An Open Letter to the European Parliament Concerning the Proposed Directive on the Patentability of Computer-Implemented Inventions The undersigned economists have grave concerns about the proposed Directive on the Patentability of Computer-Implemented Inventions that has emerged from the JURI committee of the European Parliament and that has been tabled for vote on 1 September 2003. While clothed as an administrative clarification, the proposed Directive will provide opportunities and incentives for the construction of extensive portfolios of software patents. The exploitation of these portfolios will have serious detrimental effects on European innovation, growth, and competitiveness. Unlike most complex technologies, the opportunity to develop software is open to small companies, and even to individuals. Software patents damage innovation by raising costs and uncertainties in assembling the many components needed for complex computer programs and constraining the speed and effectiveness of innovation. These risks and liabilities are particularly burdensome for small and medium sized enterprises, which play a central role in software innovation in Europe as well as North America.

Everything’s Coming Up Roses
by Julian L. Simon Julian L. Simon teaches business at the University of Maryland and is a senior fellow at the Cato Institute. Bash the economists and save the environment, environmental activists proclaim. The February issue of Wired magazine, for example, has an article headlined, "Futurist Hazel Henderson has a modest proposal: Abolish economics and make way for the economy of abundance." Why the war on economics? The essence of economics is that you can't have your cake and eat it, too. So economics gets in the way of many government programs that environmental activists favor. And that's why they seek to discredit economics. The special target of the anti-economists is population growth. Activist Stephanie Mills says that "an impediment to perceiving and acting on overpopulation has been conventional economics . . . a form of brain damage." And biologist Paul Ehrlich laments the "blunders" that economists "commit when they attempt to deal with problems of population, resources and environment."

Economists see U.S. recession
November 14, 2001 Posted: 1733 GMT NEW YORK (CNN/Money) The United States is teetering on the edge of a recession in the wake of the Sept. 11 terror attacks, according to recent reports by two separate research groups, but aggressive action by the Federal Reserve will likely make it short and relatively painless. Ninety percent of the 33 members of the National Association for Business Economics, surveyed in November, said the terror attacks would trigger a recession, commonly defined as two straight quarters of shrinking gross domestic product (GDP). GDP shrank at a 0.4-percent annual rate in the third quarter, and most NABE members expect it to shrink at a 2.0-percent rate in the fourth quarter. But 82 percent of the economists surveyed expected a return to positive GDP growth in the first half of 2002.

I believe that even Adam Smith would enjoy these jokes. US consumers have so far helped stave off recession
With American people still coming to terms with Tuesday's attacks, many are now expected to be far more cautious about spending their money. So far, the US - and world - economy has managed to escape recession, largely thanks to consumer confidence. But even before the attacks, confidence was already sharply on the wane. And as many businesses and shopping districts shut down across on Tuesday, some economists fear that increased consumer caution could drag the economy into recession.
