ADDIS ABABA, Ethiopia (CNN) Differing interpretations of the peace agreement accepted by Ethiopia and Eritrea are delaying an end to 14-month war between the Horn of Africa neighbors. Ethiopia's prime minister on Thursday accused Eritrea of backing away from an informal peace agreement by adding conditions to it. The agreement had been announced Wednesday at a summit of the Organization of African Unity. The OAU's informal "framework agreement" calls for a cease-fire and the withdrawal of troops from disputed territory. But the a formal cease-fire agreement would still have to be signed by representatives of both sides. OAU Secretary-General Salim Ahmed Salim told reporters in Algiers, Algeria, that both sides had agreed to the framework agreement and further mediation, but admitted "there are different interpretations." And Meles Zenawi, Ethiopia's prime minister, said Ethiopia has changed the terms of the agreement.

Eritrea emerged from its long war of independence in 1993 only to plunge once again into war, first with Yemen and then, more devastatingly, with its old adversary, Ethiopia.
It now faces the gigantic task of rebuilding a country ravaged by more than 30 years of conflict, its infrastructure, buildings and fields destroyed. OVERVIEW
FACTS
LEADERS MEDIA A former Italian colony, Eritrea was occupied by the British in 1941. In 1952 the United Nations resolved to establish it as an autonomous entity federated with Ethiopia as a compromise between Ethiopian claims for sovereignty and Eritrean aspirations for independence. However, 10 years later the Ethiopian emperor, Haile Selassie, decided to annex it, triggering a 32-year-long armed struggle. This culminated in independence shortly after an alliance of the Eritrean People's Liberation Front (EPLF) and a coalition of Ethiopian resistance movements defeated Haile Selassie's communist successor, Mengistu Haile Mariam. In 1993, in a referendum supported by Ethiopia, the Eritrean people voted almost unanimously in favour of independence, leaving Ethiopia landlocked.

February 9, 1999 Web posted at: 2:55 p.m. EST (1955 GMT) ADDIS ABABA, Ethiopia (CNN) Eritrea claimed new battlefield success Tuesday in its border war with Ethiopia, reporting that its troops turned back a major offensive and killed at least 1,500 Ethiopian troops. But Ethiopian units continued to pound enemy positions on two fronts, and its government claimed it captured two Eritrean strongholds in the south. Neither claim could be independently confirmed. Ethiopia reportedly killed five civilians Tuesday in a predawn raid on a small village. The long-standing border dispute turned into open warfare on Saturday after a seven-month moratorium on air attacks. Each side accuses the other of causing the new fighting.

Eritrea to resume troop withdrawal
ASMARA, Eritrea Eritrea has agreed to resume moving its troops away from its border with Ethiopia, the United Nations said. The agreement pushes forward a peace process between the two African nations that fought a border war for more than two years. In a formal ceasefire signed by both nations in December, both sides agreed to pull their forces back from the disputed border to create a 25-kilometre (16-mile) wide buffer zone. Once all troops have left the buffer zone, the U.N. said it would deploy 4,200 peacekeepers along the border to allow refugees to return home. MESSAGE BOARD Share your thoughts on events in the Horn of Africa Ethiopia began withdrawing its troops from the disputed border on February 12. Eritrea suspended its pullback which was to be completed by March 3 due to a dispute over the buffer zone's southern boundary. The U.N. Mission in Ethiopia and Eritrea said that Eritrean President Isaias Afwerki had agreed to complete the pullback shortly after April 5.

ADDIS ABABA, Ethiopia (Reuters) An independent boundary commission, locked in a dispute with Ethiopia over its ruling on a new border with Eritrea, said on Thursday it would not be able to start defining the new frontier as scheduled this month. Ethiopia has repeatedly attacked the Hague-based Ethiopia Eritrea Boundary Commission's (EEBC) decision on a new border, which it drew up under a peace deal to end the two neighbours 1998-2000 border war. "Under the current circumstances, the EEBC is unable to proceed with activities as envisaged in the July schedule of the order of activities ahead," the commission said in a statement released in Addis Ababa through the United Nations Mission in Ethiopia and Eritrea. "But (it) is ready and willing to proceed as soon as conditions permit," the statement said. Contractors had been due to start hammering in pillars to physically demarcate the 1,000-km (600 mile) boundary this month, following earlier postponements, but diplomats say the work is unlikely to go ahead this year.

July 22, 1999 Web posted at: 2:20 a.m. EDT (0620 GMT) ADDIS ABABA, Ethiopia (AP) Despite optimism expressed by the U.N. Security Council about an end to the Ethiopia-Eritrea border conflict, Ethiopia declared it is continuing the 14-month war, saying its northern neighbor is not serious about peace negotiations. In a statement issued late Wednesday, the Ethiopian government said it will pursue the fighting because it believed Eritrean President Isaias Afwerki was bent on doing the same. "The Ethiopian government does not believe that (Eritrea) will accept and implement proposals aimed at a peaceful solution to the conflict," the statement said.
