During the Vietnam War, John Hoagland filed for and received conscientious objector status. Paradoxically, nine years after that war's end, he died in El Salvador by a bullet from a U.S.-made M-60 machine gun. His parents first heard of his death on the radiothey later received their condolences from the State Department.
Hoagland's death was not unexpected since his name was on the death squads' lengthy "hit list." To the embarrassment of officials, his photographs recorded the brutal Salvadoran civil war, which was largely financed by the Unites States. According to Frontline: Our Forgotten War (WNET, New York, 1985), military and economic aid to El Salvador was 3 billion dollars since 1980. Two-thirds of the 750,000 people who fled El Salvador ended up in the U.S.: many were deported back to join the imprisoned or the disappeared. Archbishop Oscar Romero was gunned down in 1980 while conducting mass, and many church workers, mostly Jesuits, were assassinated. Three nuns and one layworker

For many years, repression, torture and murder were carried on in El Salvador by dictators installed and supported by our government, a matter of no interest here. The story was virtually never covered. By the late 1970s, however, the US government began to be concerned about a couple of things.
One was that Somoza, the dictator of Nicaragua, was losing control . The US was losing a major base for its exercise of force in the region. A second danger was even more threatening. In El Salvador in the 1970s, there was a growth of what were called "popular organizations"-peasant associations, cooperatives, unions, Church-based Bible study groups that evolved into self-help groups, etc. That raised the threat of democracy.
In February 1980, the Archbishop of EI Salvador, Oscar Romero, sent a letter to President Carter in which he begged him not to send military aid to the junta that ran the country. He said such aid would be used to "sharpen injustice and repression against the people's organizations" which were struggling "for respect for their most basic human rights" (hardly news to Washington, needless to say).
A few weeks later, Archbishop Romero was assassinated while saying a mass. The neo-Nazi

Israel and El Salvador
From its earliest attempts to establish itself as an arms exporter, Israel had enjoyed the patronage of the military of El Salvador, which ruled that small, densely-populated country on the Pacific side of the Central American isthmus on behalf of a powerful plantation oligarchy.
In 1973 Israel took orders from El Salvador for 18 Dassault Ouragan jet fighter aircraft. Israel had obtained these planes from France for its own use. Refurbished and delivered to El Salvador in 1975, they were the first jet fighters in Central America, representing a significant jump in the level of military sophistication in a region where war had flared between Honduras and El Salvador in 1969.
Other aircraft ordered from Israel by El Salvador in 1973 included six French-made Fouga Magister trainers and 25 Arava short-take-off-and-landing aircraft. The Arava is produced by Israeli Aircraft Industries (IAI) and is advertised for a variety of uses from hauling cargo, to medical evacuation, to transporting troops in counterinsurgency warfare. The Salvadorans also bought a quantity of small arms, ammunition and rocket launchers.
Military links with El Salvador actually began around 1972, when the Israeli Defense Ministry carried out a youth movement development program there. Alongside their arms sales, the Israelis also sent advisers to El Salvador. Former Salvadoran Army Col. and Undersecretary of the Interior Rene Francisco Guerra y Guerra recalled that during the 1970s ANSESAL, the Salvadoran secret police, had security advisers from Israel. According to Guerra, as a low-ranking ANSESAL officer, Roberto D'Aubuisson, who would later rise to prominence as leader of a far-right faction linked to death squads, was a student of the Israeli instructors.

UNDER ARTICLE 44 OF THE CONVENTION Concluding observations of the Committee on the Rights of the Child: El Salvador 1. The Committee considered the initial report of El Salvador (CRC/C/3/Add.9) at its 85th, 86th and 87th meetings (CRC/C/SR.85, 86 and 87), held on 27 and 28 September 1993, and adopted the following concluding observations: Introduction 2. The Committee expresses satisfaction at the State party's early ratification of the Convention and for the timely submission of its initial report. The Committee regrets, however, that substantive and factual information, particularly in reply to the list of issues that was transmitted to the Government of El Salvador well in advance of the Committee's session, could not be provided in time for the consideration of the report. In addition, the Committee notes that the Government of El Salvador had not included in the delegation anyone directly involved in the implementation of the Convention at the national level. At the same time, the Committee takes note of the commitment made by the representative of El Salvador, on behalf of his Government, to provide in writing the substantive information requested by the Committee, even during the present session. Over the course of the twelve-year war in El Salvador the U.S. Government spent over six billion dollars in the name of "protecting democracy." As in Vietnam it was the simplistic domino theory that guided and rationalized U.S. policy. A policy that cared not what the people of either country wanted. The thing that really mattered was that El Salvador (and the rest of the Third World) stay safe for the investments of U.S.-based multi-corporations. In the case of El Salvador over 75,000 people, primarily civilians, were killed; thousands disappeared; hundreds of thousands were forced into exile. Others suffered unimaginable torture. Scars that will never heal. In 1992 a peace treaty was signed between the Farabundo Marti National Liberation Front (FMLN) and the U.S.-backed Salvadoran government. The treaty cut the influence of the Salvadoran military, put the police under civilian control, and established other judicial and electoral reforms. In return the FMLN guerrillas laid down their arms and formed a political party. In their first electoral contest the presidential and general elections in 1994 these former guerrillas established themselves as the country's second political force behind the rightist ARENA party, which continues to represent the wealthy elite. Few had thought, given ARENA'S seemingly unlimited economic resources and access to the media, that the FMLN would get much further than limited representation in the country's legislative assembly and a few mayoral districts.

    Brewing Poverty And Violence In El Salvador
    Mark Engler , a writer based in New York City, is a commentator for Foreign Policy in Focus and for the Global Beat Syndicate In advance of his visits to several Latin American countries, President Bush has focused public attention on U.S. aid to developing countries. As a result, the real purpose of his tour has gone unnoticed. Bush is using his time in Mexico, Peru, and El Salvador to promote neoliberal economic policies that actually serve to exacerbate inequality and undermine democratic institutions in countries throughout the region. El Salvador, in particular, provides a case study in how Bush's version of economic "modernization" has failed the poor. Geography has never been George W.'s strong suit, but one might expect him to try being sensitive to El Salvador's human rights concerns, given that a U.N. Truth Commission blamed the right-wing governments supported by his father for 90 percent of the approximately 80,000 murders committed through the country's civil war. Instead, President Bush's visit falls on the day normally reserved for commemoration of Archbishop Oscar Romero's assassination. The army's death squads gunned down Romero, a stalwart defender of the country's poorest citizens, during a mass on March 24, 1980. Ten years after the signing of the Chapultepec Peace Accords ended more than a decade of bloody conflict, U.S.-supported policies continue to impede progress toward human rights. Rather than atoning for its sponsorship of Cold War crimes, the United States has overseen a type of economic transformation that punishes the same communities most victimized during El Salvador's time of violence. Under the supervision of the IMF and World Bank in Washington, DC, the conservative Salvadoran governments of the 1990s hacked social services and sold off state enterprises in telecommunications and utilities to private interests.

    Lies of Our Times, January 1991 Letter from Lexington Dear LOOT, On December 7, 1990, the Bush administration announced "that it would rush $48.1 million in military aid to the government of El Salvador" (Clifford Krauss, New York Times, December 8, 1990). The aid is largely drawn from 1991 appropriations, which means that Congress may soon be pressured to provide new funding to maintain the projected 1991 level. In the background lies the October 19 congressional vote to withhold 50 percent of planned military aid, in protest against the failure to prosecute those responsible for the assassination of six leading Jesuit intellectuals and two of their employees in November 1989 by a US-trained elite battalion. As the new aid was announced on December 7, the judge closed the investigation into the assassination. Archbishop Arturo Rivera y Damas told reporters that the decision meant that the "masterminds" were now free from punishment ( Boston Globe, December 10, 1990, World Briefs, from Associated Press; ignored in the New York Times The Times report on the accelerated aid is confined to administration propaganda, with no attempt at evaluation. The White House decision is presented as a response to the guerrilla offensive with new and more advanced weapons, which "almost surely come from either Cuba or Nicaragua or both," a state department official says, though "hard evidence" is still lacking; the story, repeated two days later by Lindsey Gruson, has a familiar ring. The "overall picture," the same official adds, "remains one of a movement toward democracy and an end to conflicts," but the Salvadoran rebels "have found it a little difficult to adjust to reality."

    Thousands of Salvadorians protested against government's attempt to privatize the health-care system
    In this tiny Central American Republic, the people is giving another battle against the excesses of globalization. The local authorities had initiated a process, which consists of a gradual privatization of the national health system. As soon as public physicians noticed the intentions of President Francisco Flores, called for a strike that has lasted over four months.
    Despite Government pressures, demonstrators set up a fighting plan to frustrate Flores intentions. The main issue here is that the impoverished population of El Salvador will not be able to afford the costs of a private system. This is the case of Robert Guzman, who is one of those who will be excluded of any kind of social protection if the government wins.
    "The economic program that the US is trying to implement in Central America will impoverish the poor people even more", said Guzman. He joined the "Fifth White March" that overcrowded the wealthy areas of the city asking for a resolution to the conflict.
    To the protest, assisted teachers, students, workers, priests, farmers and congressmen of the "Frente Farabundo Marti para la Liberacion Nacional", the former main guerilla group and today's main opposition party.

Preliminary official figures gave Flores and his Republican National Alliance (ARENA) about 52 percent of the vote in Sunday's election enough to avoid a runoff against the No. 2 finisher, Facundo Guardado of the leftist Farabundo Marti National Liberation Front. In comments to radio stations Monday, Flores promised "to form a Cabinet of the widest range possible," though it was not clear whether that meant members of the leftist opposition would be included.

    ESTIMATED 2000 POPULATION CLIMATE: El Salvador has a tropical climate that is characterized by warm temperatures during the day and cool nights, except for the coastal plain. There are two distinct seasons, a dry season from November to April with light rainfall and a wet season from May to November when heavy rainfall occurs. Rainfall is heaviest along the coast whilst the interior regions remain relatively dry. Average monthly precipitation during the wet season is 260 mm (10 inches). Average temperature ranges in San Salvador are from 22 degrees Celsius (72 degrees Fahrenheit) to 24 degrees Celsius (75 degrees Fahrenheit) all year. PEOPLE: The principal ethnic majority are the Mestizos who are of mixed Spanish and AmerIndian descent and account for 90% of the population. AmerIndians account for 5% while another 5% are Whites mainly Spanish. The two major AmerIndian groups are the Pipil and Lenca.
