International students can choose from short-term language programs, intensive immersions, executive or business programs and academic preparation courses. Some language schools offer programs that combine classroom studies with sightseeing and cultural activities, or work-study programs for advanced learners to practice their skills in the workplace. In addition, students can receive training in the teaching of ESL. Almost all universities and community colleges have ESL programs. In general, most private ESL schools are very flexible in terms of program requirements and intake dates. FSL programs are offered both through private and public institutes. Most, but not all FSL schools are located in the province of Québec. Similar to ESL programs, students can usually enter an FSL school program at any time of the year for any length of study. Students enrolled in ESL or FSL programs for up to six months may study in Canada without a Study Permit.

ESL, English as a Second Language
English as a Second Language (ESL) is an acceleration program for students whose primary language is not English. Currently the Fayetteville School District has over 700 ESL students. 570 of these students have been determined to be ELL, English Language Learners, in need of ESL services. Thirty-six languages other than English are spoken in the Fayetteville District. Spanish is the language spoken most often by ESL students. Arabic, Chinese, Korean, and Laotian are the next most frequently spoken languages.

The ESL standards stand apart, however, because they acknowledge the central role of language in the achievement of content and highlight the learning styles and particular instructional and assessment needs of learners who are still developing proficiency in English. Developed through a collaborative process involving hundreds of ESL teachers, researchers, administrators, and language specialists, the standards will provide national coherence for students and the educators who serve them.

THIS DIGEST WAS CREATED BY ERIC, THE EDUCATIONAL RESOURCES INFORMATION CENTER. FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC TEXT: By the year 2000, it is anticipated that the number of limited-English-proficient (LEP) students aged 5-14 in the United States will reach approximately 3.4 million (Oxford, Pol, Lopez, Stupp, Gendell, and Peng, 1981). These are students who lack the necessary English skills for immediate success in an all-English curriculum. To date, nearly one teacher in four has had LEP students in class (O'Malley and Waggoner, 1984). In an effort to meet the needs of these students, school districts have instituted a variety of programs to provide instruction in English as a second language (ESL), each of which appears to be as different as the students themselves. However, regardless of program design, the minimal goal of an ESL program should be to provide each student with the English skills necessary to function successfully in an academic setting. WHAT FACTORS INFLUENCE THE DESIGN OF ESL PROGRAMS?

N.I.C.E. does not subscribe to any particular method of teaching; however, because we focus on oral production, our methods are very interactive and communicative. Students should expect to be speaking English from the first day. Classes involve a great deal of pair and group work, assignments out of the classroom where interaction with native speakers is necessary, some presentations, role-plays, discussions, etc. We believe that students can best learn by doing, by participating, not by passively listening. We try our best to teach to our students' needs and interests, so no two classes are exactly alike. We also believe that the community in which we live is a great resource, and teachers use the community as an educational tool whenever appropriate. Our teaching staff and administration attempt to stay current in the field of ESL. Located on the U.H. campus, N.I.C.E. benefits from close contact with the U.H. Department of ESL, which offers one of the leading ESL graduate programs in the country.

In 1997, 618 (62%) of Washington State's schools enrolled language minority (LM) students. Of those 618 schools, only 181 offered language support programs. The most recent statistics indicate that LM students currently comprise 23% of all K-12 learners in the State and represent 96 language groups. While the number and diversity of LM students has continued to grow, the number of mainstream teachers trained to deal with the special needs and problems of non-native English speakers has not kept pace
The Training of All Teachers grant project, directed by Dr. Joy Egbert, is a response to this critical need in Washington. The grant project provides an opportunity for K-12 in-service teachers to complete their ESL endorsements via intensive online education courses combined with attendance at a Summer Institute and a practicum experience. The grant program covers the cost of tuition, fees, books and travel to the Summer Institute for the participating cohort of fifteen teachers; it does not cover graduate school admission fees.

General English / Intensive English Programs: In these courses you will learn all aspects of English, including the practical skills of speaking, listening, reading, writing and cultural understanding that can be applied to everyday life. Most schools have a placement test to find the students' individual ability levels on the first day. This test sometimes includes an interview to determine speaking ability. Class instruction begins after finding the appropriate level of instruction for each student. In the higher levels of class, college skills (Writing Reports, Lecture Note Taking, Library Usage, etc.), TOEFL Prep, and other electives are offered to prepare students for further education at a university or college.
