Drug Programs Bureau - Current Projects The Families and Carers Training (FACT) Project The Families and Carers Training (FACT) Project was established under the National Illicit Drugs Strategy (NIDS) and aims to equip families and carers of drug users with simple information and education on drug and alcohol issues, treatment options and skills in self care. This involves the development of resources that will be delivered to families and carers through generalist frontline workers (that is non-drug and alcohol specialists) across NSW. Preliminary research has been undertaken to inform the development of these resources. This includes a survey of existing programs and services for families and carers in NSW and some focus testing of the needs of families and carers (click on the link below to access the findings of this research). The project has now moved into the development and implementation stage. These findings will be drawn upon to inform the design and development of information and education resources.     As of May 2004 at least 39 states have established or authorized some type of program to provide pharmaceutical coverage or assistance, primarily to low-income elderly or persons with disabilities who do not qualify for Medicaid. Most programs utilize state funds to subsidize a portion of the costs, usually for a defined population that meets enrollment criteria, but others use discounts or bulk purchasing approaches. GROWING NUMBERS:
    • 36 states have enacted laws to create programs; three others are by executive branch action only. 30 states have programs now in operation ; in addition, Arkansas, Hawaii, Louisiana, Montana, New Mexico, South Dakota, Tennessee, Texas and Washington have enacted laws that are not yet in operation.

Project description
  • Under the supervision of a Children's Court Magistrate, Youth Drug Court participants undertake a six month program plan based on an intensive multi-disciplinary assessment.
Rationale/Need
  • Young people with drug use problems coming before the juvenile justice system have multiple needs. Existing programs have been unable to adequately address these needs. A multidisciplinary approach is likely to achieve better outcomes.
Intended outcomes
  • To help young offenders overcome their drug dependence and end their associated criminal behaviour through court enforced and supervised treatment programs.
Development/Implementation
  • Services offered to the young offenders in this program are delivered through a partnership between the Departments of Health, Education and Training, Juvenile Justice and Community Services. This program involves a wide variety of government and non-government services, with brokerage funding available to purchase specialist services as required. New detoxification and stabilisation services are being established under the program. Temporary facilities are being utilised with a number of service providers while permanent premises are established.

Because the Native Hawaiian Set aside monies provided through the U.S. Department of Education are targeted for Native Hawaiians, the Kamehameha Schools receives a number of direct services provided by the program. Though it's flagship campus is located atop KapŠlama Heights, KS/SDFP partners with many of the KS programs located across the state to provide prevention education for youth from pre-school through secondary school. These services include: training for faculty, staff, parents, and students; resources for curricula and educational materials; awareness campaigns; and sponsoring special grade level prevention education projects. In addition, the SDFP works closely with KS's Neighbor Island Regional Resource Centers in various capacities on the islands of Kaua i, Moloka i and Hawai i. Below is an example of one grade-level project supported by the program.
  • Kamehameha Middle School Peer Mediation Program
    The Safe and Drug Free Program provides ongoing support to the Kamehameha Middle School's Hulialana Peer Mediation program. This program, founded in 1995, works with 15-18 eighth grade students as peer mediators each year. All student mediators are chosen because of their leadership ability and potential to impact large numbers of peers.     Anti-Drug Program
    DHCR recognizes that the presence of drug abuse, violence and crime in many communities throughout the State presents a serious threat to the housing under its supervision and to the safety of its residents. The agency supervises 224 moderate-income Mitchell-Lama housing developments (containing nearly 92,500 apartments) and 74 public housing projects (with more than 20,000 apartments). One of the first anti-drug initiatives DHCR undertook was to amend the State's housing regulations. Rules governing Mitchell-Lama housing (9 NYCRR, Sec. 1727-5.3) were amended in 1989 to expedite the eviction of tenants involved with illegal drugs. This change eliminated the requirement for DHCR to hold an administrative hearing before a housing company could initiate an eviction proceeding in court, if it was based on drug-related grounds. Also, leases for these apartments were rewritten to clearly prohibit the possession or sale of illegal drugs and possession of illegal weapons. On May 23, 1989, New York became the first state to receive a waiver of the grievance procedure in Federally-subsidized public housing from HUD. This enabled drug-related evictions to be initiated directly in court by the housing authority, without a prior hearing. Accordingly, DHCR amended the regulations governing evictions in State-supervised public housing to eliminate the board of review hearing prior to proceeding in court for evictions in cases involving illegal drugs or weapons (NYCRR, Sec. 1627-7.3). These State regulations were written to clearly set standards of conduct for tenants; illegal drugs or weapons became grounds for either denial for admission into, or eviction from, public housing.

      For two years this has been a site for a KS/SDFP summer program where fourth and fifth grade students participated in E Ola Pono . Lessons covered substance abuse and violence prevention in the context of Hawaiian values. The curriculum was supplemented with guest speakers and educational learning trips to culturally and historically significant sites. Two prevention/education workshops were also conducted at the Kamehameha Schools' East Hawai i campus for parents of the participants.
    • During the regular school year, several important staff involved in the partnership received scholarships to attend prevention training on O ahu. These training opportunities have helped to develop specific prevention education skills in the areas of substance abuse and violence.

    Kamehameha Schools' Health and Wellness Family Education (KS/HWFE) is committed to working in collaboration with others in reducing substance abuse and violence by Native Hawaiian youth. The success of the many programs and projects funded by the KS/HWFE is largely due to the quality of its many partnerships statewide. The KS/HWFE has designed its programs and projects according to six research-based prevention/education strategies developed by the Substance Abuse and Mental Health Services Administration's (an agency of the U.S. Department of Health and Human Services) Center for Substance Abuse Prevention (CSAP). These are:
  • Information and Dissemination . Culturally appropriate violence and substance abuse prevention materials are developed and disseminated to schools and communities throughout the state.
  • Education . Activities range from implementing curricula, after school programs, and family-based retreats to providing classroom presentations and workshops.
  • Alternative Activities . Development of safe and drug free activities and youth leadership programs.
  • Problem Identification . Resource and referral services for Native Hawaiian students and families.
  • School/Community-Based Processes and Approaches . Needs assessment and agency collaboration activities in selected communities and schools throughout the state.
  • Environmental . Activities range from providing technical assistance to schools and communities on social impact issues to reviewing policies and legislation as they relate to Native Hawaiians and substance abuse and violence prevention.

    • Hui M lama O Ke Kai - After School and Summer Program in Waim nalo
      Through a partnership with Hui M lama O ke Kai (HMK), program staff service high-risk fifth through seventh grade students from the Waim nalo community. HMK is a program for Waim nalo youth that promotes Hawaiian culture, and emphasizes academic tutoring and violence prevention lessons. The program also uses ocean-related activities like surfing, fishing, and canoe paddling as fun, safe and drug free alternatives. Although school counselors have already reported improved student behavior, data continues to be collected on the participants' pre/post test differences, GPA, attendance, and counselor referrals.
    • Waim nalo Complex and Kailua High School
      KS/HWFEP sponsors training in anger management, counseling, and violence prevention education for individuals who service Waim nalo Elementary/Intermediate and Kailua High School. This design has encouraged both schools to improve the safe and drug free continuum of care as students transition from one school to the other.
