    It wastes money and hurts the poor
    by Robert Worth If you've ever wondered what the words "special education" mean, consider Saundra Lemons. A tall, gangly 19 year-old senior in a Washington D.C. public high school, she is quiet and attentive. Like the vast majority of children in special ed, she's not blind or deaf or confined to a wheelchair; instead, she has had trouble learning to read. If dollars were education, Saundra would be in fine shape. D.C. pours almost a third of its total education budget into the 10 percent of its students who are special ed. In theoryor rather, in wealthy school districtsthis money buys kids like Saundra all kinds of assistance: special tutoring sessions, a modified curriculum, specially trained therapists and consultants, even untimed tests. But Saundra wasn't born in a wealthy suburb. So when she started having trouble in first grade, she was placedlike many kids in D.C.into a dead-end classroom where she learned nothing. In her case, it was a class for the mentally retarded. It took six years for a teacher to notice that Saundra wasn't retarded at all. Now she's catching up, but probably not fast enough to attend college next year. "You can never make up for that lost time," says one social worker who has helped Saundra.

Greene The education establishment claims that a burgeoning population of special-ed students is overwhelming the public schools, draining needed resources from the general education budget. The answer to the crisis, educrats argue, is to boost the federal special-ed subsidy—and, they add, with the law governing special education, the Individuals with Disabilities Education Act (IDEA), coming up for congressional renewal, now’s the perfect time to do it. But the growing special-ed population is an artificial problem, largely of the schools’ own making. Virtually all of the 41 percent growth in the special-ed population since IDEA began has been in a single category: “specific learning disabilities,” like dyslexia and other relatively mild reading and math difficulties. Since 1976, the percentage of these learning-disabled kids out of the total student population has risen from 1.8 percent to 6 percent. Some advocates claim that better medical care, by allowing more premature babies burdened with assorted mental and physical ailments to survive, is behind this big increase. If this were true, though, you’d also see a higher percentage of other disabilities associated with premature birth, such as mental retardation and cerebral palsy, among students. Yet kids with disabilities other than the “specific learning” kind have actually declined as a percentage of the student population since the mid-seventies, probably because of improved medical technology and public-health measures such as containing or removing lead paint.

    Many of us supplement our diet with vitamins - vitamin A, vitamin C or a multivitamin. In the same way, we need to supplement our child's schooling with coping strategies. I'm talking about a modified homework plan, modified reading assignments, closed-caption viewing on TV sets, a Special-Ed tutor who can relate to your child, or just using past school experiences, as a dyslexic student, to better understand a child's frustrations. Strategies come in different formats and for different reasons. Each grade, teacher, course, semester pose new challenges. What worked well last semester might need modifying this semester. Flexibility is the name of the game. Overall, parents say they need most help for homework strategies, followed by technology tips, Learning Resource specialists and Special-Ed tutors. Let's look initially at interviews where parents are considering, a school for dyslexia or homeschooling as an alternative to traditional mainstream schooling. This usually happens with elementary-school parents. As you've seen from their stories, it takes courage, uncertainty and a lot of "agonizing" to move out of the mainstream. But, if long-term benefits are there, whatever the risk, these parents feel that going out of the mainstream is their optimum choice.
