The World Trade Organization (WTO) The World Trade Organization (WTO) is among the most powerful, and one of the most secretive international bodies on earth. It is rapidly assuming the role of global government, as 134 nation-states, including the U.S., have ceded to its vast authority and powers. The WTO represents the rules-based regime of the policy of economic globalization. The central operating principal of the WTO is that commercial interests should supersede all others. Any obstacles in the path of operations and expansion of global business enterprise must be subordinated. In practice these "obstacles" are usually policies or democratic processes that act on behalf of working people, labor rights, environmental protection, human rights, consumer rights, social justice, local culture, and national sovereignty. The International Forum on Globalization (IFG) focused its efforts throughout most of 1999 on the WTO and its relation to the larger issue of economic globalization. We published four new reports, held a debate between leading critics and proponents of the WTO, and held a Teach-In a few days prior to the WTO Ministerial meeting. Archived webcasts of the Teach-In can be viewed on the WTOwatch website.

Exchanges may take place between two parties (bilateral trade) or amongst more than two parties (multilateral trade). In its original form trade perforce used barter and the exchange of goods and services of a recognized equal value desirable to both parties. Modern traders generally negotiate through the use of a medium of exchange, i.e. money, and rarely through barter: as a result one can separate buying and earning or selling . The invention of money (and subsequently of credit, paper money and non-physical money) greatly simplified and promoted the development of trade.

Background and Aims
One of the factors which a country needs to consider before implementing environmental policies is the impact of such policies on the competitiveness of its industries. Before this research, there already existed considerable evidence that the impact of environmental policy on trade is small. This, however, was based on the assumption that markets for international trade are competitive. But some industries, particularly in manufacturing, show significant economies of scale and imperfect competition. This research aimed to assess whether imperfect competition is likely to alter the conclusions about the impacts of environmental policy on trade.
Research Findings
The research findings are both theoretical and empirical. The theoretical work confirms that introducing imperfect competition does make a significant difference to thinking about environmental policy. Governments will have incentives to manipulate their environmental policies for strategic trade reasons. Introducing agglomeration effects in the location decisions of producers (through input-output linkages between industries) has important implications. If linkages are strong, small increases in policy severity can wipe out a country’s industrial base in some sectors. Moreover, reversing the policy may not reverse the loss of the industry.

International Trade
Alaska is one of the most trade-oriented states in America, and international trade is big business in Alaska. In 2002, Alaska's worldwide, commodity exports hit $2.5 billion, about a four percent increase over the previous year.
Exports bring new money into the local economy, and they support the jobs of many thousands of Alaskans. With only a small local market and a larger, but limited, market in the Lower 48, it is the overseas markets that enable the state's most important industries to be of the size and significance they are today. Examples include seafood exports to Asia, LNG to Japan, and minerals to Canada and Europe. Investment in Alaska often accompanies export sales. Large investments in Alaska by international companies have helped to establish and maintain significant infrastructure that, in turn, fuels export sales.
Most notably in the oilfield sector, the export of services into markets abroad has grown significantly. The technology, experience and capacity of Alaskan service companies are world-class and often unique. Designing, developing, installing and commissioning massive production units, advanced drilling technologies, surface and sub-surface pipeline construction technologies, operation and maintenance of sophisticated production and transportation systems – these and more fall within the capacity of companies operating in Alaska. Their uniqueness comes from the ability to productively perform in climactic conditions among the most challenging in the world and in meeting the challenges of logistics in an area with Spartan infrastructure one-fifth the size of the continental United States.
