    El terremoto del pasado 13 de enero encontró a nuestro país con una grave situación socioeconómica, así como con una confrontativa atmósfera política, la que en las semanas que lo antecedieron se enturbió aún más por los debates y acciones que se generaron en torno a la dolarización, la aprobación del presupuesto nacional de este año y algunos préstamos externos. El terremoto del 13 de febrero viene a complicar aún más este difícil panorama
    nacional.
    En medio de tales dificultades, a pesar de que en un poco más de 3 años hemos padecido las consecuencias del fenómeno El Niño (97/98), Huracán Mitch(98), La Niña(99), las epidemias de Dengue y Rotavirus (2000), y que la vulnerabilidad global se ha profundizado, no hemos sabido recoger las experiencias que nos dejaron esos desastres. Así para el caso, el Gobierno de El Salvador todavía no ha dado cumplimiento a los compromisos que
    en materia de reducción de vulnerabilidades socioambientales, descentralización, transparencia y participación ciudadana contemplaron los llamados Acuerdos de Estocolmo de mayo de 1999. Tampoco se ha sabido hasta ahora dar una respuesta diferente a la problemática generada con el terremoto del 13 de enero. En este sentido queremos unirnos al generalizado clamor ciudadano señalando la forma no concertadora de elaborar y ejecutar las acciones de emergencia, reactivación o desarrollo mostrada hasta el momento por el gobierno.

There is a budding relationship between El Salvador and SJSU upon which INVST can build. INVST has a strong contact on the ground, in the person of Dr. Rafael Ruiz Izaguirre, who is setting up the service sites, accommodations, and guest speakers.
