Jim Lobe WASHINGTON, Sep 18 (IPS) - The most influential medical journal in the United States has assailed as unethical, US-funded medical experiments on HIV-infected women in the Third World. A blistering editorial in this week's edition of the New England Journal of Medicine compared ongoing experiments in Asia, Africa and the Caribbean with the notorious Tuskegee study, a government-funded project in which poor African-American men with syphilis were studied over four decades without being provided treatment. Only four months ago, President Bill Clinton officially apologised to the five remaining survivors among the 412 Tuskegee men and their families, insisting that the study, which ended in the face of public protest in 1972, was "clearly racist." The editor of the Journal of Medicine editorial, Dr. Marcia Angell, wrote that ongoing HIV research in the Third World was similar to the Tuskegee scandal. "The fact remains that many studies are done in the Third World that simply could not be done in the countries sponsoring the work," Angell declared. "It seems as if we have not come very far from Tuskegee after all."

Information 2002 Election 2001 Election 2000 Election 1999 Election ... 1996, May Special Election (Old Style) Seattle is a Charter City with a Mayor-Council form of government. The Mayor is directly elected by the voters and most executive departments report to the Mayor. There are nine City Councilmembers, all of whom are elected at-large. The only other elected position is the City Attorney, who is also elected at-large. The regular term of all offices is four years. Candidates for these offices must be U.S. Citizens, registered voters in the City of Seattle at the time they file their declaration of candidacy, and able to read and write the English language. All City office elections are non-partisan, which means the top two vote-getters in the primary election are placed on the general election ballot. This is true regardless of whether or not one candidate received a majority of the primary vote. If two people or less file declarations of candidacy for any of these offices, that office does not appear on the primary election ballot, but does appear on the general election ballot. Parties do not nominate candidates to appear on the ballot and the ballots do not identify the candidates by party. Parties can and do endorse and support certain candidates, but play no other role in nominating candidates or determining who is placed on the primary or general election ballot.

The setting is Africa and Asia. The research subjects are pregnant women infected with the AIDS virus. The purpose of the studies, sponsored by the U.S. government, is to see if a short regimen with the anti-AIDS drug AZT can reduce the chances that an in fected mother will transmit the lethal virus to her baby. Half the women will get the course of AZT; the other half will get no drug treatment. Remember Tuskegee! cries a Washington watchdog organization, referring to the shameful government experiment begun in the 1930s in which poor rural African American men with syphilis were not given available treatments for their disease. Once again, the c ritics charge, research subjects in government studies are being denied effective treatment. How can one group of women not be given any drug treatment when there is a proven treatment to protect the fetuses of pregnant women infected with HIV, the vir us that causes AIDS? Once again, the critics charge, the research subjects are poor; once again, they are people of color. "In essence, the U.S.-funded researchers are conducting experiments abroad that would never pass ethical muster in the U.S.," write Peter Lurie and Sidney M. Wolfe of Public Citizen Health Research Group and several other physicians in a letter to Donna E . Shalala, the secretary of the Department of Health and Human Services.

Duke Energy's success in global business transactions depends on our compliance with country-specific constraints and conditions and sensitivity to local customs. The laws, regulations and conventions governing our international business relationships vary from country to country. It is Duke Energy's policy to comply not only with the letter of these laws but also with their spirit. Duke Energy is also responsible for following certain U.S. laws when doing business outside of the United States. Since violations of those laws can result in substantial fines, imprisonment and severe restrictions on the company's ability to do business, it is essential that Duke Energy employees follow them. If local law conflicts with applicable U.S. law, or if in doubt, ask for guidance before taking any action.
Our Responsibilities
Duke Energy employees who conduct business outside of the United States are expected to be familiar with the laws and regulations of each country in which they conduct business, as well as the following laws and regulations:

An Overview of Ethics Laws and Regulations Regarding Participation in Research
Historical Information
1948 Nuremberg Trial. June 1964. 18th World Medical Assembly of the World Medical Association in Helsinki, Finland. The Helsinki Declaration solidified the Nuremberg Code and offered more explicit definitions of the principles that applied to research involving human subjects. Among other important declarations, it said: "Biomedical research involving human subjects must conform to generally accepted scientific principles. The design and performance of each experimental procedure involving human subjects should be clearly formulated in an experimental protocol, which should be transmitted for consideration, comment and guidance to a specially appointed committee independent of the investigator and the sponsor," and I must add, also independent of the administration of the institution in which it operates. The year was 1966. The Federal government had a lot of money to give out for biomedical research, which was then mainly clinical research. It decided to establish a mechanism for "quality control"; quality in terms of the Nuremberg Code, and the Declaration of Helsinki. It decided to encourage academic institutions in which its National Institutes of Health (NIH) had invested, to develop some sort of intramural peer review and monitoring of research involving human subjects. There were no laws, rules or regulations; the message was "just do the best you can; we'll all learn from it". The Medical School and the Institute of Social Research at the University of Michigan teamed up, and worked out some guidelines to be followed by a "Committee to Review Research Involving Human Subjects at the University of Michigan".
