By Rob Morrison, director for energy and communications at Syntegra The headline writers have not been short of material to illustrate the shortcomings of energy deregulation in the United States. The impact of the collapse of Enron will certainly be felt for years, and some writers point to the blackouts in California as marking a psychological turning point in the fortunes of the world’s sixth largest economy.
But elsewhere, it’s a very different story. In the UK, for instance, the launch of the New Electricity Trading Arrangements (NETA), the second phase in the deregulation of Britain’s electricity industry, went off remarkably smoothly. The trading framework seems to operate well and customers, both business and domestic, are beginning to derive major benefits from deregulation.
One of the reasons for this is the way that e-business, and the Internet in general, is being used as a catalyst for competition. In the retail markets, perhaps spurred on by the rash of mailings and media advertising from electricity companies, millions of consumers are using the Internet to compare offers and find the best deal. Many energy companies have responded by introducing sophisticated Internet-based customer contact facilities.
This trend has also spawned the arrival of Internet-based bill aggregators which offer consumers a range of utility services covered by a single bill. Other companies offer an impartial price-comparison service. And then there are several ‘shop together, save together’ sites for energy customers. New brand entrants, such as Virgin, clearly see the Internet as the fastest route to creating a viable customer base.

Nettie Hoge, Exec. Dir. TURN / SF Chronicle 9oct00 CALIFORNIANS HAVE seen the future and it is dark unless you can afford to pay a few hundred dollars a month for electricity. In San Diego, the first area of the state to pay deregulated electric rates, prices have risen so high that operations of businesses, public services and the public health have seriously been affected. It's not the future the proponents of deregulation promised us, a rosy future of helpful and responsible electric companies robustly competing to serve each and every valued residential customer. In that fantasy future, electric rates went down instead of up. It's also not the future that the utility companies envisioned. Their plan was to freeze rates at a high level so that they could collect a ``competition transition charge'' on customers' bills, which assured them of profits in the newly deregulated environment. Now that high wholesale prices are threatening those assured profits, the rate freeze doesn't look as appealing as it once did so the utilities are looking into ways to pass their wholesale costs on to us, despite the freeze. If they get their way, market rates will hit the rest of the state long before 2002 and long before prices go down. If they ever do. For the state's new electric power generators, the future is brighter than they ever could have imagined. They'll make about $3 billion more on the electricity they sell in California this year than they did last year. They've been able to manipulate the poorly planned ``competitive'' market in order to drive prices up and keep them unconscionably high. And their coffers are brimming with the hard-earned dollars of unfortunate San Diegans.

"There is going to be a loss of public trust, a suspicion that if this (Enron collapse) can happen, people can be taken advantage of," said Michelle Michot Foss, executive director of an energy institute at the University of Houston. "Enron is a giant energy company. People don't know if that's electricity, natural gas or oil. It could cause people to be concerned whether deregulation will be a smooth event," said Jim Burke, a vice president at Reliant Energy in Houston.

Davis BY ETIENNE BENSON Deregulation of the energy market is still a good idea for California despite last year's crisis, argued experts at a two-day conference at Stanford last week. "We need a system in which the private sector is dominant, not the public sector," said Jim Sweeney, expressing a sentiment shared by many conference participants. Sweeney is director of the Energy, Natural Resources and the Environment Program at the Stanford Institute for Economic Policy Research (SIEPR), senior fellow at the Hoover Institution and professor of management science and engineering at Stanford. "The state should not be in the business of producing and selling energy," agreed Milton Friedman, senior research fellow at the Hoover Institution and Nobel laureate in economics. The conference was co-sponsored by the Hoover Institution and SIEPR. Participants from academia, politics and business discussed the causes of the California energy crisis, its impact on the economy, the relationship between politics and power production, and lessons learned from California's experience with deregulation. U.S. Secretary of Energy Spencer Abraham also spoke on the importance of energy for national security.

Energy Deregulation: What's Really Going On? Part 1 We've all looked past the $27 screwdriver. A little corruption is manageable. But when it comes and knocks on everyone's door and there's no longer a choice as to whether or not you can be manipulated and taken advantage of, it's time to step up and take action.
This is the second article in a series on the current energy situation and the energy deregulation in the Western region of the United States. We asked several questions last time and now we're going to try to uncover some of the facts behind them.
Basically, this is the energy problem as it stands today: The Western Grid, as it's known, is a network of high power lines that is hooked up to generating power throughout the United States. It is simple to move energy great distances, like from Canada to San Diego. It's applied into the system at one end as a bank of consumption for the other end. When energy deregulation took place, Southern California Edison and many of the cur rent electrical companies were generating, producing and creating a profit on about $4 per kilowatt (I,000 watts of electricity). Then they were forced to sell their generating capabilities.

David D. Gregory Background: Energy Policy Consumption of non-renewable fuels is climbing and reserves are rapidly diminishing. This global industrial metabolism is deeply flawed, resulting in immense negative consequences, from pollution and social conflicts to economic and military impacts. We believe that a new energy policy is critical to these issues of economic, ecological and cultural sustainability. Our goal is a transition to a more efficient use of energy, a structured deregulation and decentralization which allows a diverse, dynamically stable, and adaptable system of power generation from new sources which are non-polluting, highly efficient, safe, and reliable. Our policies support research on the development of solar photovoltaics, fuel cell technology, hydrogen fuels, wind, hydro, and gas turbine co-generation. Deregulation All 50 states are deregulating their utility companies, hoping to increase competition and reduce rates for their citizens. The trend has great possibilities, and problems. With full disclosure about sources of power, removal of government subsidies and regulatory loopholes, the true costs of power generation will become apparent, opening a gateway for alternative energy suppliers. In California, "net metering" has already brought renewable energy systems into a far greater number of households, businesses, and institutions. It also allows consumers to boycott Nuclear Power Plants.

Dr Robb Booth who was energy consultant for Victoria's Kennett Government that privatized the states electricity system, said Victoria's deregulation model is the same as California's.
California, Victoria and Britain are the only places to have adopted that model, and Britain has since left it due to high prices and rorting by providers. Victoria's deregulated electricity grid almost collapsed on Monday January 15 during a heatwave. Three generators collapsed and two more were at near collapse.
This caused electricity prices to to skyrocket from $500 per megawatt hour (MWH) to $5,000 per MWH. And Victoria's pool limit price is set to double from $5,000 per MWH to $10,000 per MWH. This compares to California's pool limit of $US750/MWH.

Good morning Chairman Caraballo and members of the committee , thank you for inviting me to speak on the state of energy deregulation in New Jersey. While this is a very complex and technical subject matter, my goal is to provide you with some background as to what has occurred over the past three years, and what’s potentially ahead for New Jersey consumers. As you know, deregulation was approved in New Jersey under the Electric Discount and Energy Competition Act, commonly referred to as “EDECA.” The concept of energy deregulation was born out of the high cost of energy for big energy users such as steel mills, oil refineries, and manufacturing plants. With the new global economy, these large companies were competing against foreign companies whose labor costs are extremely low, in countries with poor environmental standards. In order to stay in business, the U.S. companies began to look into reducing their costs.
