Six women hoping to get the measure abolished are planning a lawsuit to be filed later this month in West Palm Beach, Fla.

WEnews correspondent Second of two-part series. Mothers in prison often have sentences long enough that they run afoul of a 1997 federal adoption law and they lose all parental rightsno letters, no phone calls, no birthday cards allowed. (WOMENSENEWS)Dial up Michelle Spruill and her gentle voice recording tells you that "if you ever need a helping hand, you can find one at this number." On her other line she signs off, "God loves you and so do I." Knowing that Spruill reluctantly gave up two sons for adoption two years ago, a recent caller can't help wondering if the messages aren't somehow intended for their ears. In late 1996, Spruill began serving a five-year sentence in an Illinois prison for various property crimes that stemmed from drug abuse. One of her sons was placed in foster care. Another, born in prison, followed. But Spruill was determined to eventually reunite with her children, so she began rehabilitating herself, taking parenting-skills courses and undergoing substance-abuse treatment. Her efforts appeared to pay off. After two years, Spruill was released into a halfway home and she began the necessary court proceedings to get her kids back. There, however, she encountered the Adoption and Safe Families Act, a federal law passed in 1997 that requires states to move to sever a parent's right to a child after he or she has spent 15 months in foster care.

MOTHERS is a grassroots initiative that seeks to improve caregivers' economic status by calling attention to their essential contribution to the economy and to society. The initiative was launched in 2002 by a group of mothers, writers, and women's advocates around the country. The founders include Ann Crittenden, author of The Price of Motherhood; Naomi Wolf, author of Misconceptions, Barbara Seaman, a nationally recognized women's health advocate, and the National Association of Mothers' Centers, a non-profit, non-partisan organization with some 3,000 members and 40 mothers' support centers throughout the U.S. MOTHERS will use its website ( www.mothersoughttohaveequalrights.com ) to mobilize grassroots actions on behalf of caregivers. The site will serve as a clearinghouse to inform supporters about other interested people in their area, to publicize initiatives taken by other grassroots mothers' groups around the country, to suggest coordinated local campaigns, and to enable supporters to quickly contact their state and national legislators on key issues. From FALL 1999 The Family Tree Most clients accept my explanation (begrudgingly) and go forward with the adoption. I explained the nine-month process. The adoptive parent must go through a physical and an FBI fingerprint check. The Department of Social Services conducts a personal interview in the client's home. Anna, like many clients, questioned why her family life has to be so closely scrutinized by the state and strangers when straight couples need only a marriage license to "qualify" themselves to raise children. Once again, I have no acceptable answer for Anna. I go on to the good news. We live in a "good" county where the judges routinely grant second-parent adoptions and there is joy (and stuffed animals) in a court room as the judge grants the adoption. Anna was different from my other clients. Instead of accepting the status quo, she pressed me with questions. Finally, she asked "What do unmarried men do to establish their rights with a child." "That's called a paternity suit," I answered, and went on to explain that an unmarried man may file a lawsuit and present facts showing that he

Family Law Center Lends a Hand to Teenage Mothers

After giving birth to her daughter, the 16-year-old high school student tried to juggle classes and work, in addition to caring for her child.
The center, which provides legal help to poor families in Los Angeles County, has eight staff attorneys and counts as volunteers more than 200 attorneys, law students, paralegals and community members.
Mathai said research shows one in three teenagers experiences violence in their relationships.
Mathai puts on presentations at local high schools and social service agencies where she explains teenage parent rights. She also explains the meaning of custody, guardianship and child support.
Questions posed by teenage girls range from whether a father who does not pay child support has visitation rights to how to seek a court order to establish a visitation schedule when a teenage father, for example, is threatening to take a child.
Guiterrez and her boyfriend, who she said is challenging the paternity action, broke up when she was three months pregnant with her daughter, Ariel, 15 months. She and Ariel have been living with her mother at her Long Beach home. She said she has been receiving help from her mom, in addition to government assistance.
