In  April of 2004 , the International Monetary Fund (IMF ) and the World Bank's International Development Association (IDA) agreed that Ethiopia had made sufficient progress and taken the necessary steps to reach its completion point under the enhanced  Heavily Indebted Poor Countries (HIPC) Initiative . Ethiopia becomes the thirteenth country to reach this point joining Benin, Bolivia, Burkina Faso, Guyana, Mauritania, Mali, Mozambique, Nicaragua, Niger, Senegal, Tanzania, and Uganda.

Ethiopia enjoys an immense cultural heritage, but much of it has been plundered and remains in museums abroad. Ambassador Teshome Toga, the minister of youth, sports and culture, tells IRIN that the imminent return of the ancient Axum obelisk may soon open the doors to other artifacts being returned, and of plans for a museum of human origins to house the country’s world-renowned palaeontological treasures.
QUESTION: When is the Axum obelisk going to be returned from Italy to Ethiopia?
ANSWER: Our hope as a nation is that it will be returned soon. How soon depends on how soon we can get the transport. We have been working on transportation and other arrangements, both at a national level and with the Italian government. The dismantling has been completed successfully. The second and most important activity is to transport it back and re-erect it. We have identified two companies who can do it. Axum is at a very high altitude and then the airport has to be able to take the weight of the pieces.

A few history briefs: MENELIK II (1844-1913), emperor of Ethiopia (1889-1913), who transformed the country from a collection of semi-independent states into a united nation. As ruler (1865-89) of the kingdom of Shoa, in central Ethiopia, he conquered the Galla people to the south and annexed their land. When he succeeded John IV (r. 1872-89) as emperor in 1889, he united Shoa with the northern kingdoms of Tigre and Amhara, and signed the Treaty of Wichale with Italy. A dis agreement over the interpretation of the treaty led to a war in which Menelik's forces defeated an Italian army at Adwa (1896). The European powers then recognized Ethiopian independence. During his reign he suppressed the Ethiopian slave trade, curbed the feudal nobility, and founded the city of Addis Ababa.
