I. INTRODUCTION.
The Endangered Species Act has enormous importance for the Coast Guard, because it literally has the power to bring our mission to a complete halt. It is more than just a matter of fines and penalties (although the Endangered Species Act has those "teeth" too). If our actions run afoul of this powerful statute, aircraft cannot fly, facilities cannot be built, and cutters cannot move. Rather than focusing on a specific "medium" such as air or water like the so-called "media-specific" laws, the Endangered Species Act deals with living things. It is designed to protect certain specifically listed animals and plants, as well as the habitat which they need to survive. Further, it provides for development of recovery plans to try to help threatened and endangered species get back on their feet—or paws—or stems—again. In addition to avoiding the outright killing of officially listed threatened and endangered species, the Endangered Species Act in its "taking" provisions forbids "harming" or "harassing" them (broadly defined) as well as destruction or adverse modification of their designated habitats. Importantly, the military must take into account such listed species and their critical habitat in planning for its activities. This planning process will involve consultation with certain regulators, and preparation of documents which can determine whether a given proposed military action must be altered, or whether it may even take place at all.

CHAPTER V MISCELLANEOUS PROVISIONS Article 49 Surveys The Director-General of the Environment Agency shall regularly conducts surveys of the conditions of habitation or growth of individuals of species of wild fauna and flora, those of habitats or growing ground and other necessary matters and make use of results of such surveys for the revision or abolition of orders based on this Law, the designation or the nullification of the designation based on this Law and other purposes for just and appropriate implementation of this Law. Article 50 Personnel To Be Engaged in Enforcement 1. The Director-General of the Environment Agency or the Minister of Agriculture, Forestry and Fisheries may delegate Agency or Ministry personnel, of whom those satisfying the requisites prescribed by a Cabinet Order, a part of the authority prescribed by Article 8, Article 11 Paragraph 1 (including the cases where it is applied mutatis mutandis to Paragraph 3 of the same Article), Article 14, Article 18, Article 19 Paragraph 1, Article 35, Article 40 Paragraph 1 or Paragraph 2 or Article 41 Paragraph 1 (only limited to the authority provided for in Article 11 Paragraph 1 applied mutatis mutandis to Paragraph 3 of the same Article, and Article 19 Paragraph 1, as for the Minister of Agriculture, Forestry and Fisheries). 2. The personnel to execute a part of the authority of the Director-General of the Environment Agency or the Minister of Agriculture, Forestry and Fisheries under the provision of the preceding Paragraph (referred to as "the regulatory officials for the conservation of the endangered species of wild fauna and flora" in the following Paragraph) shall, when they execute the authority delegated, carry the certificates indicating their positions and present them to the parties concerned.

UNPA will issue three sheets of 16 stamps, one sheet in each of the three currencies. Four different endangered species will be illustrated on each sheet; hence, 12 species will be covered. The mint stamps will be available in selling units of a full sheet of 16 stamps or a single unit of a se-tenant block of four stamps.
Stamp Specifications
The top and bottom borders of each sheet are illustrated with silhouettes of different endangered species, a border design which is consistent throughout the multi-year series. Each year, the corner illustrations will differ to reflect the endangered species featured on the three different sheets of stamps.
The stamps will be printed against a beige background and the marginal inscriptions will be black.
Sheet Format - Each sheet of 16 stamps will accommodate four different endangered species, each in se-tenant blocks of four.
Sheet Concept - The sheet concept and the border illustrations are the work of Rocco J. Callari, a United Nations staff member.

Mallee worm-lizard - proposed endangered species listing
NSW Scientific Committee - preliminary determination The Scientific Committee, established by the Threatened Species Conservation Act, has made a Preliminary Determination to support a proposal to list the Mallee Worm-lizard Aprasia inaurita Kluge, 1974 as an ENDANGERED SPECIES in Part 1 of Schedule 1 of the Act, and as a consequence, to omit reference to the Mallee Worm Lizard Aprasia inaurita Kluge, 1974 from Schedule 2 (Vulnerable species) of the Act. Listing of endangered species is provided for by Part 2 of the Act. The Scientific Committee has found that: 1. The Mallee Worm-lizard, Aprasia inaurita , is a burrowing legless-lizard that reaches a total length of approximately 20cm. The forelimbs of the Mallee Worm-lizard are entirely absent and vestigial hindlimbs occur as small scaly flaps near the cloacal vent. Individuals are pale olive-brown or grey-brown above, the head and nape are often reddish-brown and the terminal portion of the tail is bright reddish-orange (Cogger 2000). 2. The Mallee Worm-lizard is distributed in a narrow band from south-east Western Australia, through southern South Australia, the north-west corner of Victoria and south-western New South Wales (Cogger 2000). In NSW, the species is known from nine locations in two disjunct areas: seven locations clustered between Balranald and Wentworth, and two records from near Rankin Springs. Three of these locations are in conservation areas, Mallee Cliffs National Park and Gubbata and Pulletop Nature Reserves.
