US threatens sanctions against Europe and steel exporters
International trade tensions grow
By Jerry White 14 November 1998 Relations between the US and its major trading partners are rapidly deteriorating in an atmosphere of mutual recriminations and the danger of the outbreak of trade war. In the past few days the Clinton administration has warned that it will impose tariffs on European goods if regulations are not lifted on US banana exports, and threatened action against Japan, Russia and Brazil for "dumping" low-cost steel in the American market. Last weekend during a conference of US and European business leaders and trade officials held in Charlotte, North Carolina, Vice President Al Gore, Commerce Secretary William Daley and Deputy Treasury Secretary Lawrence Summers accused the European Union of shirking responsibility for easing the world economic crisis by not doing enough to boost growth and open its market to imports from Asia. Daley warned that if Europe did not share more of the burden, "this year's global financial crisis would become next year's global trade crisis." On Tuesday US Trade Representative Charlene Barshefsky threatened to place 100 percent tariffs on wine, cheese and other imports from Europe if the EU did not lift trade restrictions on bananas sold by American companies. Chiquita Brands International and the Dole Food Company have long complained that they are unfairly restrained from selling Latin American-grown bananas in Europe. The 100 percent tariffs would go into effect February 1.

Time for Europe To Take Free-Trade Lead By Stephan Richter
WITH its heated rhetoric and threats of retaliation, the trans-Atlantic fight over U.S. President George W. Bush's decision to raise tariffs against imported steel may look like just another trade dispute. But Pascal Lamy, trade commissioner for the European Union, is using the steel spat to make the EU the new rule maker for international trade. His effort marks a role reversal of historic proportions in world politics. Fifty years ago, there was a country that, when it came to international trade, put the welfare of the world economy ahead of its own. That country was the leading economic power of its day, and its ideas about economics and finance determined the direction global policy would take; it was, of course, the United States. The United States is still the world's leading economic power. But what happens when the hegemon's chief loses sight of the global picture and becomes distracted by internal matters - like securing the votes of steel states? Someone else, with different ideas on how the global economy should be organized, might fill the vacuum. Lamy, one of Europe's most strategy-minded politicians, is hoping to do just that. The Europeans are taking great care to play by the rules in the steel dispute. The EU is keen to ensure that even stiff European retaliation is fully justified under World Trade Organization rules. It hopes that U.S. action, by contrast, looks as much as possible like a temper tantrum.

International, free trade is particularly important to developing, poor, countries (among them the "economies in transition").
Without international trade, the local economy is limited. It does not manufacture and produce more than it can consume. If it produces excess products, commodities, or services - no one buys them, they accumulate as inventory, and they bring about losses to the producers and, often, a recession. So, in the best of cases - even assuming optimal management and unlimited availability of capital - a firm in a closed economy can expect to grow by no more than the rate of growth of the local population.
This is where exports mitigate population growth as a constraint.

The girls are promised jobs but end up selling sex The presence of peacekeepers in Kosovo is fuelling the sexual exploitation of women and encouraging trafficking, according to Amnesty International.
It claims UN and Nato troops in the region are using the trafficked women and girls for sex and some have been involved in trafficking itself. Amnesty says girls as young as 11 from eastern European countries are being sold into the sex slavery. A Nato spokesman said some details of the report seemed out of date. Lieutenant Colonel Jim Moran said some policies had changed. Peacekeepers were "not allowed" off base in civilian clothing or to go to bars and nightclubs, he said. "Each nation is responsible for the conduct of their soldiers, and if they find a soldier that is breaking the law, it is up to them to bring them to justice," he added. There has been no comment from the UN.
