "culture" of fatherhood and the "conduct" of fathers in families. Sociological and historical analyses also make it clear that fathering cannot be defined in isolation from mothering and mothers' expectations, and from social expectations about childrearing in the society, and that these social expectations have been fairly fluid in the United States from decade to decade in the twentieth century. LaRossa (in press) has demonstrated how the culture of fatherhood and the conduct of fathers change course from decade to decade as social and political conditions change.

    I. INTRODUCTION
    On October 16, 1995 the Department of Health and Human Services (DHHS) sent a report to the President outlining how DHSS intended to implement his memorandum asking that all federal agencies do more to strengthen the role of fathers in families. That report, Fathering: the Man and the Family , outlined a series of activities that various agencies in the Department would undertake individually and collaboratively to support and facilitate increased involvement by fathers with their families.
    A. PRINCIPLES
    The Fathers' Work Group identified five principles to guide both the Department's response to the President and any subsequent activities undertaken to strengthen and support the role of fathers in families. These principles are:
    • All fathers can be important contributors to the well-being of their children.

    Fathers' roles
    What our society has expected from fathers has changed over the course of history. There continue to be new expectations for fathers. In addition, fathers decide how they will carry out their fathering roles. Fathers may look to their own fathers as role models or they may look to other models for examples of positive parenting. These influences can leave fathers wondering, "What are the expectations of me as a father?" and "How can I meet these expectations?" Fathers can begin by focusing on how they can best meet the needs of their children. Fathers can benefit from seeking out reliable sources of parenting information to help them understand what children's needs are and how they can meet them. Research shows that fathers and mothers accomplish positive parenting in different ways. This publication describes how fathers can meet the needs of their children by applying the National Extension Parent Education Model. This model explains the important parenting practices that promote the well-being of children. Fathers can meet their children's needs by using these parenting strategies: caring for oneself; better understanding their children; nurturing, guiding and motivating their children; and being an advocate for children.

    While there is doubt whether adolescence is as stressful for youth as we once thought, there is considerable evidence that it is a difficult time for parents. In fact, research on life satisfaction showed that the lowest levels of well-being were reported by parents of adolescents, especially fathers. Coupled with the adolescent's physical, social, and emotional growth are complementary changes for the parent. Parents must adapt to developmental concerns that overlap with those of their adolescents. For example, while teens are just entering a period of rapid physical growth, parents have increasing concerns about their own bodies. Likewise, when teens are beginning to look to the future with anticipation, parents tend to feel that their own possibilities are limited. And while teens have their careers and adulthood roles ahead of them, their parents may have reached an occupational plateau. Some of the reasons given for the difficulties of parenting an adolescent include loss of control over the adolescent and fear for the adolescent's safety due to increased independence. The primary reasons cited for parental stress include the adolescent's push for freedom, failure to follow parental advice, and deviant behavior. There are many challenges to face as the father of an adolescent, but remember you are important to your child. A 1996 Gallup Poll indicated that more than 90% of the respondents agreed that "fathers make unique contributions to their children's behavior." So, Dads, don't give up!
