Purdue University-West Lafayette, Indiana Changes in farm numbers and the average acreage per farm continue to receive much attention. Over the past decade, these data for Indiana indicate that the number of small and large-scale farms has increased while a decline in the number of moderate-scale farms has occurred. We define a moderate-scale farm as 200-600 acres. These trends support the idea that Extension's farmer audience is becoming more heterogenous. Nolan and Lasley contend that for programming purposes, Extension continues to assume that its audience is relatively homogenous and this perception has resulted in a substantial erosion of political support. Another concern is the lack of targeted educational materials for those with moderate-scale farms.

Current Situation
Mississippi agriculture operates within a diversity of soils and topography, aquifers, riparian and coastal zones, crop pests, and wildlife. This complexity also creates possible alternative uses and values for those resources. The State's political environment thus includes economic and political interests in agriculture, rural communities, urban development, outdoor recreation, and the environment. Mississippians face a number of important agricultural and resource policy issues. The state's farmers currently receive roughly $275 million per year in federal commodity payments. However, federal budget pressures and political shifts could limit future federal commodity programs. Mississippi agriculture is also subject to potential restrictions from the Endangered Species Act, the Clean Water Act, and the Food Quality Protection Act and FIFRA, Conservation Compliance programs, state laws, and local restrictions. The U.S. Congress, the Mississippi Legislature, and local governments have been dealing with the following items affecting agriculture:

Retirement Planning
Retirement planning can be approached in three steps: 1) Recognize the planning period, 2) Estimate living costs during retirement, and 3) Design an investment program to try to cover these living costs.
The Planning Horizon
Estimating the planning horizon is illustrated for the "Joneses" who plan to retire when the husband is 65 and his wife is 60 years old. Based on average life expectancies, the husband can expect to live for another 15 years and his wife about 22 years. However, mean life expectancies are not a reliable basis for retirement planning because about half of all individuals live beyond their mean life expectancy. If the Joneses are willing to assume a 30 percent chance of living beyond their planning horizon, they should plan on another 20 years for the husband and 32 years or more for his spouse. Marketing and Policy It is always difficult to capture a mission in a few words, but a reasonable encapsulation of agriculture's mission since its emergence approximately 10,000 years ago is "to provide people with the basic necessities of food, clothing, and shelter." However, this mission mostly has been attained in advanced economies, such as the United States. Most strikingly, the share of expenditures that U.S. consumers spend on U.S. produced farm commodities used for food was only 1.8% in 2000, the last year for which data exists. Stated alternatively, little can happen on the farm anymore, short of a severe and widespread drought, that can noticeably impact U.S. consumers. Given this situation, the relevancy of agriculture in the U.S. increasingly has come under scrutiny. Some have argued, such as Dr. Steven Blank in his widely-discussed book, The End of Agriculture in the American Portfolio
Opportunity: Medical Care
Since 1929, the first year that data are available, the share of expenditures that U.S. consumers devote to medical care has increased from 4% to 18%. Medical care is now the largest U.S. economic sector when measured by share of consumer expenditures. Furthermore, its share likely will continue to increase as the baby boomers enter the part of life when medical expenses are highest.
