Family Farms and U.S. Trade Policy
U.S. family farm leader speaks to European farmers
by Bill Christison,
Brussels, Belgium / Chillicothe, Missouri, U.S.A.
Bill Christison , president of both the U.S. National Family Farm Coalition and the Missouri Rural Crisis Center delivered this speech in March of 1998, in Brussels, Belgium to the Confederation of Paisans, a confederation of farmer organizations in 16 European countries representing two million farmers. Also present were delegates from the European Parliament and the European Commission. Introduction I am Bill Christison and I bring you all greetings from the family farmers of the United States. I am the newly elected president of the National Family Farm Coalition (NFFC), a coalition of more than thirty organizations in thirty-five states. I am also the president of the Missouri Rural Crisis Center, a statewide organization with approximately 4,000 farm families in our membership. First I would like to express our gratitude for the invitation to be here today and for the support that helped make it possible. Also I want to introduce a highly respected family farmer and organizer from Wisconsin who is also the vice-president of the National Family Farm Coalition, Mr. John Kinsman, who you will have the opportunity to speak with later.

Patchwork has made great gains by creating its own market. Patchwork Family Farms finds new markets "... fair prices, sustainable growing practices

on his farm near Chillicothe, Missouri. Photo by Nic Paget-Clarke.
Ron Perry smiles his typical mischievous smile. His fingers hooked into his overall pockets, he stands in front of his 35-sow operation, five miles northeast of Chillicothe, Missouri. His hat says it all, "The Poor Farm." Perry, along with other hog farmers around the state, foresaw the bleak future of the pork industry. Even in 1994, there were unmistakable signs for these farmers that concentration within agriculture was about to occur. Hog corporations were rapidly increasing in size, shouting the warning cry to farmers that times were about to change. Perry, being a member of the Missouri Rural Crisis Center, went to the non-profit organization for help. Other independent producers in north Missouri followed, and so began Patchwork Family Farms. Patchwork Family Farms has withstood the violent downturns in a volatile market were family farmers are struggling to compete. This project has proven to be a viable alternative that can give independent producers a guaranteed price that meets or exceeds cost of production while keeping consumers' prices competitive. Patchwork Family Farms is catching the attention of many hog producers around the state with its fair prices, sustainable growing practices and a sales volume that has more than tripled since December of 1998.

The history of our farm: The farm is located in the beautiful Willamette Valley of Western Oregon in USDA zone 8. We typically enjoy 160+ days of frost free growing season with long days and some rainfall. Our winters are generally mild, rarely dipping into the teens. Since emigrating to America in the 1600s, the thirteen generations of my paternal lineage have been farmers, either exclusively, or in conjunction with a trade or profession. Gardening is a family tradition. Our ancestors moved here from Maine, via Kansas in the late 1800s. Great-grandfather, Victor Hugo Dunton, built the house and farm at which we live. Our children are the fifth generation of Duntons to be raised on this land and the sixth in our community. This soil has sustained our family through times of world war, global economic collapses, societal unrest, and natural disasters. We believe that with proper stewardship, the farm will continue to provide sustenance for many generations to come.

Below are 11 discussion points which can be used to explain why large-scale swine production facilities are very different from traditional family farms, and therefore necessitate a much higher level of rules and regulations. These points can be used to help focus discussion and dialogue at meetings, and they also make excellent hand-outs. The full citations for the articles and studies footnoted in the discussion points can be found in the ICRP Bibliography
1. Economic Development
Does corporate farming provide rural economic development? 1) Big producers displace more jobs than they create!
A University of Missouri study (a) found that independent producers create three times as many jobs as corporate contract production. For each 12,000 slaughter hogs produced under corporate contract, the study estimated that 9.44 jobs would be created (4.25 on the farm and 5.19 in the community) but that 27.97 would be displaced (12.6 on the farm and 15.37 off the farm).
2) Big corporate livestock operations are less likely to do business locally than are small and medium sized family farmers!

FREEDOM TO TRADE?
Trading Away American Family Farms
Anuradha Mittal, co-director, Food First, with Mayumi Kawaai On January 1, 1995, the World Trade Organization (WTO) was established. It is home to a series of trade accords that include agreements on services, agriculture, intellectual property rights, and other issues never before included in international trade rules. The organization was established with a commitment to raise standards of living and ensure full employment in the context of expanding trade, while upholding the objective of sustainable development. The reality has been almost the opposite. In other words, trade agreements are good for American farmers. Yeutter even singled out labor unions, radical environmental advocacy groups, and anti-globalization forces as the main opponents of farmers. What is the Agreement on Agriculture? The AOA sought the liberalization of trade in agricultural products by opening up markets, and cutting domestic supports and export subsidies to help create more equal competition in the market. Instead this agreement has turned into the first step in making food production into a business monopolized by a few. The AOA has created an unfair global trade system. It has not only proven to be a threat to the stability of Third World farmers who do not have competitive advantages, but has resulted in a US domestic agricultural policy that favors agribusiness over family farmers.

Family farm
The family farm is a daily working reality in most of the world, the basic unit of the mostly-agricultural economy in developing nations In developed nations it is viewed more sentimentally, as a lifestyle to be preserved for tradition's sake, or as a birthright. It is in these nations very often a political rallying cry, against change in agricultural policy , most commonly in France Japan and the United States where rural lifestyles are often regarded as desirable. In these countries, "strange bedfellows" can often be found arguing for similar measures despite vast differences in political ideology otherwise. For example, Patrick Buchanan and Ralph Nader , both candidates for the office of President of the United States , held rural rallies together and spoke for measures to preserve the so-called family farm. On other economic matters they were seen as generally opposed, but found common ground on this one. Similar features occur in French and Canadian politics, although in the latter's case cynics say that this simply reflects the extreme power given to rural voters in the Canadian parliament (a rural Canadian Member of Parliament (MP) can represent four or five times fewer people than an MP elected from an urban riding). Many view the family farm as a political ideal. Notable movements of this sort are
