Who we feel most secure about depends on what we know about them.

Why do Americans trust the U.S. Postal Service with their personal information more than the CIA, the Department of Homeland Security and the Department of Justice? The reason may not be that surprising. According to the results of our first annual Privacy Trust Survey (PTS) of the United States Government, it seems to be due to the personal relationship we have with the friendly mail carrier who brings us our birthday cards and holds our mail when we go on vacation.

As shown in the Report Sidebar , Americans also have confidence in the Department of Veterans Affairs and the Internal Revenue Service. These are organizations many of us have contact with on a regular basis and probably have the most understanding of how they collect and use our personal information.
The study was conducted by Ponemon Institute and sponsored by the CIO Institute at Carnegie Mellon University to determine how people feel about the handling of their personal, sensitive data by 60 U.S. governmental organizations.

(See the Laws section for links to both Articles 1 and 3.) Legislative Purpose Code Section 25-4-1: The legislature hereby declares it essential to the proper operation of a democratic government that public officials and employees be independent and impartial; that governmental decisions and policy be made in the proper channels of the governmental structure; that public office not be used for private gain other than the remuneration provided by law; that there be public confidence in the integrity of government; and that public officials be assisted in determinations of conflicts of interest. Declaration of Public Policy Code Section 25-4-101: The legislature declares that elective and public office and employment is a public trust and any effort to realize personal gain through official conduct, other than as provided by law, or as a natural consequence of the employment or position, is a violation of that trust. Therefore, public servants shall endeavor to pursue a course of conduct which will not raise suspicion among the public that they are likely to be engaged in acts that are in violation of this trust and which will not reflect unfavorably upon the state and local governments.

BOB ABERNETHY , anchor: In other news, President Bush this week acknowledged the U.S. still faces a "massive and long-term undertaking" in Iraq. But he said America will stay until freedom is "fully established." Here at home, there is growing concern about the nation building process in Iraq. Correspondent Kim Lawton spoke about the situation with Nina Shea, an influential religious liberty activist who charges U.S. policies on the ground are actually threatening the cause of freedom in Iraq.
KIM LAWTON : The American authority in Iraq is still struggling to stabilize security and restore basic services. But a leading human rights advocate says preoccupation with these issues is preventing the U.S. from addressing larger, potentially even more dangerous problems.
NINA SHEA (Director, Center for Religious Freedom, Freedom House): We know we have to get law and order. We know we have to get the electricity and water back on, and so we tackle those issues. But meanwhile, there is a growing organization among extremist elements in the Islamic community there that threaten the very survival of a free democratic state.

An increasingly diverse coalition, led by church groups, is mobilizing new pressure to end the ongoing suffering in that Horn of Africa nation. Kim Lawton reports on the grassroots campaign and this foreign policy dilemma.
KIM LAWTON : In front of the Sudanese Embassy in Washington, cries for an end to genocide, persecution, and slavery in Sudan. The Church Alliance for a New Sudan promises regular protests and acts of civil disobedience to ratchet up attention to their cause. They're also urging the U.S. government to take stronger steps to end the suffering.
DIANE KNIPPERS (protestor): We're demanding so much more from our government.
