An Electronic Journal of the U.S. Department of State, Vol. 7, No. 1, January 2002 Welcome Contents (Download Adobe Acrobat version zipped ASCII version TRADE IN THE POST-DOHA GLOBAL ECONOMY A new global round of trade negotiations, dubbed the "Doha Development Agenda" by trade ministers representing the member countries of the World Trade Organization, has the potential to make life better for people in more than 140 participating WTO nations, especially developing countries. The negotiations, which start in January 2002 and are scheduled to end in 2005, promise to open markets on a broad range of goods and services of crucial interest to developing countries, especially agriculture. Wealthier countries also have pledged to assist developing countries build capacity to participate in trade negotiations and implement commitments they make in these agreements. Participation by new WTO entrants China and Taiwan is certain to change the dynamics of the negotiations. Opening its markets further to trade should bolster China's massive structural economic reforms. Meanwhile, members from both major political parties of the U.S. Congress have promised to monitor every step in the WTO negotiations.

    "What kind of society do we want? 'Let the free market decide!' is the often-heard response. That response, a prominent capitalist argues, undermines the very values on which open and democratic societies depend."
    L ET me start with the obvious. We do live in a global economy. But it is important to be clear about what we mean by that. A global economy is characterized not only by the free movement of goods and services but, more important, by the free movement of ideas and of capital. This applies to direct investments and to financial transactions. Though both have been gaining in importance since the end of the Second World War, the globalization of financial markets in particular has accelerated in recent years to the point where movements in exchange rates, interest rates, and stock prices in various countries are intimately interconnected. In this respect the character of the financial markets has changed out of all recognition during the forty years that I have been involved in them. So the global economy should really be thought of as the global capitalist system.
    Global integration has brought tremendous benefits: the benefits of the international division of labor, which are so clearly proved by the theory of comparative advantage; dynamic benefits such as economies of scale and the rapid spread of innovations from one country to another, which are less easy to demonstrate by static equilibrium theory; and such equally important noneconomic benefits as the freedom of choice associated with the international movement of goods, capital, and people, and the freedom of thought associated with the international movement of ideas.

    The Project on Global Economic Liberty was established as socialism and central planning were collapsing worldwide.     The traditional view of the global warming debate usually pits big businesses and environmental action groups against one another. Now, in a surprising move, fossil fuel producer British Petroleum has made a statement that the time has come to act, and has joined forces with the Environmental Defense Fund to study practical ways to reduce greenhouse gas emissions. Delegates are meeting in Bonn this week to continue negotiations on reducing greenhouse gases as part of the five-year old treaty on global warming. More action on all fronts is expected by December, when the negotiations will conclude in Kyoto, Japan. But where does industry fit into the picture? Should we impose mandatory controls on emissions, or is that task best left to voluntary guidelines? And can U.S. industries survive the hardships that tougher environmental controls might bring? Plus... Two months ago, we told you about a new strain of bacteria that had surfaced in Japan with a resistance to vancomycin, one of the medical community's last lines of defense against other types of drug-resistant bacteria. Now, a group of researchers at Yale University has come up with a method that offers hope of a new way of dealing with resistant strains.
