These funding difficulties often result in tough program and educational choices that limit our students’ educational opportunities and their futures,” Burmaster said. “It is imperative that we take strong action to support and strengthen rural schools and communities to ensure a quality education for every child.” Burmaster said that the work of the Rural Policy Network Forum, held in January, shaped and influenced her policy agenda for rural schools. The “Advancing Rural Wisconsin” initiatives include finance proposals to provide categorical aid for locally determined educational purposes; to double the state statutory reimbursement rates for pupil transportation to reflect the increased costs of transporting students in all districts throughout the state; and to make the current 75 percent declining enrollment hold harmless exemption for revenue limit purposes a recurring exemption, thereby cushioning the impact of declining enrollment on small schools.

National Day of Mourning OLYMPIA – June 7, 2004 – This morning the Office of Superintendent of Public Instruction received word that President Bush directed the lowering of flags to half-staff for 30 days in memory of former President Ronald Reagan. In addition, the President also proclaimed Friday, June 11 to be a National Day of Mourning, and directed that all federal offices be closed on Friday as well. Governor Gary Locke this morning determined that Friday, June 11 will not be a state holiday, as extending a holiday to all state workers would require action by the legislature. State employees may choose to pay their respects in the manner that best suits their needs. Annual leave may be taken if approved by a supervisor. Given the governor’s decision, OSPI recommends that schools remain open as scheduled on Friday, June 11 and flags be lowered until July 6.
