Introduction The Office of Government Ethics has established Standards of Conduct that apply to all US government employees. Within the Department of Defense, these Standards of Conduct are implemented by the Joint Ethics Regulation, DOD 5500.7-R. Enlisted members of the uniformed services are subject to regulations issued by each service. You should be familiar with your responsibilities under these regulations and Federal conflict of interest laws. All of the rules are derived from the following fourteen principles of ethical conduct in Executive Order 12731.
  • Public service is a public trust, requiring employees to place loyalty to the Constitution, the laws, and ethical principles above private gain.
    Employees shall not hold financial interests that conflict with the conscientious performance of duty.
    Employees shall not engage in financial transactions using nonpublic Government information or allow the improper use of such information to further any private interest.

Charter The Connecticut State Ethics Commission was created to administer and enforce the State's Codes of Ethics, Chapter 10, Parts I and II, General Statutes. The Codes became effective January 1, 1978. The Ethics Commission (a seven member citizen panel) is one of the principal agencies established to build and maintain the confidence of Connecticut citizens in the integrity of their state government. It administers and enforces a Code of Ethics for Public Officials and State Employees (also covering officials and employees of the State's quasi-public agencies) including conflict of interests provisions, post-state employment restrictions and financial disclosure requirements. It also administers and enforces a Code of Ethics for Lobbyists, including a ban on gifts from lobbyists to public officials, state employees and members of their staff and families. The advisory memoranda are organized by subject in the Highlights of the Ethics Rules. 102d Congress, 2d Session A Member, officer, or employee of the House of Representatives shall conduct himself at all times in a manner which shall reflect creditably on the House of Representatives. A Member, officer, or employee of the House of Representatives shall adhere to the spirit and the letter of the Rules of the House of Representatives and to the rules of duly constituted committees thereof. A Member, officer, or employee of the House of Representatives shall receive no compensation nor shall he permit any compensation to accrue to his beneficial interest from any source, the receipt of which would occur by virtue of influence improperly exerted from his position in the Congress. A Member, officer, or employee of the House of Representatives shall not accept gifts (other than personal hospitality of an individual or with a fair market value of $100 or less) * * * in any calendar year aggregating more than * * * $250, * * * directly or indirectly, from any person (other than from a relative) except to the extent permitted by written waiver granted in exceptional circumstances by the Committee on Standards of Official Conduct pursuant to clause 4(e)(1)(E) of rule X.

Model Ethics Ordinance The Illinois General Assembly recently enacted a comprehensive revision of State ethics laws intended to ensure that public officers and employees adhere to the highest ethical standards. Under the provisions of the State Officials and Employees Ethics Act (enacted by Public Acts 93-615 and 93-617), all units of local government and school districts are required to adopt regulations governing political activities, and the solicitation and acceptance of gifts of public officers and employees that are "no less restrictive" than those contained in that Act Attorney General Lisa Madigan has prepared the Model Ethics Ordinance and the Guide to the Implementation of the Model Ethics Ordinance in order to assist local governmental bodies comply with the requirements of the Act. The Model Ethics Ordinance covers the provisions of the Act required to be adopted by units of local government and school districts, and also provides an efficient mechanism for addressing and resolving ethics complaints. The Model Ethics Ordinance aims to provide guidance to local governments in implementing effective ethics regulations that will be consistent with their structure and needs.

I. Views of Ethics in Public Administration As the twentieth century comes to a close, ethics is returning to the public sector reform agenda. Just as it was at the turn of this century the current focus is on the administrative branch of government. Then, as now, scandals involving elected officials prompted the reform initiatives. However, today there is far less consensus on the most appropriate elements of the reform agenda, perhaps reflecting a century of less than successful ethically-driven reforms. This paper provides a broad overview of what we see as five distinct eras of ethics reform in this century and a current debate which may well emerge as the initial reform agenda of the new millennium. The first era lasted from the late nineteenth century until the early 1970's and we have termed The Reform Era . This is the period where we attempted to separate politics from administration and established a professionalized public service. The second era reflected the great social, political and cultural changes that began in the 1960's and stimulated the establishment of the
