The Medicaid/CHIP Pharmacy Contracting Process
Application From this web site you can download the pharmacy application for participation in the Texas Health and Human Services Commission Medicaid Vendor Drug Program (VDP), along with provider agreements for the Children's Health Insurance Program (CHIP) , the Texas Department of Health’s Kidney Health Care (KHC) and the Children with Special Health Care Needs Services (CSHCN). The Vendor Drug Program is required to pay pharmacies using direct deposit. A link is provided below for the Direct Deposit Authorization form. The Application for Payee Identification Number is also required. As we are unable to accept applications electronically, the entire application should be completed and mailed to the address below. The application does not authorize participation and creates no obligation on the part of VDP, CHIP, KHC or CSHCN. Coverage of claims or payment cannot be guaranteed until completion of a fully executed contract, indicating the pharmacy meets the VDP's standards for participation. If you are interested in participating in the CHIP, KHC and CSHCN programs, please complete and return the two agreements with your Vendor Drug application. The Rational Drug Prescribing Training Project is a train-the-trainers initiative that has been running since January 1996. It aims to encourage all prescribers at primary care level, be they nurses, pharmacists or doctors, to prescribe and dispense medicines in a safe, efficient and cost effective manner. Prospective Longitudinal Study on Health and Pregnancy

This longitudinal prospective study evaluates the effects of alcohol, nicotine, drugs, and other prenatal factors that can affect children's health and development. The basic hypothesis for the study is that prenatal alcohol exposure exerts an enduring dose-dependent influence on offspring health and development across the life span. This study has far-reaching public health implications. Alcohol remains the teratogenic drug most frequently ingested during pregnancy. Data from this study led to an estimated incidence rate of Fetal Alcohol Syndrome (FAS) and Alcohol Related Neurobehavioral Disorder (ARND) combined of nearly 1 per 100 births. Recent work has demonstrated that prenatal exposure to alcohol is significantly associated with alcohol problems in young adults. Unfortunately, alcohol-affected infants, children and adults are often denied needed services when they lack the characteristic FAS face and/or mental retardation as defined by a standardized IQ score of less than 70. It is essential that the long-term adult consequences of these birth defects be understood and that markers of clinically affected individuals be identified to support appropriate diagnosis and intervention.

was a tremendous success, with hundreds of prevention providers from every corner of Virginia and our partners in prevention at the state, local and federal levels well represented. More than 20 representatives from KIDsafe Virginia partner agencies and corporations were personally thanked by Governor Warner and Secretary of Public Safety John W. Marshall. The day's program included professional workshops, networking, keynote remarks by Secretary of Health and Human Services Jane H. Woods and by Rose Kittrell of the federal Center for Substance Abuse Prevention. HARRISBURG, Pa. (AP) - A complex federal Medicare prescription drug bill currently under construction in Congress could either expand Pennsylvania's existing drug plan for low-income seniors or prompt a radical overhaul. Pennsylvania's two Republican U.S. senators have cast conflicting votes on the subject, while uncertainty over the bill's future is holding up a separate bill in the state legislature to expand the state's drug plan to cover more low-income seniors. One question that could affect the 224,000 Pennsylvanians currently in the state plan_ it comprises the Pharmaceutical Assistance Contract for the Elderly and a companion program called PACENET — is whether a federal money will complement the existing state program, or whether state money will complement a new federal program. The $400 million currently spent on PACE and PACENET could be used instead to "wrap around" and fill holes in a new federal drug program that replaces it. Or, if the state program remains intact, Pennsylvania could use a federal subsidy to expand the income limits to allow more people into the program. A joint congressional committee is trying to work out differences between House and Senate bills that passed last month. Both would create broad Medicare prescription drug plans on top of privately managed health-care plans, but it's anyone's guess how a unified bill will look if and when it emerges.

Future of State Discount Drug Program in Doubt By Phyllis Griffin Epps On January 23, 2003, the United States Supreme Court heard arguments regarding the legality of a Medicaid demonstration project that would require pharmaceutical manufacturers to extend existing rebate agreements to include drugs purchased for low-income persons not eligible for traditional Medicaid coverage in Maine. Pharmaceutical Research and Manufacturers of America v. Concannon , 249 F. 3d 66 (1st Cir. 2001). The outcome of this case may well determine the future of initiatives to minimize the costs of prescription drugs for low-income residents in several states. The Social Security Act provides that states can develop Medicaid “pilot” or “demonstration” projects that implement new ways of providing health care to low-income citizens. If such a project “assist[s] in promoting the objectives” of the Medicaid system, 42 U.S.C. s 1315(a) (2000), the Secretary of the U.S. Department of Health and Human Services (HHS) may choose to issue a “waiver” exempting that project from certain federal requirements applicable to conventional Medicaid programs. Id ., sec. 1315(a)(1).

DTSC: Site Cleanup Clandestine Drug Lab Remediation Program ERP Home Off Highway Removals Drug Lab Removals HazMat Links DTSC's Emergency Response and Special Projects Branch has a Clandestine Drug Lab Remediation Program to address the issues and concerns associated with assessing and cleaning up former methamphetamine laboratory sites. This program complements DTSC's Clandestine Drug Lab Removal Program, which is responsible for the emergency removal of bulk chemicals, contaminated paraphernalia, and other gross contamination associated with illegal drug labs. The Clandestine Drug Lab Remediation Program's goal is to protect public health and the environment from the chemical dangers posed by former methamphetamine laboratories by:
  • Providing local health officials with scientifically valid drug lab assessment and remediation protocols Establishing health-based action levels for key contaminants of concern Providing property owners and renters with information on the dangers posed by clandestine drug labs Providing law enforcement with toxicological and exposure information on the chemicals commonly found at methamphetamine laboratories
Summary of the 2002-2003 Clandestine Drug Laboratory Remediation Survey DTSC will strive to reach these goals through short and long-term objectives. Information related to each of these goals will be provided as periodic updates. Methamphetamine investigation and remediation guidance documents will be available to the public once scientifically validated protocols are identified.

TAFT ANNOUNCES STRONGER DRUG FREE WORKPLACE POLICY FOR STATE CONSTRUCTION PROJECTS
COLUMBUS (September 20, 2002)-Governor Bob Taft today signed an Executive Order implementing a stronger drug free workplace policy for state construction projects. Contractors and subcontractors will be required to enroll in the Ohio Bureau of Workers' Compensation's Drug-Free Workplace Program and to remain a member in good standing in order to be eligible for construction projects administered by the state. "We can't allow workers to put themselves and others at risk of being seriously injured or killed because of drug use on state construction projects," Taft said. National statistics show 33 percent of all workplace deaths have some link to drug or alcohol use. A recent Cornell University Study of drug use in the construction industry found 71 companies reduced injury rates by an average of 51 percent within two years of implementing a drug-testing program compared to a 14 percent reduction at companies without programs in the same period. The policy will be phased in to allow contractors time to get programs in place and fully functioning by July 1, 2003. As of January 2003, contractors may submit bids without previously being enrolled in a drug free workplace program. However, they must enroll in a program certified by the Ohio Bureau of Workers' Compensation within ten days of the bid opening. The Bureau, the Ohio Department of Administrative Services and the Ohio Department of Transportation will jointly administer the policy. State government is the leading source of construction spending in Ohio.

Commission on Alcohol and Drug Education
The Commission manages two Alcohol and Drug Education Programs, at the national and regional levels.
National Program
In its local efforts over the past few years, the Commission has been focusing ever more strongly on the establishing and supporting of therapy and education programs for violence offenders. On February 15 th we organized a Roundtable against Violence attended by specialists operating programs of preventive measures against criminal and domestic violence, or preparing for such programs to be launched. The group of over forty participants included employees of penitentiary institutions, and representatives of non-governmental organizations, social welfare institutions and local governments from all over Poland. The discussions focused on programs aimed at unlearning aggressive behavior and violence both of prison convicts, and of those who could be helped to change their behavior patterns before they are jailed (such programs are under way already in a number of prisons, for example in Olsztyn, Barczewo, Kielce, Wroc³aw, and Suwa³ki). Furthermore, former achievements and future plans for the Unlearning Violence experimental program were presented, the latter in progress since the fall of 2000 at the Radom Jail. The
