Lower Hunter and Central Coast
Regional Environmental Management Strategy An initiative of the Local Governments of Gosford, Wyong, Lake Macquarie, Newcastle, Port Stephens, Cessnock and Maitland LHCCREMS is an innovative and highly successful regional initiative currently being implemented by the seven Councils that comprise the Lower Hunter and Central Coast Region. LHCCREMS was developed to assist, support and resource local government to more efficiently develop and implement environmental management programs. It seeks to facilitate a regional approach to improved environmental management throughout the Lower Hunter and Central Coast by actively encouraging greater co-operation between member Councils, other authorities, industry and community groups. The LHCCREMS Project was developed in 1995 through an extensive twelve-month regional community consultation process. Lake Macquarie, Maitland, Newcastle, Port Stephens, Cessnock, Gosford and Wyong Councils endorsed the LHCCREMS Strategy in early 1996. Implementation of the LHCCREMS Strategy commenced in 1996 based on the prioritisation of a range of key regional issues identified in the consultation phase of its development. Interactions in Coastal Environments
Coastal environments are zones of interaction involving terrestrial and marine habitats, land-sea-air processes, and human activities. The MBRS program gives researchers the opportunity for interdisciplinary perspective, by involving other regional research and educational institutions, social and political organizations, and industry. The program's emphasis, "Bi-directional Interactions in Coastal Environments," combined with the regional approach, promotes focused collaborative work across varied research traditions.
Encouraging a Regional Discussion
MBRS sponsors regular informal seminars to discuss regional environmental issues. Recent topics have included strategies for university-industry interactions and wetland conservation, and the role of refugia in protecting important fisheries. In an ongoing effort to build partnerships with other institutions, MBRS presents public symposia, "Challenges for the Monterey Bay Region." A symposium on fisheries and climate change brought scholars from throughout the United States to discuss studies of fisheries biology and the legal history of fisheries organizations. A planned symposium will address the use of fire in management of the maritime chaparral at Fort Ord, relating issues in conservation biology to questions of land management and military base conversion.

Monitoring environmental exposure health issues in children: Midwestern Regional Pediatric Environmental Health Center (MRPEHC)
An interdisciplinary center for monitoring environmental hazards that may harm children's health, was established at UI Hospitals and Clinics with funds from the Agency for Toxic Substances and Disease Registry and the U.S. Environmental Protection Agency. The managing coordinator of the center, Sandra Reed, R.N., M.A, M.S.N. , and the center's director of research, Joel N. Kline, M.D. , describe the environmental hazards typical for Iowa that are monitored by the center. History: Children are uniquely vulnerable to health effects caused by exposure to environmental hazards. While parents and society try to ensure as safe an environment for children as possible, there are communities that are disproportionately affected by environmental exposures. Therefore, the multitude of hazards facing children should be addressed in unison and placed within the context of a child's life.

Regional activities include: permits remediation air quality water quality , and compliance, monitoring and enforcement Permits Most permits from DEQ are issued by the permit section of each regional office. These include all individual Virginia Pollutant Discharge Elimination System water permits, Virginia Pollution Abatement water permits, and Virginia Water Protection permits, except minimum instream flow projects and Virginia Department of Transportation projects. This also includes all air permits: new and modified source permits, prevention of significant deterioration permits, state operating permits, and federal operating permits (Title V). Enforcement Studies and Training The Center for State, Local and Regional Environmental Programs State and local agencies are continually grappling with environmental legislation and related policy, attempting to generate the most effective and efficient methods of protecting the environment. However, their struggles are often overlooked by efforts to support legal reform and improved environmental programs. The Environmental Law Institute recognizes that state and local governments bear the primary responsibility for implementing and enforcing environmental protection laws. Since its inception thirty years ago, we have studied state programs, legal innovations, enforcement practices, and interrelationships with federal agencies. In 1986, funded by a grant from the Andrew W. Mellon Foundation, ELI founded the Center for State, Local, and Regional Environmental Programs to promote this important agenda. NREPHC (Northeast Regional Environmental Public Health Center)
Established in 1985 by the Commissioners of Public Health from the 7 Northeastern states, the Northeast Regional Environmental Public Health Center's (NREPHC) mission is to provide education and training, conduct research and make available consultative assistance in the environmental health arena. The Center's clientele was expanded in the early 90's to include the state environmental departments of protection as well as the private sector. The Center focuses on regional issues of national importance, namely the analysis, assessment and remediation of contaminated soils and groundwater, and the biological effects of low levels of exposure. The Center has partnered with various organizations including state and federal regulatory agencies; the railroad, petroleum, transportation, chemical and utility industries; and academe to conduct an annual Contaminated Soils and Water Conference since 1985. The conference is recognized for its strong scientific content and renowned technical information exchange activities and has attracted over 7000 participants. NREPHC is also one to the Biological Effect of Low Levels of Exposure (BELLE) initiative which encompasses does-response relationships to toxic agents, pharmaceuticals, and natural products over a wide range of exposure levels in test systems and human populations. DR Edward Calabrese serves as the Center's Director.

Previous Next Who governs the global environment? ... The programme The ability to cope with environmental change is best developed at the local level" Global regimes do not always achieve worthwhile goals. Is local action likely to be more efficient, fair and apt to reconcile different interests? Are regional environmental regimes a better alternative? Global environmental regimes in which national governments co-operate to meet shared objectives are not the only response to apparently 'global' problems. So far their success has proven limited. As a form of 'global governance without global government', regimes rely on voluntary action by countries. At the same time, examples of regional environmental regimes and local adaptation to environmental change suggest that the 'global' is not always the best level for action. This recognition of many levels of governance reflects a perception that government is becoming more dispersed. The capacity of national governments to exercise power is being transformed. Local, regional and international institutions have gained prominence, as have independent agencies and NGOs. This reflects wider trends in free societies, but is also an acknowledgement that increasingly complex political, economic and social systems cannot be governed from a single level. Regional environmental regimes, defined by geographical features like seas and river catchments rather than by political borders, may offer greater opportunities to tackle problems at the appropriate level. They pay closer attention to regional conditions and line up the formulation of policy measures with the capacity to implement them. Regional international co-operation is not new, but could provide a strong model for effective collaboration in the future.

Over the past five years, leading foundations in California have invested over $10 million in the creation and beginning operation of the Great Valley Center (GVC), a regional intermediary organization created as a catalyst to improve the economic, social, and environmental health of the California’s Central Valley. PPA was asked by the Irvine and Hewlett Foundations to conduct a rapid and intensive evaluation of the Great Valley Center, its overall impact on the Central Valley, and the success of its multiple programmatic initiatives, as well as to help make recommendations for avenues and strategies by which these and other funders should focus the work of the GVC. It covers some of the unique Asian approaches to managing and regulating environmental resources and their impacts on communities. Also discussed will be the role of the Asian countries in global environmental problems. The course encompasses a variety of environmental issues including industrial pollution, deforestation, water management, sustainable agriculture, biodiversity, and natural environmental hazards. Individual country case studies on more general environmental policies or issues will be examined.

Northland Regional Council Youth Summit
The Northland Regional Council can't manage all of the resources of the region on its own. Communities, organisations and individuals must also be encouraged to help manage the environment. In order to meet this goal, as many Northlanders as possible must develop a sound understanding of environmental principles, practices, and standards. Environmental education is a key method to achieve the objectives of the regional plans and management strategies.

What is environmental education?
The Northland Regional Council's understanding of environmental education is based on internationally accepted aims identified at the Intergovernmental Conference on Environmental Education held at Tbilisi in 1977. The Tbilisi Declaration is the basis of the education section of Agenda 21, the global framework for action adopted by the United Nations Conference on Environment and Development in 1992. The Agenda 21 document concluded that: Education is critical for promoting sustainable development and improving the capacity of people to address environment and development issues. It is also critical for achieving environmental and ethical awareness, values and attitudes, skills and behaviour consistent with sustainable development and for effective public participation in decision making.
