Houston Environmental Foresight is a private, non-governmental program with a vision of environmental improvement for the Houston region. The program was initiated in 1993 by the Houston Advanced Research Center 's Center for Global Studies as part of HARC's Environmental Initiatives. For this program, the Houston region is defined as the eight counties of Brazoria , Chambers, Fort Bend, Galveston, Harris , Liberty, Montgomery , and Waller . The region is home to more than four million people and has significant environmental resources and problems. This report of the Foresight Committee unites scientific information and community values in a comprehensive look at major environmental issues that face the Houston region.

Scientific, Environmental, and Political Issues in the Circum-Caspian Region
This NATO Advanced Research Workshop was held 13-16 May 1996 in Moscow, Russia. The NATO Country Director was Michael Glantz of the Environmental and Societal Impacts Group at the National Center for Atmospheric Research, and the CP Country Director was Igor Zonn, Vice President of UNEPCOM, Moscow, Russia. The objective of the workshop was to provide a forum for identifying priority issues that require immediate attention in order to avoid interstate conflicts in and around the Caspian Sea. The workshop organizers hoped to assist in identifying the environmental and scientific issues of major concern to each of these countries and regions. A central focus of the ARW was by the Caspian sea level rise problem, its possible causes, and its implications for coastal states. The workshop aimed to expand existing networks of researchers and policymakers concerned with environmental issues and to draw the attention of local researchers to existing related research and data banks outside the problem area.
Key Findings of the NATO Advanced Research Workshop
The following points are some of the key recommendations based on the discussions held at the NATO ARW on the "Scientific, Environmental, and Political Issues in the Circum-Caspian Region." This ARW was held in Moscow, Russia from May 13-16, 1996. Thirty participants were invited from Russia, Azerbaijan, Turkmenistan, Iran, Kazakhstan, Turkey, Germany, Estonia, Hungary, Canada, USA, UK, and Sweden, as well as representatives from the World Bank and UNEP. Various disciplines were also represented: environmental science, ecology, atmospheric science, international law, geography, political science, hydrology, water resources management, arid land studies, and fisheries, among others. These key points can be divided into the following categories:

Introduction

The countries of Central America (Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama) comprise an area rich with a diverse range of plant and animal life. It is estimated that approximately 7% of the world's animal species live in Central America, a narrow strip of forests and beaches that accounts for only 0.5% of earth's land area. The population of Central America is approximately 37 million, with a yearly growth rate of about 3%. Although Central America has been plagued for decades by civil wars and natural disasters, the region witnessed a period of economic growth throughout the 1990s. Expanding economies coupled with growing populations have put significant new stresses on the environment in Central America. Observers from around the world have concluded that the environmental quality of the region is in rapid decline.
Oil is the chief source of energy in most areas of Central America, and pollution from cars, industry, and power generation is a major problem in several areas. However, Central America is not a major producer of greenhouse gases, accounting for only about 0.2% of 2000 world carbon emissions totals. Central America, due to its contribution to carbon sequestration levels (the amount of carbon dioxide and other greenhouse gases absorbed by the region's forests) plays an important role in the Climate Change issue. Every Central American country has signed and ratified the United Nations Framework Convention on Climate Change. As non-Annex I countries, they are not obligated to reduce their emissions of greenhouse gases.

Utilizing its on-line library, e-mail networks, and news reports, APRENet seeks to stimulate debate and promote regional environmental policy alternatives in the Asia-Pacific. EPA's Regional Haze Program
In 1999, the U.S. Environmental Protection Agency announced a major effort to improve air quality in national parks and wilderness areas. The Regional Haze Rule calls for state and federal agencies to work together to improve visibility in 156 national parks and wilderness areas such as the Grand Canyon, Yosemite, the Great Smokies and Shenandoah. The rule requires the states, in coordination with the Environmental Protection Agency, the National Park Service, U.S. Fish and Wildlife Service, the U.S. Forest Service, and other interested parties, to develop and implement air quality protection plans to reduce the pollution that causes visibility impairment. The first State plans for regional haze are due in the 2003-2008 timeframe. Five multi-state regional planning organizations are working together now to develop the technical basis for these plans.

Iran: Environmental Issues
Introduction
Iran is faced with a litany of environmental problems, many of which the country is only beginning to tackle as the problems reach a crisis point. Although Iran established a Department of Environment in 1971, long-term environmental concerns often have been subjugated to shorter-term industrial production and political goals. Iranian environmental protection efforts in the 1970s focused on conservation, with the establishment of a number of national parks, national monuments, and wildlife refuges throughout the country.
Iran maintained this focus after the Islamic Revolution, enshrining environmental protection in the Constitution. Article 50 of the Constitution reads: "In the Islamic Republic of Iran protection of the environment, in which present and future generations should enjoy a transcendent social life, is regarded as a public duty. Therefore, economic and any other activity, which results in pollution or irremediable destruction of the environment is prohibited." However, 8 years of war with Iraq, international political isolation, and economic sanctions kept environmental goals on the back-burner in Iran, and conservation measures predominated in Iran's environmental policies.
Iran's failure to move beyond conservation policies towards a more sustainable development has manifested itself in a range of problems today. In addition to deforestation and desertification issues across much of Iran's arid territory, overfishing in lakes and rivers has caused a drop in fishing levels; industrial and urban waste water runoff has contaminated a number of rivers and coastal waters and threatened drinking water supplies; wetlands and reservoirs are increasingly being destroyed under the pretext of creating industrial and agricultural lands; and oil and chemical spills in the Persian Gulf and

CERC was established in 1991 through a joint effort of the Neighborhood Assistance Center at Chicago State University , the Center for Neighborhood Technology , and the Chicago Legal Clinic and is maintained by the Neighborhood Assistance Center. National Cost Benefit Analysis for the Waitaki Catchment
The government has decided to be involved in decisions about how we use water from the Waitaki catchment. The aim is an improved process to achieve a framework for the allocation of water and to consider the merits of all competing water uses. As part of this process, the Ministry of Economic Development has commissioned consultants to undertake a national cost benefit analysis of the significant proposals to take water. The analysis is currently underway and is expected to produce a final report in March 2004.
