what is FRC?
FRC stands for Full Retail Competition, which is another name for deregulation. For about five years now, large energy customers in business and industry have been able to select their retailer of choice. The market is now opening further to give all customers, including householders, the choice of where they purchase their energy from (the same way you can choose your own telephone company).
what should I look for in an energy offer?
Make sure that you understand the price you are being quoted. Your energy bill is currently a bundled price that includes retail energy, distribution and market participation (government) costs. Energy retailers may quote retail, distribution and market participation costs as one price or seperate prices. You need to be sure you are comparing the same offer.

No area of the HVAC industry is more sensitive to the changes developing within the electric power industry than off-peak air conditioning. Thermal storage for cooling applications depends almost entirely on time differentiated utility rate structures for its existence, and the future form and substance of these rates will determine the directions this industry must take in order to survive and flourish. Certainly, there are capacity-limited or niche storage applications, such as churches and theaters, but the vast majority of storage systems are installed to capitalize on favorable time-of-use electricity rates. The benefits of thermal storage to the customer are only a reflection of the thermal storage benefits to the new power providers and marketers. It is useful to review and expand on the various impacts thermal storage can have on the unregulated electric power industry and how those impacts can improve a customer's negotiating leverage. As was made clear in recent ASHRAE-sponsored forums, we can only predict how government's regulatory retreat will impact utilities, power producers, the proliferation of energy marketers and ultimately, the customer

    • The deregulation of electricity began with the separation of the industry into three parts. This was done to ensure that:
      • There would be an abundant supply of electricity. The switching process would be smooth. There would be no interruption in electric service when customers changed providers.
        • The actual production of electricity at power plants across the state. Generation was deregulated in 1995, resulting in a large supply of new cleaner and more efficient power plants. Power generated by these plants is then sold on the open market. The End Result: Your Business will always have the energy it needs.
          • The actual delivery of electricity over the network of wires and poles. These wires companies, called TDSPs (Transmission Delivery Service Providers), are responsible for ensuring electricity is delivered efficiently and safely. They also manage maintenance of the wires and poles, any outages, and any emergencies. Delivery of electricity is still regulated and monitored by the Texas Public Utility Commission.

    Note: Effective April 1, 2004, the Ontario Energy Board Amendment Act requires residences, small businesses and farms to be charged 4.7 cents per kilowatt hour on the first 750 kilowatt hours of electricity consumed per month. Any consumption above 750 kilowatt hours will be priced at 5.5 cents per kilowatt hour. This is up from 4.3 cents per kilowatt hour, calculated on a monthly basis.
    Tenants, you are paying for utilities such as your water, electricity (hydro) and natural gas (usually for your heating) whether you know it or not. These are a part of your rent except for some people who pay for their electricity directly to the "hydro" company. Tenants who have electrical heating as do many buildings in St. Jamestown and one in Parkdale (Toronto) will be devestated, (many economically evicted,) with the increases in charges for electricity. And just as many of us had faced large above guideline rent increases in 2002 due to the temporary spike in natural gas prices at the end of 2000, in 2004 and onwards most of us will be receiving above guideline rent increases due to increased electricity rates electricity in Ontario plus another spike in natural gas rates. If hydro is included in your rent, the landlord can and will likely apply for an above guideline rent increase based upon the increases. You will need to check any landlord applications for above guideline rent increases closely to see if they subtracted the rebates or to see if they have chosen a time period that purposely excludes the date when any hydro rebate was paid.
