On Language Minority Students in the Public Schools Home Language Survey (HLS) Data
The l998-'99 academic year HLS results indicated that 12,500 language minority students were enrolled in Arkansas public schools, a 300% increase since 1994 (preliminary data for the current 1999-2000 school term indicate an increase in language minority enrollment of 10% over last year); of this number, over 8,000 were determined to be limited in their English proficiency, as indicated through the administration of the Language Assessment Scales (LAS) at the local school district (LEA) level. Of the state's 310 school districts, over 150 reported the enrollment of language minority students, identifying 82 languages other than English being used in homes with school age children. Hispanic students constitute 85% of the language minority school enrollment, with Laotian students at 4% and Vietnamese students at 3%, respectively, as the next two largest language groups. Funding The Arkansas Legislature meets every two years. In 1994-'95 $2 million in state monies were allocated to support LEP students through LEA funding, the amount per student being pro-rated based on the total LEP state-wide headcount as indicated by the HLS. In 1996-1997, $4 million were allocated, and in 1998-'99 $8 million were allocated. Funding is sent directly to LEAs, which are required to use the monies to support the provision of instructional services for LEP students. Title I, Migrant, and Emergency Immigrant Federal funding is also received by LEAs to support the academic achievement of LEP students.

    Many sites attempt to organize and structure the information available via search strategies, and some sites have people who index and include only sites they believe useful. Other portal sites accept payment for listing various sites prominently in their space. However, these sites, usually called Portal Sites because they offer an organized and managed doorway into the Internet, are almost all either too generic or too specialized to help on many research projects. In addition, most portal sites exist to earn advertising revenue and thus focus on serving the general public rather than academics. Some portal sites are better than others and everyone identifies their favorites.

Partnership Purpose This MPS/MCC partnership is designed to support Mesa teachers in the acquisition of an Arizona ESL Certificate Endorsement with all requirements met through this partnership, with the exception of the required six semester hours of foreign language. The knowledge and skills gained through this partnership will facilitate quality classroom instruction. Guidelines Twenty-seven credit hours of ESL coursework in total are required, which includes an ESL practicum that may be fulfilled through a previous teaching experience in a Sheltered English classroom. Six hours of a language other than English are also required. Courses taken in undergraduate programs may satisfy the language requirement. World languages may be offered on site through the district as part of the program or through MCC. All credit hours in this program are undergraduate hours and are eligible for recertification hours. The program offers two courses each semester and at least one course during the first summer session. Tuition for courses ($51 per credit hour) may be paid by check or credit card (Visa or MasterCard only) to MCC. Participants are responsible for textbooks, miscellaneous fees for copies, and other instructional materials. Textbooks may be purchased at the MCC Bookstore on Southern and Dobson. Bookstore hours are Monday through Thursday from 8:00 a.m. to 7:30 p.m., Friday from 8:00 a.m. to 5:00 p.m., and Saturday from 9:00 a.m. to 4:00 p.m.

U.S. academic institutions will find tremendous opportunities to attract Korean students, thanks to the nation's recent liberalization of its educational system. For the first time, Koreans are permitted to attend overseas elementary, middle and high schools. This decision is expected to greatly increase the number of younger students at overseas primary and secondary schools, preparatory academies, ESL programs and, ultimately, colleges and universities. Continued double-digit growth in Korean visa applications is anticipated. At the same time, Korea's economy is booming. As a result, consumer spending has surged, and parents' enthusiasm for their children attending international schools has sharply risen as well. In 2001, Korean students participated in educational programs in 74 countries. They sent more than 44,000 students to the United States, according to the Open Doors Report, making them the nation's fourth largest group of international students. Canada, however, has become the world's largest destination for Korean students. It supplanted the U.S. in 1999 for the first time, and attracted more than 53,000 students. According to the Bank of Korea, tuition payments to all countries are expected to increase significantly over the next few years. The Korean government is abolishing its Foreign Exchange Control Act, which restricted money transfers to $10,000. This liberalization of foreign exchange transactions will make studying in the U.S. more convenient and viable.

The Academy allows you to
  • network and share your work with colleagues from around the world test the latest classroom techniques and practices on a topic that interests YOU spend 12 dynamic hours in ONE area of concen­trated study with a top leader in the field earn continuing education credit and verify clock hours throughout the year
Register early! Each workshop is limited to 30 partici­pants and is filled on a first-come, first-served basis. Registration fees include materials, refreshments, certifi­cate of attendance, and the opportunity to earn contin­uing education credit. The Academy starts on Friday morning and runs through Sunday noon. Optional social programs are also available.
