The landlocked Caspian Sea is the largest inland body of water on earth. Surrounded by Azerbaijan Iran Kazakhstan Russia , and Turkmenistan , the Caspian Sea is home to myriad ecosystems. At the meeting point of the Middle East, Europe, and Asia, the Caspian region includes steppe land in the north, cold, continental deserts and semi-deserts in the northeast and east, and warmer mountain and highland systems in the south and southwest. The coastal wetlands of the Caspian basin include many shallow, saline pools, which attract a variety of bird life and biodiversity; over 400 species are unique to the Caspian. In addition, the sea's native sturgeon is famous the world around for the roe it produces: sturgeon from the Caspian Sea accounts for approximately 90% of the world's caviar industry.
Although oil has been produced in what is present-day Azerbaijan for more than 100 years, the dissolution of the Soviet Union in 1991 led to heightened interest in the region, especially among Western energy companies that previously were shut out of the area. The Caspian Sea's energy potential already was well-known, and the confirmation of that potential with the discovery of significant hydrocarbon deposits in the mid-1990s brought an influx of foreign investment in energy development in the region, particularly in Azerbaijan and Kazakhstan.

The NSTAR Electric and Gas Corp. has agreed to pay a penalty of $15,845 and perform an environmental project worth $47,535 to settle claims by the U.S. Environmental Protection Agency that it discharged oil into the Charles River on two occasions in 2002 and failed to develop spill control plans at four facilities used for storing oil.

APRENet is an electronic information system focused on environmental issues in Asia-Pacific. Utilizing its on-line library, e-mail networks, and news reports, APRENet seeks to stimulate debate and promote regional environmental policy alternatives in the Asia-Pacific. Network participants include analysts and activists from research institutions, journalists, citizen groups, government, and business. The network currently has five focus areas:

Regional Environmental Hub Program
Around the world, countries are facing new and growing environmental challenges, many of which require regional cooperation to solve. Bringing nations together in a region to work on a common environmental problem a common threat can advance U.S. interests in ways that go far beyond the scope of the environmental issue itself. The Department's commitment to a regional strategy complements our bilateral and multilateral diplomatic environmental efforts. To address transboundary environmental issues, the Department established 12 regional environmental Hubs, located in embassies around the world. The Hub concept is based on the idea that transboundary environmental problems can best be addressed through regional cooperation. The regional environmental officer's role will complement the traditional bilateral Environment, Science, Technology and Health officers stationed in U.S. embassies in many countries of the world. Rather than dealing with a single country, Hub officers will engage with several countries of a region on a particular issue, with the aim of promoting regional environmental cooperation, sharing of environmental data, and adoption of environmentally sound policies that will benefit all countries in that area.. The Hubs, located in: Addis Ababa, Ethiopia; Amman, Jordan; Ankara, Turkey; Bangkok, Thailand*; Brasilia, Brazil; Budapest, Hungary*; Copenhagen, Denmark; Gaborone, Botswana*; Kathmandu, Nepal; Libreville, Gabon (Summer, 2004); San Jose, Costa Rica; and Tashkent, Uzbekistan work closely with other USG agencies and support their efforts by raising key issues at the diplomatic level. They also cooperate with non-governmental organizations on environmental activities within their region.

Investigations
Research on Emerging Water Quality Issues
The objective of this investigation is to develop information and tools on emerging water-quality issues that will be used to design and improve water-quality monitoring and assessment programs of the USGS and others, and for proactive decision-making by industry, regulators, the research community, and the public. There are two components of the activities conducted under this investigation:
  • Methods Development, and
  • Field Studies.
Methods Development: Laboratory analytical methods are continually being developed that enable the analysis of new compounds in environmental samples at the low concentrations necessary to understand factors that effect contaminant occurrence, transport and fate. Initial focus has been measuring 95 different chemicals in water. Methods development activities are planned for various environmental media (water, sediment, tissue, and air), as dictated by the potential occurrence and cycling of contaminants. These methods are being developed in mulitiple USGS research laboratories with high concern for the ability to produce reliable data. This web page will be updated as new methods are developed and published.
