ROCHESTER, New York (AP) A couple has been ordered not to conceive any more children until the ones they already have are no longer in foster care. A civil liberties advocate said the court ruling unsealed Friday was "blatantly unconstitutional." Monroe County Family Court Judge Marilyn O'Connor ruled March 31 that both parents "should not have yet another child which must be cared for at public expense." "The facts of this case and the reality of parenthood cry out for family planning education," she ruled. "This court believes the constitutional right to have children is overcome when society must bear the financial and everyday burden of care." The judge is not forcing contraception on the couple nor is she requiring the mother to get an abortion should she become pregnant. The couple may choose to be sterilized at no cost to them, O'Connor ruled. If the couple violates O'Connor's ruling, they could be jailed for contempt of court.

Justice Rodney K Burr , Co-Chair Dear Colleagues, On behalf of the World Congress Organising Committee may I invite you to participate in the 4th World Congress on Family Law and the Rights of Children to be held in Cape Town, South Africa in 2005. This is the fourth such gathering to be held - following the inaugural Congress in Sydney, Australia in 1993; the second in San Francsico, USA in 1997; and the third in Bath, England in 2001. The very fact that the World Congress is meeting for the fourth time in another country and on another continent is a tremendous achievement for all involved. Family Educational Rights and Privacy Act (FERPA)
FERPA gives parents certain rights with respect to their children's education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are "eligible students."
  • Parents or eligible students have the right to inspect and review the student's education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records. Schools may charge a fee for copies.
  • Parents or eligible students have the right to request that a school correct records which they believe to be inaccurate or misleading. If the school decides not to amend the record, the parent or eligible student then has the right to a formal hearing. After the hearing, if the school still decides not to amend the record, the parent or eligible student has the right to place a statement with the record setting forth his or her view about the contested information.

    Jane Fortin is currently in the process of writing a new edition of her book Children's Rights and the Developing Law . For this reason, the web-linked updates for this title have been discontinued.
    Provoked by the implementation of the Human Rights Act 1998, interest in the concept of children’s rights has grown significantly since the first edition of this work was published. Now in its second edition, Children’s Rights and the Developing Law explores the way developing law and policy in England and Wales are simultaneously promoting and undermining the rights of children. It reflects on the extent to which these developments take account of children’s interests, using a range of current research on children’s needs as a template against which to assess their value. A critical approach is maintained throughout the work, particularly when assessing the extent to which the concept of children's rights is being developed by the domestic courts and the degree to which the UK is complying with its obligations to implement the UN Convention on the Rights of the Child.
    Wide reaching in its scope, the work starts with the theoretical perspectives of the concept of children's rights and the extent to which international activity in the field of human rights can be utilised to inform domestic law.
