    Introduction
    Good afternoon. My name is Kevin DiGregory. I am one of five Deputy Assistant Attorneys General in the Criminal Division at the U.S. Department of Justice in Washington, D.C.
    I would like to thank the chair for inviting me to this important meeting to discuss the significant challenges of cyber crime that face all of us. I am especially pleased to meet with my esteemed colleagues in the European Union, and with the distinguished high-tech experts from both industry and government here today, to discuss our shared goal of making cyber space safe and secure for everyone. The Three Prongs of Cooperation
    Law Enforcement Cooperation

    In these cases law enforcement is impeded by national borders in ways that criminals simply are not. While the Internet may be borderless for criminals, law enforcement agencies must respect the sovereignty of other nations. As a result, we are increasingly dependent on cooperation with foreign law enforcement agencies in fighting computer crime. Unfortunately, differing legal systems and disparities in the law often present major obstacles in our efforts. The failure of a country to criminalize computer-related offenses is one such obstacle. When one country's laws criminalize certain activities on computers and another country's laws do not, cooperation in solving a crime and prosecuting the perpetrator may not be possible. That is, when a criminal weaves his communications through three, four, or five countries before reaching his intended victims, inadequate laws in just one of those countries can, in effect, shield that criminal from law enforcement around the world. Take the recent investigation of the "Love Bug" virus, for example. Although our investigators continue to work closely with investigators in the Philippines, international coordination would have proceeded more quickly and effectively had there existed common computer crime laws between our countries.

The Ramsar Convention
The Convention on Wetlands of International Importance, Especially as Waterfowl Habitats (The Ramsar Convention) is an intergovernmental treaty that aims to stem the progressive encroachment on and loss of wetlands now and in the future. The Convention was signed on 2 February 1971 in the Iranian town of Ramsar. It came into force in December 1975, and was ratified by the UK in 1976. Further information can be found on the internet at http://www.ramsar.org . The Convention now has 124 Contracting Parties around the World. Approximately 1073 wetlands have been designated for inclusion in the List of Wetlands of International Importance, covering over 81.7 million hectares. A full list of UK Ramsar sites can be found on the JNCC website under protected sites at www.jncc.gov.uk/idt/default.htm The official name of the treaty The Convention on Wetlands of International Importance especially as Waterfowl Habitat reflects its original emphasis on the conservation and wise use of wetlands primarily to provide habitat for waterbirds. Over the years, however, the Convention has broadened its scope to cover all aspects of wetland conservation and wise use, recognising wetlands as ecosystems that are extremely important for biodiversity conservation and for the well-being of human communities.

    Introduction
    The aim of this document is to provide a framework for the use of Fortran 90 in European meteorological organizations and thereby to facilitate the exchange of code between them. In order to achieve this goal we set standards for the documentation of code, both internal and external to the software itself, as well as setting standards for writing the code. The latter standards are designed to improve code readability and maintainability as well as to ensure, as far as possible, its portability and the efficient use of computer resources. Back to top
    Documentation
    Documentation may be split into two categories: external documentation, outside the code; and internal documentation, inside the code. These are described in sections 2.1 and 2.2 respectively. In order for the documentation to be useful it needs to be both up to date and readable at centres other than that at which the code was originally produced. Since these other centres may wish or need to modify the imported code we specify that all documentation, both internal and external, must be available in English.

    Hot News British Council does not have diplomatic status - Russian Foreign Ministry Interfax Tuesday, Jun. 8, 2004, 9:42 PM Moscow Time MOSCOW. June 8 (Interfax) - The British Council does not have diplomatic status and therefore must pay taxes in accordance with Russian legislation, the Russian Foreign Ministry's information and press department said in a release on media issues.
    "We are all for strengthening and developing our bilateral contacts with Great Britain in the areas of culture, science, and education. But the offices of the British Council, taking into account their status, function within the framework of the relevant Russian legislation. This applies to taxation as well," says the document, which was posted on the Foreign Ministry's official website on Tuesday.
    According to earlier reports, Russia is currently conducting an audit of the British Council's operations in Russia and is demanding that it provide financial statements on its activities.
    In response to a question about the status of the British Council, the ministry said the British Council's offices in Russia are seen as culture departments of the British embassy in Russia.
