The Division responds to complaints and provides technical assistance to business and industry, the general public, community-based organizations, and law enforcement agencies on a wide variety of tobacco control related issues. For more information about tobacco control laws, or to report a tobacco related violation, contact the Division at 565-6680. In an effort to reduce tobacco sales to minors and increase compliance with the Smoke-free Workplace law in bars and worksites, the Division works with the Sheriff's Department on two enforcement efforts. The Sheriff's Department conducts compliance inspections of bars, and sting operations involving tobacco retailers in the unincorporated area of the county. “Party Drugs” as well as certain pharmaceuticals have become popular amongst college students. According to the most recent Monitoring the Future Survey (2001), 53.9% of high school seniors and 53.6% of college students had used an illicit drug during their lifetime; while 25.7% of high school seniors and 21.9% of college students had used an illicit drug in the previous 30 days. In regards to “party drugs” approximately 11.7% of high school seniors and 14.7% of college students had used ecstasy at least once in their lifetime. With this in mind, it is imperative that prevention, intervention and treatment specialists along with law enforcement agencies strategically address drug use within this population. This resource center will aid in providing an educational foundation to address drug use on your campus. Goal:
To provide free resources to Institutions of Higher Education in the State of New Jersey in an attempt to increase awareness/education and reduce the incidence of “party drug” use/abuse.

Aug. 20 ABCNEWS.com has obtained a draft of the Vital Interdiction of Criminal Terrorist Organizations Act of 2003, or VICTORY Act, which could be introduced to Congress this fall, and which appears to have been prepared by the office of Sen. Orrin Hatch, R-Utah, the chairman of the Senate Judiciary Committee. The measure would give law enforcement increased subpoena powers and more leeway over wire-tap evidence and on classifying some drug offenses as terrorism. The draft is a complex 89-page document that, like the Patriot Act, the massive anti-terror law that passed overwhelmingly six weeks after the terror attacks of Sept. 11, 2001, would amend various existing statutes, ostensibly to allow law enforcement to work more efficiently.

Throughout his tenure in the Senate, Senator Domenici has worked diligently to decrease the flow of illegal drugs into this country and has supported efforts to increase federal funding for drug prevention, counseling and law enforcement. In 1984 and 1987, Senator Domenici held Senate Committee hearings in Las Cruces, New Mexico about illicit drug activity in the Southwest. Domenici has hosted multiple Attorneys General in the state to examine Department of Justice activities in New Mexico, including its drug interdiction efforts. In a 2002 hearing of the CJS Appropriations Subcommittee, Domenici asked Attorney General John Ashcroft for an assessment of the joint federal, state and local law enforcement operations to combat methamphetamine trafficking in New Mexico. In response, the Justice Department reported that the DEA offices in Albuquerque and Las Cruces had helped seize and destroy 85 clandestine methamphetamine labs throughout the state since Oct. 1, 2001; beyond the home-based labs, it was found that New Mexico is also consistently affected by the transport of Mexican cartel-produced methamphetamine contraband through the state. In the FY 2003 CJS Appropriations Bill, as he has in previous years, Senator Domenici secured report language directing the Federal Bureau of Investigation and DEA to dedicate adequate resources and staff to northern New Mexico to combat methamphetamine, black tar heroin and other drugs.

``(a) Program Requirements.A local educational agency shall use funds received under this subpart to adopt and carry out a comprehensive drug and violence prevention program which shall
``(1) be designed, for all students and employees, to
``(A) prevent the use, possession, and distribution of tobacco, alcohol, and illegal drugs by students and to prevent the illegal use, possession, and distribution of such substances by employees;
``(B) prevent violence and promote school safety; and
``(C) create a disciplined environment conducive to learning; and
``(2) include activities to promote the involvement of parents and coordination with community groups and agencies, including the distribution of information about the local educational agency's needs, goals, and programs under this subpart.
``(b) Authorized Activities.A comprehensive drug and violence prevention program carried out under this subpart may include
``(1) age-appropriate, developmentally based drug prevention and education programs for all students, from the preschool level through grade 12, that address the legal, social, personal and health consequences of the use of illegal drugs, promote a sense of individual responsibility, and provide information about effective techniques for resisting peer pressure to use illegal drugs;
