Italy braces for general strike
More than one million people attended last month's protest ROME, Italy Millions of strikers protesting against proposed new labour laws are expected to bring transport, schools, banks and the media across Italy to a standstill on Tuesday. The one-day nationwide general strike will be the counrty's first in 20 years and comes amid worsening relations between Prime Minister Silvio Berlusconi's government and trade unions. A march held last month in Rome attracted more than one million people. The country's airports, trains, buses and ferries are expected to come to a halt while its banks, schools and newspapers will also close for the day. Emergency and health services are promising only minimum cover while two million strikers are predicted to take to the streets in protest at government plans. The industrial disruption is centred on one particular element of Berlusconi's labour plans Article 18 which states that a company with more than 15 employees must reinstate a worker if a court finds that he or she was sacked without "just cause."

Croat general to surrender
Demonstrations have been held in Croatia against co-operating with The Hague ZAGREB, Croatia (CNN) One of the two senior soldiers wanted by the U.N. war crimes tribunal will surrender to The Hague, Croatia has announced. General Rahim Ademi, an ethnic Albanian, has been indicted on for his actions during a military campaign in a predominantly Serb region of Croatia. Co-operating with the war crimes tribunal has been a political hot potato for Croatia's government with many people feeling that the soldiers who fought in the country's war for independence from Yugoslavia are war heroes rather than war criminals. A local court has issued an arrest warrant for the other, who is still unnamed, the government added. Croatian government spokesperson Aleksandra Kolaric confirmed that Ademi arrived at the offices of the government to ask if his name was on the official list of indicted war crimes suspects. "The government presented the content of the indictment to Ademi, and suspended the handover procedure to allow him to surrender voluntarily. General Ademi said he would make himself available to the Hague tribunal in the next 10 days," Kolaric added.

Integrating Environmental and Population Variation: A Model for Biodiversity Studies (AMBIOS)
Areas of study:
  • The relationships between breeding ecology, niche width and biogeographic range, and their bearing on the future dynamics of biodiversity at a time of accelerating environmental change and extinction will be studied.
  • The development of operational concepts for assessing and describing the very basis of biodiversity will be established This will involve evaluating and comparing phenotypic and genotypic features as measures of the buffering capacity of the components of biodiversity with respect to changing environmental factors, and will be achieved by focusing on genetic heterogeneity levels and phenotypic responses in relation to the environment, and on thermal tolerance.
  • The determination of the mechanisms involved in the transition from polymorphic, interbreeding populations to those of species status, and the elucidation of how such changes can be distinguished from phenotypic plasticity, will be addressed.
  • Techniques for the identification of species and 'lower' taxonomic units will be developed, and new molecular methods tested in those species in which the levels of polymorphism are high.

    General: Radar 'blind' over Russia
    MOSCOW, Russia A senior Russian general has said the military is "radar blind" across two-thirds of the country. Lieutenant-General Alexander Shramchenko told Interfax news agency the situation was so critical that aircraft carrying Russian leaders to Japan could be outside radar coverage for up to 90 minutes. "In fact, we do not control the air space from the Ural Mountains to the Kuril Islands (in Russia's far east)," said Shramchenko, whose troops run the military's radar systems. "There is only a thin line of radar field along the border with Kazakhstan, Mongolia and China." Since the start of fitful military reforms in the 1990s, the radio-technical forces have lost 60 percent of their personnel, Shramchenko said. That increased the distance between units and impaired their ability to detect low-level targets, he said.

    Aussaresses: Book has opened deep wounds PARIS, France A former French general is being investigated on suspicion of justifying war crimes committed during Algeria's war of independence. Paul Aussaresses, a former intelligence chief, said in a newly published book that he committed or ordered his men to torture and summarily execute prisoners captured during the 1957 Battle of Algiers. State Prosecutor Jean-Pierre Dintilhac on Thursday announced that Aussaresses could not be directly investigated for war crimes but would be investigated over the lesser offence, linked to French press laws, of justifying war crimes. "The acts for which General Aussaresses has acknowledged responsibility and which happened during the Algerian conflict are clearly war crimes," the prosecutor said in a statement. "They are thus ... covered by the amnesty resulting from the law of July 31, 1968."

    Web posted at: 5:51 a.m. EST (1051 GMT) MOZDOK, Russia (CNN) Russian troops are in a position to capture Chechnya's capital within a day, but have held off in order to avoid heavy casualties, a Russian commander said Tuesday. The comments by Gen. Viktor Kazantsev came as heavy fighting raged around the city of Grozny, the battered capital of the rebellious republic. Russian troops captured the city's main civilian airport on Monday and have edged into several parts of the city in recent days, raising speculation that they might finish their assault on the city in the next few days. The Russian news agency RIA quoted military sources saying Monday that operations to seize the city would begin sometime between Wednesday and Friday. ALSO MESSAGE BOARD Russia's future But the city has been heavily mined by the Islamic guerrillas Russia invaded Chechnya to uproot, Kazantsev said, making large numbers of killed and wounded a certainty if his troops tried to storm the city.

General Rahim Ademi flew to The Hague on Wednesday to be charged with five allegations of war crimes and crimes against humanity stemming from the war between Serbs and Croats between 1991 and 1995. The highest ranking ethnic Albanian serving in the Croat army, he is the first Croat to face charges brought by the U.N. court.     Milosevic's ex-general keeps job
    Pavkovic, who has the backinig of Kostunica, remains in his job BELGRADE, Yugoslavia The head of Yugoslavia's armed forces during the Milosevic years has kept his job after an influential panel failed to make a ruling. General Nebojsa Pavkovic, who was the top general under former Yugoslav President Slobodan Milosevic, was expected to be fired by the new regime. But the Supreme Defence Council, chaired by Milosevic's successor Vojislav Kostunica, refused to vote on whether to fire him or not on Wednesday. Pavkovic was a close Milosevic ally and is believed to be named by the U.N. war crimes tribunal in a closed indictment for alleged involvement in atrocities committed against Kosovo's Albanians. That crackdown was allegedly ordered by Milosevic while he was still Yugoslav president; and ended in mid-1999 with the NATO bombing.
