Abstract
In 1975, approximately two years after Augusto Pinochet rose to power in Chile, a group of economists trained or influenced by the University of Chicago and known as the "Chicago Boys" consolidated control of economic policy. They ideologically imposed neo-liberal, neo-classical free market economic theory and achieved results that have been termed a "miracle." The tenure of the Chicago Boys, however, was characterized by swings from depression-like lows to highs following rapid periods of growth. Many, including President George Bush and the New York Times , have chosen to stress the periods of growth and the ensuing highs and to endorse the achievement of the Chicago Boys. Analysis of the entire period of the influence of the Chicago Boys, even including the last segment of more pragmatic adaptations of neo-liberal ideas, shows that the boom periods barely made up for the periods of bust. Little real growth occurred and was accompanied by a massive increase in foreign debt. Societal changes also resulted from these policies. Unemployment increased dramatically, the index of real wages decreased, and health care suffered. Snapshots of periods of growth in Chile under the influence of the Chicago Boys may have appeared miraculous, but the complete picture is hardly that dramatic. Although arguably the Chilean experiment of the Chicago Boys represents the failure of neo-liberal, free market theories, this thesis concludes that the bigger, and more important failure, was the dogmatic, inflexible adherence to an economic ideology.
