Court Invalidates Bush Administration's Lower Standards for Air Conditioners, Heaters January 13, 2004
FOR IMMEDIATE RELEASE
(SACRAMENTO) – Attorney General Bill Lockyer issued the following statement on today's U.S. Second Circuit Court of Appeals ruling that invalidated the Bush Administration's weakened energy efficiency standards for air conditioners and heaters:
"In rejecting the Bush Administration's attempt to turn back the clock on energy efficiency, the court has boosted efforts to reduce consumers' energy bills and protect California from future power shortages. Air conditioners and heaters are used most heavily during times of peak demand. Increased efficiency will help California avoid blackouts, price spikes and grid instability. The result will be a safer, less expensive energy future for the state and its residents."
In 2001, California, nine other states (New York, Connecticut, Maine, Vermont, New Jersey, Nevada, Massachusetts, New Hampshire and Rhode Island), and the Natural Resources Defense Council sued to block the U.S. Department of Energy's weakened efficiency standards. The rules rolled back tougher standards promulgated by the previous Administration.
In today's ruling, the 2nd Circuit agreed with the plaintiffs' contention that the less stringent standards violated provisions of the federal Energy Policy and Conservation Act that prohibit adoption of standards that decrease existing energy efficiency requirements. The court's action means the prior, tougher standards are now operative.

ENERGY COMMISSION
From its inception in 1947 until its abolition in 1975, the Atomic Energy Commission (AEC) carried out a congressional mandate for a large federal role in atomic energy development. The commission maintained programs for nuclear weapons research, development, production, and testing; production of plutonium and weapons grade uranium; milling and refining of uranium ore; biomedical research into the effects of radiation and nuclear weapons; basic nuclear research in fields such as chemistry, physics, and metallurgy; development of nuclear reactors; promotion of a civilian nuclear power industry; and conduct of international Atoms-for-Peace activities. It was unique among federal agencies in combining responsibilities to both promote and regulate a technology. The agency was led by five commissioners. They played key, and at times, unique roles in the formulation of American nuclear policies and programs. The secretary processed staff papers and correspondence for commissioners' consideration, scheduled commissioners' meetings, prepared minutes of their meetings, assured that appropriate action was taken to implement the commissioners' decisions, and received memoranda and other official papers from agency staff. The secretary controlled and ordered, as much as was possible in a complex institution, the agency's top-level decision-making process. The files created by the AEC Secretary, the general manager, the deputy general manager, and the various assistant general managers form a valuable collection. They document the implementation of nuclear policies at the highest levels of the agency over a thirty-year period. The General Manager's Office Files also contain detailed information about the AEC's programmatic activities and are being declassified for the entire period that the office existed, from December 31, 1946, until January 20, 1975. Most of the General Manager's Office Files pertain to agency promotional matters and activities. Few of them were kept by the general manager himself; most were created by the various assistant general managers and document their activities.

Remote sensing is the science of acquiring information through the use of photography, radar, and satellite imagery for interpretation. Output devices include two HP 800PS plotters, an Epson large format ink-jet printer, 5 monochrome laserwriters (300 to 1200 dpi), a Minolta 3300 color laserprinter and a Polaroid film recorder. All computers are linked to the gigabit unversity ethernet backbone.

These four lectures, addressed to an audience of graduate students in experimental high energy physics, survey some of the basic concepts in string theory. The purpose is to convey a general sense of what string theory is and what it has achieved. Since the characteristic scale of string theory is expected to be close to the Planck scale, the structure of strings probably cannot be probed directly in accelerator experiments. The most accessible experimental implication of superstring theory is supersymmetry at or below the TeV scale.
