What is Drug Prevention? Today's young people want and need fun, challenging ways to spend their free time. And they need positive, successful role models who care, who listen, who can help them recognize and build their own strengths. In fact, when kids enjoy a regular, positive activity with an adult over the course of a year they are 46% less likely to begin using drugs, 27% less likely to begin using alcohol and 52% less likely to skip school. They're more likely to improve academic performance, develop better problem-solving and decision-making skills, self-confidence and a sense of belonging. Any fun and positive activity can help. Something challenging and enjoyable. Something with meaning. Something that offers kids an opportunity to work together to improve their own community. Something that can promote cultural or community awareness. Something that builds self-esteem. There are many drug prevention organizations in your community that sponsor these types of activities.

The Alcohol and Drug Prevention Program is a community-based prevention program using primary prevention strategies to alleviate alcohol and other drug problems. The program is based on the historic health model: AGENT - a potentially harmful substance or organism such as alcohol or drugs, HOST - the person or persons effected, including neighborhoods and communities, and ENVIRONMENT - social, political and physical surroundings. Major Service Areas Through contracts with community based non-profit agencies, this program uses systemic change strategies focused on public policies, social norms and customs regarding alcohol and drug use and related problems.     Secretary: Kate Favaro On April 25th and 26th, 3 CCS SADD members, Bert Dupee, Meaghan Lamica and Kate Favaro along with Mrs. Gravell were able to attend the NYS SADD conference held in Albany, NY. These students witnessed some excellent speakers and workshops focused on safe and healthy living. They felt inspired by many of the presentations that sent a clear and powerful message. SADD plans to begin fundraisers in attempt to book these presenters to speak to CCS high school students within the next year. Not only did they find them humorous and informative but also feel that the message they send out is an important one that could impact the entire school. These students did an excellent job at representing CCS and all were able to break a board with one chop. SADD was pleased with the number of students who signed the “Promise Pledge” following the MOCK DWI crash. Thanks to all of you and we hope you have a safe prom weekend. SADD members also visited elementary classrooms to have those students make “safe prom messages” for prom goers as an added attempt to be sure everyone stays safe. As part of this month’s "TOLERANCE" theme, SADD plans to have “mix it up” day in the cafeteria on Friday, Health Day at CCS. For this activity, all who enter the cafeteria during lunch will receive a colored sticker, which will determine the color table to sit at for that day. The point of this exercise is to encourage everyone to meet and talk with different people and find that differences can be a good thing. Everyone is encouraged to participate.

Services are available for students who compulsively and chronically use alcohol and/or drugs. Procedures for referral, treatment options (outpatient, inpatient), and support groups are reviewed. Further assessment of present level of usage is done as a preventive approach before problems become worse. Symptoms of dependency are also reviewed. Vocational Information and Educational Material
Students who are interested in a professional career in social services can obtain information. Educational materials and references are available for students for classroom assignments or drug and alcohol issues. Hawai`i State Incentive Grant for Substance Abuse Prevention among Hawaii's Youth
Recognizing the need to reduce the use of drugs by the youths in our state, the Hawai`i State Incentive Grant (SIG) was developed with two major goals:
  • To reduce alcohol, tobacco, marijuana, and other drug use and abuse among Hawaii's 12- to 17-year-olds by building a Statewide system of enduring substance-abuse prevention partnerships; and
  • To coordinate, leverage, and redirect substance abuse prevention resources to communities, families, schools, and workplaces.
The Governor's Office of the State of Hawaii was awarded an $8.4 million grant by the federal Substance Abuse and Mental Health Services Administration's (SAMSA) Center for Substance Abuse Prevention (CSAP). This three-year grant is administered by the State Department of Health's Alcohol and Drug Abuse Division (ADAD). The Center on the Family provides technical services, such as data collection and dissemination, for the Comprehensive Prevention Strategy, as well as training and technical assistance to communities operating prevention programs under the SIG. As part of the strategic planning for the State Incentive Grant for Drug Abuse Prevention (SIG), the Center on the Family developed 13 Community Risk and Protection Profiles. These profiles serve as a foundation upon which community members can define the needs and strengths of their own neighborhoods in planning their prevention proposals. The Center on the Family continues to provide ongoing support to the SIG through this web-based dissemination of data collected for our community profiles as well as additional data collected by other organizations for various components of the overall State strategy. These additional components include the Bi-annual Alcohol, Tobacco, and Other Drug Use Survey of Hawaii's public and private, middle and high school students, the Social Indicators Study, and the Community Prevention Resource Assessment of local prevention programs and services.

The students are noisy, but focused on the task of creating a cross-peer presentation for the elementary school.
Journal of Primary Prevention, 2000), researcher Nancy Tobler and her associates reported that interactive programs were found to be an effective method of delivery. Programs using the lecture format to teach the drug facts or using programs that are not interactive to enhance self-esteem were found to have little or no effect.
Tobler also found that mental health clinicians and peer educators were effective in leading interactive programs. The Republic of Palau, with a population of 20,000, is home to two programs that have adopted the successful strategies of using interactive prevention programs and peers to deliver the message to other students. The Ministry of Education supports the use of peer educators through the Pride Club at Palau High School, and the Ministry of Health organizes youth leaders known as the VIP, sponsored by the Tobacco Coalition. The role of the student educators is to deliver drug prevention information at the classroom and community level using multiple methods of instruction.

Since 1991, the European network for exchange, exposition and action research has identified and created a space for peer training and exchange of knowledge for professionals working in the field of drug prevention and harm minimisation. The Network has developed and promoted its activities in states of the European Union. Our network has at least one Correspondent in each of the countries concerned, with responsibility for facilitating and supporting partnerships.
These representatives are all members of T3E'S Scientific and Technical Committee, which democratically decides the different programmes; facilitates their structured co-ordination; and ensures their operation through collective action and country based dissemination of information and implementation.

As a parent of school-aged children, I share with all Americans concern about illegal drug and alcohol use and the threat these substances pose to the welfare of our Nation's youths. Recent surveys give us hope that the intensive education efforts of the last few years are paying off. The 1990 survey of high school seniors, for example, showed that these young people are less tolerant of drug use and more knowledgeable about the risks of using drugs. For the first time in many years, fewer than half of them have tried an illicit drug. Many factors contribute to these encouraging trends. As President Bush has reminded us, parents have an especially vital part to play: Schools, churches, synagogues, community groups, law enforcementall can help us turn the tide on drug and alcohol abuse. But none can take a parent's place. Drug education must begin at home and in the neighborhood long before the classroom.

Drug Prevention and Fishing - What's the Connection? Drug prevention programs are key components of the war against drugs. Based on the premise that most young children are drug-free, Hooked On Fishing - Not On Drugs is designed to help parents, teachers, and community leaders keep them drug-free for life.
Effective drug prevention programs do not focus on drugs. Drug prevention programs should focus on the development of healthy relationships with family, friends, teachers, and mentors; optimistic self-perceptions; problem-solving skills; and decision-making skills.
