Strategic Plan for International Education
Phase I August 1999 Introduction
College employees from all campuses met on December 4, 1998 for a daylong planning forum on International Education at Pima Community College (PCC). The thirty (30) participants, which consisted of faculty, staff, and administrators representing all five campuses and community members divided into planning sub-groups. The participants sought to position the College strategically in the International Education marketplace and to define the term "International Education" as it pertains to PCC. The intended product is a draft plan, Phase I, which is to be submitted to the Chancellor's Cabinet for review and approval. Phase II will involve a designated lead campus developing an action plan and collecting baseline data to accomplish the Success Indicators. The following sections represent the perspectives of the forum delegates.

    Abstract
    Introduction
    There is a tendencyat least within Spanish Universitiesto separate linguistic theory from methodology in language teaching. Our understanding is that linguistic theoretical input should not systematically be taught independently of pedagogical considerations. Instead, it may be very beneficial to integrate linguistic theory within the practical methodological framework in which language teachers become involved in their professional careers. This is specially the case in applied linguistics where both discourse and genre analysis (Swales, 1990; Fairclough, 1992; Bhatia, 1993) represent an important tool for linguists in their efforts to comprehend the variation of language across different types of texts. Our aim is to overcome some of the problems based on the existing gap between theoretical input and pedagogical teacher training. We agree with Lewis when he states: Many non-natives have spent many years studying the language but their theoretical studiesphilology, phonetics, linguistics and the likeare frequently not related to pedagogy and the classroom. Extensive theoretical knowledge which precedes classroom experience often remains too abstract for teachers to see its relevanceÉ. (1993, p. 189)

    Abstract
    This article describes plagiarism as it is commonly understood in the United States and is defined for young researchers by the U.S. National Academy of Sciences. It also applies these ideas to three cases of plagiarism by Chinese scientists reported in the journal Science. The author uses this framework to argue that ESL/EFL professionals need to question the relevance of some traditional notions about plagiarism and examine their effect on the ability of their students to publish and take part in the mainstream of discourse in the sciences. The author includes pertinent information from literature in language politics, studies in second language acquisition and second language writing, culture studies, and contemporary literature concerning the effects of technology on traditional Western concepts of intellectual property. The journal Science On Being a Scientist: Responsible Conduct in Research was embedded as an illustration in the columns of print running across the first page of the article.     Japanese have known for years that speaking English helps sell manufactured goods in their primary market, the United States. Japanese entrepreneurs also know there are economic incentives in Asia for learning English.
    Our experiences in Pacific rim countries have illustrated the significance of English for earning money. A tour guide in Bangkok said, "I learned English by watching American movies and by stopping tourists on the street to practice speaking. If I didn't know English, I would be a street vendor, earning little."
    In Bali, the Indonesians working for Kuta Beach Hotel must speak English as a condition of employment. "Now," one of the hotel clerks told us, "management wants us to learn Japanese because so many tourists come from Japan. But it is a difficult language. Besides, most of them speak English."
    We found Japanese cars, trucks, and motorcycles dominating the traffic in such cities as Kuala Lumpur and Medan. Japanese machines stamp out parts in the Protan Saga automobile plant in Malaysia, and workers install Mitsubishi engines in the cars. The auto workers speak Malay, but they can also converse in English, as do the managers of the plant. In fact, Malay managers speak English in arranging business deals with Japanese representatives of Mitsubishi.

In addition there are Department of Defense Dependent schools (DoDDS) in 14 foreign countries. DoDDS also hire many support personnel - secretaries, office workers, technicians.

Hakwons offer a variety of courses including English conversation, writing, and test preparation for the TOEFL, TOEIC and the GRE. According to the Embassy of the United States of America, Seoul, South Korea, there are about 100,000 institutes of all types operating in South Korea. The embassy's unofficial employment advisory, "Teaching English in Korea; Opportunities and Pitfalls," states that due to the competitive nature of the ESL business in Korea, many institutes do not survive long. "Most of these cannot and will not pay their teachers for work performed, or for contract-specified repatriation, leaving teachers broke and stranded." The Embassy's employment advisory cover letter (obtained by land mail) states the hakwon industry is unregulated by the South Korean government.

    the Needs of Latino Students
    Margarita Calderon The diversity in culture, religion, language, and academic background of students in most classrooms today challenges every educator's preparation. What worked in the past does not work now. Even in schools with predominantly Latino student populations, staff must recognize the diversity of the Latino culture to successfully address the needs of these students. A systematic approach to schooling for diversity appears to be the best promise for Latino student success. Such an approach is described below, organized around four questions.
  • What is a viable whole-school approach to ensure success? How can we effectively provide ongoing professional development? What is the role of local universities in professional development?
