Erosion, landslides, and floods have occurred for millennia along the coast of Cascadia and continue to shape the shoreline today. Although these geologic processes only affect a narrow band of coastline, it is the same narrow band in which increasing numbers of people live, work, and play. High cliffs and coastal bluffs, small estuary floodplains, and exposed beaches, when combined with severe Pacific storms and periodic earthquakes, form a natural setting for geologic hazards in the Northwest. Storms and waves erode beaches, redistribute sediment, and undermine bluffs. Heavy rainstorms weaken slopes and send torrents down coastal watersheds. Earthquakes trigger landslides and tsunamis and may lead to significant changes in coastal elevations. Rapid population growth in the region has greatly increased development pressure in coastal areas. Rising real estate values and greater affluence have increased the numbers of expensive homes along the region's shorelines. Tourism brings more people and more demand for high density development and for amenities, while at the same time placing a premium on natural shorelines, beach access, and on recreational experiences. Increasing investment in hazardous shoreline areas leads to greater losses when disaster strikes, more elaborate and expensive efforts to reduce risks, and more pressure on politicians to respond to short-term crises.

    the Potential Consequences of Climate Variability and Change
    The first workshop of the water resources sector was held from September 14-16, 1998, in West Palm Beach, Florida. The workshop summarized and prioritized water resources issues from the regions and other sectors in the assessment. Regional issues identified at the workshop included: Central Great Plains: The Central Great Plains rely on water imported to the region. The main transbasin water diversions are the tunnels drilled through the Rockies to bring supplies of water from the Colorado River to the Great Plains. Irrigated agriculture is a main end use in this region, and this demand is increasing (although there are some shifts underway from agriculture to urban development). The biggest regional issue is the lack of surplus capacity in regional water supplies. For example, water from the Arkansas River serves multiple uses as it passes through the different states. The resulting conflicts over allocation of limited groundwater and surface water supplies have led to a number of lawsuits in the region.

    Action : Proposed Penalty Assessment under the Clean Water Act
    Description of Violation and Relief Sought : Pursuant to Section 309(g)(4) of the Clean Water Act (Act), the Environmental Protection Agency, Region 10 (EPA) is providing public notice of the proposed penalty described below. In order to provide opportunity for public comment, EPA will not issue an order assessing a civil penalty in this matter prior to 40 days after publication of this notice.
    EPA has commenced an administrative penalty action against Colleen Tillion, Rick Richards, and Patricia G. Richards (Respondents) for Clean Water Act violations occurring north of Ninilchik, Kenai Peninsula Borough, Alaska. The complaint alleges that the Respondents violated Section 301(a) of the Act from May 1999 to the present as a result of the unlawful discharge of dredged and fill material into wetlands adjacent to Stariski Creek, a tributary to Cook Inlet, which is subject to the ebb and flow of the tide. These unlawful discharges were the result of various ditching and sidecasting activities and construction of a driveway, road and house pads. The discharges of dredged and fill material were not authorized by any permit issued pursuant to the Clean Water Act. EPA is proposing the assessment of a civil penalty not to exceed $37,500.

    Schoolyard Ecology Program in Latin America
    The new initiative of the Latin America Program is to support the consolidation and expansion of the Schoolyard Ecology Program in Latin America and the Caribbean. The goal of this initiative is to create a culture of conservation and to make conservation understandable to schoolteachers, children and their parents in local communities. We are focused on building a group of local environmental leaders composed of highly motivated scientists and schoolteachers. They will be provided with the basic methodology to teach environmental education in an appropriate educational context of local and regional issues. Our purpose will be achieved by designing training workshops, creating environmental education materials and building a communications network. One of the biggest challenges to conservation is to actively involve local communities in conservation attitudes that point at a sustainable use of biological resources. Without their active participation, conservation solutions will face a perilous future. During the past decade, concern for environmental issues in Latin America has greatly increased, and many new institutions and policies have been put in place. The recent incorporation of environmental education in the formal curriculum of many South American nations will greatly contribute to the effort of getting local people involved. The Schoolyard Ecology also addresses the rising evidence that direct personal experience, particularly during childhood, is the single most important indicator of the formation of environmental attitudes. Underestimating the importance of this education stage can seriously affect the chances of ever achieving a community for environmental action.

    Schoolyard Ecology
    is an education initiative devoted to make ecology and conservation science accessible to schoolteachers, children and parents through first-hand experience of local ecological processes and human effects on the environment. The Schoolyard Ecology consists of a combination of training workshops, educational materials, and a communications network to provide guidance to all participants. The program is designed to create a collaborative team of ecologists and teachers to explore ways in which they can take advantage of their most immediate environment - the schoolyard - in order to teach the fundamentals of scientific inquiry. The Program encourage children and teachers to ask questions about the local environment and after research and conscientious analysis, to apply this knowledge to diverse situations. Schoolyard Ecology demystifies ecology, natural sciences and scientific thinking for elementary school teachers by providing approaches that are locally relevant, challenging, fun, and fully integrated into school curriculum.

    TITLE: Ecology of Western River Reservoirs SUBMITTING BUREAU: Bureau of Reclamation Originating Office: Technical Service Center DATE SUBMITTED: April 29, 1998 BIN NUMBER: BOR01CR99 BRD REGION: Central and Western Objectives/Questions: The objective of this effort is to select some key reservoirs and reservoir systems to investigate where there would be maximum opportunity to transpose knowledge. Some effort in this regard has been underway by cooperative scientists from the Midwest Ecological Science Center (MESC) in Fort Collins, CO, and the Bureau of Reclamation. There needs to be a more intensive effort by qualified limnologists and scientists in order to answer the questions outlined above. MANAGEMENT PROBLEM WITH NEED: Besides the management issues described in the above section, there are natural resource issues which need to be addressed. Reservoirs are habitat to both native and non-native species, especially certain fish species. In some case they serve as refugia for remaining populations of threatened or endangered species. Two examples are the listed razorback sucker in Lakes Powell, Mead, Mohave, and Havasu on the lower Colorado River; and the soon to be listed bull trout in reservoirs of Reclamation projects in both Oregon and Washington. In most cases there is little understanding of the basic ecology of these aquatic habitats. Therefore management decisions both by water operations personnel and by natural resource managers are often difficult. As stated above, the National Park Service has already identified this need for one unit (LMNRA) through its Vital Signs process.

    Introduction
    Many societies today have technological capabilities undreamed of in centuries past. Their citizens have such a global command of resources that even foods flown in fresh from all over the planet are taken for granted, and daily menus are decoupled from the limitations of regional growing seasons and soils. These developments have focused so much attention upon human-engineered and exotic sources of fulfillment that they divert attention from the local biological underpinnings that remain essential to economic prosperity and other aspects of our well-being. These biological underpinnings are encompassed in the phrase ecosystem services, which refers to a wide range of conditions and processes through which natural ecosystems, and the species that are part of them, help sustain and fulfill human life. These services maintain biodiversity and the production of ecosystem goods, such as seafood, wild game, forage, timber, biomass fuels, natural fibers, and many, pharmaceuticals, industrial products, and their precursors. The harvest and trade of these goods represent important and familiar parts of the human economy. In addition to the production of goods, ecosystem services support life through (Holdren and Ehrlich I 974; Ehrlich and Ehrlich I 98 1):
