AN ACT RELATIVE TO RESTRUCTURING THE ELECTRIC UTILITY INDUSTRY IN THE COMMONWEALTH, REGULATING THE PROVISION OF ELECTRICITY AND OTHER SERVICES, AND PROMOTING ENHANCED CONSUMER PROTECTIONS THEREIN.
Whereas , The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith a comprehensive framework for the restructuring of the electric utility industry, to establish consumer electricity rate savings by March 1, 1998, and to make certain other changes in law, necessary or appropriate to effectuate important public purposes, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. It is hereby found and declared that: (a) electricity service is essential to the health and well-being of all residents of the commonwealth, to public safety, and to orderly and sustainable economic development; (b) affordable electric service should be available to all consumers on reasonable terms and conditions;

Youth Tour Winners Announced "If one thing goes out of this meeting, it will be sending youngsters to the national capital where they can actually see what the flag stands for and represents." These were the words of Texas Senator, and future President, Lyndon Baines Johnson when he addressed the National Rural Electric Cooperative Association (NRECA) Annual Meeting in Chicago in 1957. In just a couple of months, two of our local youth will experience a "once in a lifetime" opportunity. Swisher Electric's 2004 Youth Tour winners are Kyle Johnson and Sammie Jo Stark of Hart and Kress High Schools; respectively. Kyle is the son of Larry and Gayle Johnson and Sammie Jo is the daughter of Mr. and Mrs. Chris Stark. To date, 40,000 students from rural areas and small towns all over America have participated in this unique program.
Students on the tour learn about electric cooperatives, American history and U.S. government. They attend educational seminars, visit with their representatives in the House and the Senate, and see the sights around Washington, DC.
