The Kansas Alcohol and Drug Service Providers Association is on the move! Our efforts during the 2001 legislative session led to the first significant increase in state support for community substance abuse services in the last decade. We are now recognized as a key partner by the Department of SRS, the Office of the Governor, and the State Legislature in making public policy decisions related to dealing with the problem of substance abuse in Kansas.

WHAT HAS BEEN HAPPENING WITH KADSPA?
1. KADSPA has established a collaborative relationship with the State Insurance Commissioner. Protocols for reimbursement issues are becoming a reality for KADSPA members.
2. KADSPA has restructured the membership dues to encourage ALL licensed providers to join and appreciate the benefits of being members. All members receive the same benefits and the same status.
3. KADSPA has employed a full-time professional lobbyist, Mr. Dan Hermes. As a result, KADSPA has experienced an increase in awareness of legislative and state agency issues which involve and influence our profession. KADSPA’s ability to impact these areas has increased due to the employment and utilization of a professional lobbyist.

Advice Q. Our daughter is going off to college in the fall. She's a great kid - a good student who doesn't drink or use drugs. I'm worried about all the drinking on college campuses but my husband thinks my worries are groundless because she doesn't drink. Am I just a nervous mother? A. First, congratulations on raising a drug-free kid! She sounds terrific and you'll both miss her when she goes away to school. Sadly, young men and women who do not drink can still be affected by other students who drink heavily. A recent survey showed that about two-thirds of students are affected by binge drinking by other students. Your daughter can stay safe and healthy if she's aware of the dangers. Counsel her to travel the campus in groups especially at night. Be sure she knows to keep her door locked at all times. She should be sure one or more of her friends knows her class schedule and she should share her friends' names and numbers with you. She should be sure that her roommate or a good friend knows her social plans. All this is common sense and she's already proven that she has lots of that!

New Treatment Helps Some, But Cure Remains Elusive by John Henkel Elaine Moreland knew she wasn't imagining the symptoms. Fatigue, migraines, nausea, memory loss, anxiety, and dizziness all were wreaking havoc in her life. Yet doctor after doctor could find nothing wrong with her. Some said she was depressed. Others blamed hypochondria. Finally, in 1992, after suffering for several years, she went to another doctor in tears. "I told him that I was not leaving his office until he found something, she says. Through extensive testing, he did. Moreland, then 32, had hepatitis C. The nation's most common blood-borne infection, hepatitis C is estimated to affect some 4 million Americans in its chronic form. Eventually, as many as 70 percent of them will develop liver disease, according to the national Centers for Disease Control and Prevention. In congressional testimony last year, former Surgeon General C. Everett Koop, M.D., called hepatitis C "a disease these millions will carry for a decade or morepossibly spreading to otherswhile it develops into a serious threat to their health." Hepatitis C is one of five currently identified viruseshepatitis A, B, C, D, and Eall of which can attack and damage the liver. Widely viewed as one of the most serious of the five, the hepatitis C virus (HCV) is spread primarily through contact with infected blood and can cause cirrhosis (irreversible and potentially fatal liver scarring), liver cancer, or liver failure. Hepatitis C is the major reason for liver transplants in the United States, accounting for 1,000 of the procedures annually. The disease is responsible for between 8,000 and 10,000 deaths yearly.

"Community Indicators of Alcohol and Drug Abuse Risk" County Prevention Profiles have been updated for 2004. This report compiles data on 26 community indicators, including measures of risk factors associated with alcohol and other drug use, measures of overall substance use prevalance, and measures of the consequences associated with problem use. Its purpose is to provide relevant information to facilitate county planning and monitoring of prevention outcomes.
